The Ports and Yachting Directorate, Transport Malta notifies all bathers, mariners and owners of sea craft that the following arrangements will be made for Blue Lagoon and Santa Maria Bay in the North Comino channel for the period between 1st May, 2016 and 15th October, 2016

 
1a) Blue Lagoon Swimmers’ Zone

No vessels or objects which may endanger the safety of bathers shall be used within a swimmers’ zone. The swimmers’ zone is being reserved exclusively for bathers and is delineated by the following coordinates:

The fairways are to be used solely for navigation and should otherwise be kept clear.

A minimum safety clearing distance of 5 metres from the swimmers’ zone is to be maintained.

Nylon ropes supported by floats will delineate the swimmers’ zone and may remain in place, two weeks after the stipulated date. 

For the benefit and safety of all bathers and mariners, Transport Malta urges all visitors and commercial vessels to adhere to these arrangements. Enforcement Officers will be constantly patrolling the area.

Mariners are advised to keep a good lookout and navigate with caution and at slow speed in the North Comino Channel at Blue Lagoon and Santa Maria Bay.  They are also reminded that it is prohibited to secure/moor any vessel to any of the marker buoys, swimmers’ zone delineation markers and related gear belonging to Transport Malta.

Local Notice to Mariners No 14 of 2016

Malta International Fireworks Festival 2016
Fireworks Display in Grand Harbour

 The Ports and Yachting Directorate, Transport Malta, notifies mariners that a fireworks display will be held in Grand Harbour on Saturday, 30th April, 2016.

Fireworks will be let off from a barge and pontoons placed off Bighi Point. The Barge will be placed in position, on Saturday, 30th April, 2016 between 8.30 a.m. and 10.30 a.m., and will be removed when the display finishes. Two (2) sinkers with lit marker buoys will be placed in positions Y and Z on Saturday, 30th April, 2016 between 9.30 a.m. and noon and removed during the night, while the pontoons will then be placed between Y and Z on Saturday, 30th April, 2016 between noon and 5.30 p.m. They will be removed immediately after the displays. A copy of part of BA Chart 177 showing arrangements of barge and pontoons, can be found on the Transport Malta website (www.transport.gov.mt).

Schedule of the fireworks is as follows:

 Saturday, 30th April, 2016 from 9.00 p.m. till 10.30 p.m. local Time (7.00 p.m. and 8.30 p.m. UTC)

 In view of the above, mariners are informed that part of Grand Harbour as shown on the chart on the Transport Malta website (www.transport.gov.mt) will be closed to all vessels as follows:

Saturday, 30th April 2016 from 4.15 p.m. till 10.45 p.m.

Imaginary lines bind the restricted area between the points A - B, C - D, E - F and G - H as shown on the chart on the  Transport Malta website (www.transport.gov.mt). The barge and pontoons are to be given a wide berth at all times.

 The fireworks barge will be loaded at the quay in “Id-Daħla ta’  Rinella” and moved back at the end of the display. In view of this and in the interest of safety and for the safety of navigation of this barge out of and in to “Id-Daħla ta’ Rinella”, no vessel is to be anchored in “Id-Dahla ta’ Rinella” between the imaginary line E - F and the intermediate coastline on Saturday, 30th April, 2016.

 During the event shipping movements in Grand Harbour will be restricted. No vessel will be allowed within the restricted area, except by arrangement through the Organising Committee. Authorised craft are to give the display barge a wide berth of at least 200m at all times. No movements whatsoever will be allowed during the actual displays.

Mariners are to comply with instructions and directions issued by Valletta Port Control (Valletta VTS) on VHF Channel 12, Police, patrol boats and Transport Malta Enforcement that will be in the area.

Navigational Restrictions in Grand Harbour
on 26th April, 2016

The Ports and Yachting Directorate, Transport Malta notifies Mariners that in connection with the Pageant of the Seas which is to be held in Grand Harbour on the 7th June, 2016, there will be a trial carried out in the Grand Harbour on the 26th April, 2016.

In view of this trial, navigation in Valletta Grand Harbour will be restricted all through the day of the 26th April, 2016.

Mariners are to note the above and contact Valletta Port Control (Valletta VTS) for instructions prior to any navigation in or out of Grand Harbour on this date. Any instructions issued by Valletta Port Control (Valletta VTS) and the Maritime Security Enforcement Unit of Transport Malta are to be complied with.

Firing Practice at Pembroke Ranges
– Sunday 24 April 2016

The Ports and Yachting Directorate, Transport Malta notifies that further to Notice to Mariners No. 2 of 2015, the Armed Forces of Malta will carry out Live Firing Practice on Sunday, 24th April 2016 at the Pembroke Ranges, between 7.00 a.m. and 2.00 p.m. local time.

 The exercise area is delineated by sector ABC.

Notice to Mariners No. 11 of 2016

Sailing Regatta at Marsaxlokk Bay,
9th April 2016 and 10th April 2016

The Ports and Yachting Directorate, Transport Malta notifies mariners that the Birzebbuġa Sailing Club shall be holding the Malta Annual Spring Regatta for dinghies on Saturday, 9th April 2016 and Sunday, 10th April, 2016.

Races shall be held between 10.30 a.m. and 5.00 p.m. (local time) on both days.
Class races shall be held over two (2) adjacent upwind/downwind courses, centered in the selected sailing area depending on the weather conditions at the time.  The diagram showing areas A, B, C, D and E can be found in the Transport Malta’s website (www.transport.gov.mt).

The courses shall be defined by inflatable marks of about 1.5 meters high around which the competitors shall have to sail.

Masters of all craft not directly involved in this Sailing Regatta are asked to keep clear of the racing area, especially at each of the turning marks and observe any instructions that may be given by the Race Organisers safety craft and by Marsaxlokk Port Control (VTS).

X-Terra Malta Triathlon – 2016
Il-Bajja tal-Mixquqa (Golden Bay), Malta

The Ports and Yachting Directorate, Transport Malta would like to notify mariners that Hellfire Events will be organising a triathlon event at il-Bajja tal-Mixquqa (Golden Sands)  on Sunday, 3rd April, 2016. Part of this event consists of a swim from point A on shore to points B and C and back as per chart found on Transport Malta’s website (www.transport.gov.mt)

 The swim shall be held between 9.15 a.m. and 10.15 a.m. (Local time).

In view of the above, mariners are advised to proceed at slow speed, to keep a sharp lookout and navigate clear of the above mentioned area during the said time.

Entry Restriction in St George’s Bay, St Julians

The Ports and Yachting Directorate, Transport Malta, notifies mariners that with immediate effect a restricted area for commercial vessels of twelve (12) metres in length overall and over, is being established in St George’s Bay, St Julian’s.

The restricted area is delineated by the imaginary line AB (on the shore on either side of the bay) and the sea area South West of the line.

Local Notice to Mariners No. 8 of 2016

Turtles, Dolphins/Whales and Jellyfish Study by the University of Malta

The Ports and Yachting Directorate, Transport Malta notifies that the Department of Biology of the University of Malta is conducting research studies on marine biodiversity within the Central Mediterranean Region around the Maltese Islands (from coastal to offshore) in respect of:

1) Turtle, Dolphin and Whale sightings.
2) Jellyfish Blooms sightings.

 Mariners are requested to cooperate and support the research by reporting sightings as follows:
1) Turtle, Dolphins and Whales Dr Adriana Vella, email (adriana.vella@um.edu.mt), or sms (+356 9942 9592)

2) Jellyfish Blooms may also be forwarded to the email: (JellyWatchMalta@gmail.com).

The information for each sighting should include:

a) date and time of observation;
b) number of turtles, dolphins/whales/jellyfish;
c) location (GPS coordinates if offshore);
d) photos when possible;

Photos of sightings are appreciated when these are possible and in particular should be taken in the case of strange looking jellyfish. CIESM colourful posters identifying jellyfish types may be requested by emailing to (JellyWatchMalta@gmail.com).

The participation of mariners in such an initiative is necessary to ensure regular monitoring of Maltese waters to devise an early warning system for bathers and assist in Mediterranean wide marine conservation research.

Mariners are informed that the Armed Forces of Malta (AFM), Maritime Squadron will be carrying out maritime training within Maltese Territorial Waters with the Dutch Naval Vessel HNLMS EVERSTEN.
The exercise will be held within a circular area of 3 Nautical Mile Radius, centered on:

The Ports and Yachting Directorate, Transport Malta notifies that the 31st March Regatta will be held in Grand Harbour. Sinkers and marker buoys will be laid as follows:

 
1. On Wednesday, 30th March, 2016, 3 sinkers with marker buoys will be laid in the following positions:

3a. The wire ropes, floats and buoy mentioned in 2 above will be removed on the completion of the Regatta at approximately 6.00 p.m. on Thursday, 31st March, 2016.

 
3b. The sinkers and marker buoys mentioned in 1 above will then be removed on Friday, 1st April, 2016.

 
Masters of all vessels are notified that on Thursday, 31st March, 2016 between 8.00 a.m. and about 6.00 p.m., incoming vessels will not be allowed to proceed to any berth South West of a line joining Lascaris and Fort St Angelo Flagstaff.  Small vessels in “The Marsa” will not be allowed to proceed beyond the starting line indicated in (2d) above after 8.00 a.m. No vessel will be allowed near the finishing line except those involved in the races. No movements of vessels will be allowed inside Grand Harbour, except by special permission. All vessels are to keep a minimum distance of 5 metres away from the lines and floats mentioned in 2a, 2b and Ras Ħanżir.

 
Masters of all vessels are also warned that the wire ropes and floats may cause a physical obstruction and consequently they are to navigate with extreme caution.  Caution is also to be exercised when in the vicinity of such wire ropes and floats when these are being laid or removed. Mariners are instructed to comply with any instructions issued by Transport Malta, the Police and Armed Forces of Malta patrolling the area and by Valletta VTS (Valletta Port Control).

Remote Control Sailing event in Mellieħa Bay - 
16th March, 2016 to 21st March, 2016

 
The Ports and Yachting Directorate, Transport Malta notifies mariners that the Malta Model Boat Association (MMBA) will be organizing remote control sailing races in Mellieħa Bay. The sailing races which will include 1 meter long sailing boats will be held off the Mellieħa Bay Hotel between Wednesday, 16th March, 2016 and Monday, 21st March, 2016. 

 
These races shall be held between 9.00 a.m. and 6.00 p.m. (local time) on all days.

 
The races will take place in the selected sailing area shown on the chart found on Transport Malta’s website (http://www.transport.gov.mt/) A,B,C and D.

 
Masters of all vessels not directly involved in this Sailing Regatta are requested to keep clear of the racing area and observe any instructions that may be given by the event organisers’ safety vessels and by Valletta Port Control (VTS).

The Ports and Yachting Directorate, Transport Malta notifies that the Armed Forces of Malta shall conduct a live firing practice exercise at sea from the Pembroke Ranges between Monday, 22nd February, 2016 and Friday, 26th February, 2016. The firing exercise will take place between 8.00 a.m. and 4.00 p.m. local time, (7.00 a.m. to 3.00 p.m. UTC).

The exercise will take place within the area enclosed by the following positions:

Maintenance Works on the Marsamxett Ferry Landing Place at Il-Port ta’ Marsamxett

The Ports and Yachting Directorate, Transport Malta notifies mariners that, with immediate effect and until further notice, maintenance works will be carried out on the ferry landing place near the Marsamxett Waterpolo pitch in il-Port ta’ Marsamxett.

Due to these maintenance works, the Marsamxett Ferry landing place will be temporarily relocated some metres away to the south from the usual landing place.

Due to this relocation there are some vessels’ moorings which may be required to be shifted.

Masters of all vessels that have a mooring in the area are advised to cooperate with the Sliema – Marsamxett Ferry operator so as to have a safe navigable area.

Firework Displays from the Foreshore next to St. Elmo Breakwater Bridge in Grand Harbour 

The Ports and Yachting Directorate, Transport Malta, notifies that fireworks displays will be let off from the foreshore next to St Elmo Breakwater Bridge in Grand Harbour from the following approximate position:

The dates and times of the fireworks are as follows:

Thursday, 28th January, 2016: from 9.10 p.m. till 10.00 pm.

Friday, 29th January, 2016: from 9.00 p.m. till 11.00 p.m.
   
Saturday, 30th January, 2016: from 9.00 a.m. till 9.15 a.m., and from 6.00 p.m. till 7.00 p.m.

Mariners are to note the above, give the position indicated a wide berth, and leave a safe distance of at least 200m. They are further instructed to contact the Valletta Port Control (Valletta VTS) when navigating in or out of Grand Harbour on the above dates and times. Any instructions issued by Valletta Port Control (Valletta VTS) are to be complied with.

Positions are referred to WGS 84 Datum.

Local Notice to Mariners No. 3 of 2016

Diving Operations Terminal I North
Quay - Freeport Terminals

The Ports and Yachting Directorate, Transport Malta, notifies mariners that diving operations will be carried out in Marsaxlokk Harbour at Terminal I North Quay, between bollards 21 and 24 (in the middle of Terminal I North Quay). The diving operations will start on Monday, 25th January, 2016 and are expected to be completed by Wednesday, 27th January, 2016.

The divers will be displaying the International Code of Signals Flag ‘A’.

Mariners and operators of sea craft are advised to keep a sharp lookout and proceed at slow speed while navigating in the area. They are to give the above area a wide berth of at least 200 metres.

Moreover, they are requested to comply with instructions given by Marsaxlokk Port Control (VTS) on VHF Channel 14.

The Ports and Yachting Directorate, Transport Malta, informs mariners that Local Notice to Mariners No. 30 of 2015 re danger of falling rocks in proximity to Blue Grotto, limits of Wied Iż-Żurrieq, is still in force.
 
In view of the above, mariners are not to navigate below the cliff face, as indicated in Local Noice to Mariners No. 30 of 2015, and, should this be absolutely required, they are to do so with extreme caution.

The Ports and Yachting Directorate, Transport Malta notifies mariners that with reference to BA Chart 177 – Valletta Harbours the special mark buoy (conical) flashing yellow off “Il-Ponta ta’ San Ġiljan” (St Julian’s Point) in position:

is now removed and will be placed back in May. The buoy will be removed again in October.

In view of the above, change text “Fl.Y” close to the above position to “Fl.Y (Seasonal)”.

Local Notice to Mariners No. 1 of 2016
 
Drilling works for Geotechnical Investigations off Pinto Wharf 4 and 5, Grand Harbour
 
The Ports and Yachting Directorate, Transport Malta, notifies mariners that drilling works for geotechnical investigations will be carried out off Pinto Wharf 4 and 5 in Valletta Grand Harbour.
 
The drilling works will be carried out in position BH1, BH2, BH3 and BH4 as shown on the chart that can be found on Transport Malta’s website (www.transport.gov.mt).
 
Weather permitting the works are expected to commence on Monday, 11th January, 2016 and are expected to be completed by end of January 2016.
 
They will be carried out from a floating crane (Bezz V) which will be accompanied by a small tug boat (Tug 29). The floating crane may deploy anchors to hold it in position and may remain in the area during the night. The floating crane will display the signals in accordance with the Collisions Regulations. Further more mariners and operators of vessels are advised to keep a sharp lookout, proceed at very slow speed and give the above area a wide berth of at least 300 meters.
 
Instructions given by Valletta Port Control (VTS) on VHF Channel 12 are to be complied with.
