The Ports and Yachting Directorate, Transport Malta notifies mariners and owners of vessels that due to the dangers of falling rocks at il-Ponta taż-Żonqor, il-Bajja ta’ Marsaskala, the area between points A, B, C and the intermediate coastline has been declared dangerous.
 
The limit will be delineated by a floating rope supported by black and white buoys connected to the shore at points A, B and C.

Remote Control Model Yachts Sailing Event
in Mellieħa Bay

The Ports and Yachting Directorate, Transport Malta would like to notify mariners that the Malta Model Boat Association (MMBA) will be organising remote control sailing races in Mellieħa Bay. The sailing races which will include 1 meter long sailing boats will be held off the Mellieħa Bay Hotel between Wednesday, 29th March, 2017 and Sunday, 2nd April, 2017.

These races shall be held between 9.00 a.m. and 5.00 p.m. (local time) on all days.

The races will take place in the selected sailing areas A, B, C, and D. shown hatched in red on chart found on Transport Malta website (www.transport.gov.mt).

If due to bad weather conditions the event cannot be held at Mellieħa Bay, it will be held at Little Armier between Thursday, 30th March, 2017 and Sunday, 2nd April, 2017, at the same times.

Masters of all vessels not directly involved in this Sailing Regatta are asked to keep clear of the racing area and observe any instructions that may be given by the event organisers safety vessels and by Valletta Port Control (Valletta VTS).

Local Notice to Mariners No. 18 of 2017

Safe Distance from Diver’s Flags signal

The Ports and Yachting Directorate, Transport Malta, reminds mariners to keep a sharp lookout and navigate at safe speed at all times.

They are to give a wide berth of not less than 100m from signal buoys or vessels that carry either a diver down (Alpha flag) and the diver’s flag (red with diagonal white stripe), as found on Transport Malta website (www.transport.gov.mt), when these are sighted, and to navigate at slow speed.

They are also reminded that they are not to exceed the speed limit of 10 knots when navigating within 200m from rocky shores and within 300m from sandy beaches.

Live Firing Practice at Pembroke Ranges −
Extended Hours and Sundays

The Ports and Yachting Directorate, Transport Malta notifies that further to Notice to Mariners No 2 of 2015, the Armed Forces of Malta will carry out Live Firing Practice on Sunday, 9th April, 2017, on Friday, 14th April, 2017 (Good Friday) and on Sunday, 30th April, 2017, at the Pembroke Ranges, between 7.00 a.m. and 2.00 p.m., local time. There will also be live firing practice with extended hours between 6.00 p.m. and 11.00 p.m. on Wednesday, 19th April, 2017.

The exercise area is delineated by sector ABC.

The Ports and Yachting Directorate, Transport Malta notifies mariners that a new marina is being established at Sa Maison in Marsamxett Harbour, within the area A, B, C, D, E, F and G shown hatched in red on chart found on Transport Malta website (www.transport.gov.mt).

A further notice to mariners will be issued with additional information including details of lights and marine aids to navigation.

31st March Regatta in Grand Harbour − Valletta

The Ports and Yachting Directorate, Transport Malta notifies that the 31st March Regatta will be held in Grand Harbour. Sinkers and marker buoys will be laid as follows:
1. On Thursday, 29th March, 2017, 3 sinkers with yellow flashing marker buoys will be laid in the following positions:

(i) from buoy (A) off St Angelo Point to buoy (B) near Senglea Point.

(ii) from buoy (B) near Senglea Point to point (C) Senglea Point opposite the entrance to French Creek;

(iii) from buoy (A) to a point ashore beneath Lascaris Bastion (E), position:

3. The wire ropes, floats and buoy mentioned in 2 above will be removed on the completion of the Regatta at approximately 6.00 p.m. on Friday, 31st March, 2017.

4. The sinkers and marker buoys mentioned in 1 above will then be removed on Saturday, 1st April, 2017.

Masters of all vessels are notified that on Friday, 31st March, 2017 between 9.00 a.m. and about 7.30 p.m., incoming vessels will not be allowed to proceed to any berth South West of a line joining Lascaris and Fort St Angelo flagstaff.  Small vessels in ‘The Marsa’ will not be allowed to proceed beyond the starting line indicated in 2(iv) above after 9.00 a.m. No vessel will be allowed near the finishing line except those involved in the races. No movements of vessels will be allowed inside Grand Harbour, except by special permission. All vessels are to keep a minimum distance of 5 metres away from the lines and floats mentioned in 2(i), 2(ii), 2(iii) and 2(iv).

Masters of all vessels are also warned that the wire ropes and floats may cause a physical obstruction and consequently they are to navigate with extreme caution.  Caution is also to be exercised when in the vicinity of such wire ropes and floats when these are being laid or removed. Mariners are instructed to comply with any instructions issued by Transport Malta, the Police and Armed Forces of Malta patrolling the area and by Valletta VTS (Valletta Port Control).

Diving and Research Investigations at Mġarr
Harbour, Gozo

The Ports and Yachting Directorate, Transport Malta notifies mariners that diving and research investigations will be carried out at Mġarr Harbour, Gozo.

These investigations will be carried out in the two areas shown on the charts ST 4 and ST 5 that can be found on Transport Malta’s website (www.transport.gov.mt).

Weather permitting the work is expected to commence on the 13th of March and completed by the end of March, 2017.

These investigations will be carried out from the support vessel “Atlantis”. The support vessel may deploy divers and other equipment and will display the International Code of Signals Flag ‘A’ during operations.

Mariners are instructed to give a wide berth and proceed at slow speeds, and to comply with any instructions given by Valletta Port Control on Channel 12.

The 6 cages will be placed in the following centred approximate position and will also be moored to shore.

Information and Promulgation of Notices to Mariners
 
The Ports and Yachting Directorate, Transport Malta advises the public in general, local councils, government agencies, mariners and entities along the foreshore that the Harbour Master is to be notified as early as possible when new or suspected dangers to navigation are discovered or any changes to aids to navigation are observed within the territorial and internal waters of Malta, in any port and in the land and sea approaches to any port, and on wharves.
 
The above also applies when corrections to navigational charts or publications would appear to be necessary in relation to depths, navigational aids, facilities and other matters affecting the safety of navigation and shipping in general within the territorial and navigable waters of Malta.
 
 
In the case of pre-planned activities, including works along the foreshore or within the territorial and internal waters and ports and the approaches thereto, the Harbour Master is to be notified by not later than seven (7) working days prior to the date of the intended activity. This is to ensure that, if required, relevant Notices to Mariners are issued and promulgated through the Government Gazette in a timely manner and in conformity with legal requirements.

Inner Grand Harbour

Capital Dredging at Mediterranean Maritime Hub
and Approaches

The Ports and Yachting Directorate, Transport Malta, notifies mariners and terminal operators that dredging works taking place at the inner Grand Harbour within the Mediterranean Maritime Hub sea area, fairway and approaches is being extended till the 12th of March, 2017.

Berth Operators may be required to clear berths and fairways to provide sufficient sea room for the dredging operations. Additional information and directions will be communicated to the respective Berth Operators by Port Operations

Mariners are to take note of the above, keep a sharp lookout, navigate with extreme caution and slow speed and give the above area and vessels wide berth. They are to abide by any instructions that are issued by Valletta VTS (Valletta Port Control) on VHF Channel 12 and Transport Malta officials.

The Ports and Yachting Directorate, Transport Malta notifies mariners that a benthic survey will be carried out in the area A, B and C and the intermediate coast (shown hatched that can be found on Transport Malta website (www.transport.gov.mt)), in Marsamxett Harbour, on Saturday, 4th March, 2017, between 9.00 a.m. and 3.00 p.m., weather permitting.

Sailing Regatta at Marsaxlokk Bay −
February, 2017

The Ports and Yachting Directorate, Transport Malta would like to notify mariners that the Birżebbuġa Sailing Club shall be holding a Sailing Regatta for dinghies on Saturday, 18th February, 2017 and Sunday, 19th February, 2017.

Races shall be held between 10.30 a.m. and 5.00 p.m.(local time) on both days.

Class races shall be held over two (2) adjacent upwind /downwind courses, centered in the selected sailing area depending on the weather conditions at the time. The chart showing areas A, B and C can be found on Transport Malta website (www.transport.gov.mt). 

The courses shall be defined by inflatable marks of about 1.5 meters high around which the competitors shall have to sail.

Races will be held when no merchant traffic is scheduled to enter or depart from the Malta Freeport Terminals.


Masters of all craft not directly involved in this Sailing Regatta are asked to keep clear of the racing area, especially at each of the turning marks and observe any instructions that may be given by the Race Organisers safety craft and by Marsaxlokk Port Control (Marsaxlokk VTS).

The Ports and Yachting Directorate, Transport Malta, informs mariners that further to Local Notice to Mariners No. 5 of 2017 regarding fireworks display from the foreshore at St Elmo Point,Valletta, if the display is unable to be held on Friday 10th February 2017 due to bad weather conditions, it will instead be held on Saturday, 11th February, 2017, during the same times.

The position and all other information in Local Notice to Mariners No. 5 of 2017 will remain.

The Ports and Yachting Directorate, Transport Malta notifies mariners that in connection with the Titular Feast of St Paul fireworks display will be let off from the foreshore at St Elmo Point, Valletta, approximately from the following position:

Thursday, 9th February, 2017, between 9.00 p.m. and 11.00 p.m.         

Friday, 10th February, 2017, between noon and 12.30 p.m. and between 6.00 p.m. and 8.00 p.m.

Mariners are to note the above, give the position indicated a wide berth, and a safe distance of at least 200m (as shown on chart that can be found on Transport Malta’s website (www.transport.gov.mt) and are further instructed to contact Valletta Port Control (Valletta VTS) on VHF Channel 12 when navigating in or out of Grand Harbour and Marsamxett Harbour on the above dates and times. Any instructions issued by Valletta Port Control (Valletta VTS) are to be complied with.

Drilling Works for Geotechnical Investigations at
Il-Ponta tal-Qrejten and the Inner Breakwater, Marsaxlokk

The Ports and Yachting Directorate, Transport Malta, notifies mariners that drilling works for geotechnical investigations will be carried out off il-Ponta tal-Qrejten and off the inner breakwater near the Dellimara power station in Marsaxlokk Harbour.

These drilling works will be carried in the following two areas bounded by the following positions:

Area 1: A, B, C, D and the coastline. Area 2:- W, X, Y, Z and the coastline as shown on the chart found on Transport Malta website (www.transport.gov.mt) and in the approximate positions:

Weather permitting the works are expected to commence with immediate effect and completed by end of February, 2017

They will be carried out from a flat barge which will be accompanied by a small tug boat. The barge may deploy anchors to hold it in position and may remain in the area during the night. The barge will display the signals in accordance with the International Regulations for Preventing Collisions at Sea. Furthermore mariners and operators of vessels are advised to keep a sharp lookout, proceed at very slow speed and give the above area a wide berth of at least 300 meters.

Instructions given by Marsaxlokk Port Control (Marsaxlokk VTS) on VHF Channel 14 are to be complied with.

Malta Informal Summit
Maritime Exclusion and Restriction Zones 
on 3rd February, 2017

 
The Ports and Yachting Directorate, Transport Malta notifies all mariners that the Malta Informal Summit will be held on Friday, 3rd February, 2017.

 
The Government of Malta notifies that for the duration of the event, Maritime Restricted Zones (MRZ) and Maritime Exclusion Zones (MEZ) have been established.

 
The MRZ and MEZ are delineated by imaginary lines and the coastline.

 
Maritime Restriction Zone (MRZ)

 
Mariners are informed that activities and navigation may be restricted in the designated MRZ. Vessels operating in MRZ are to ensure constant watch on VHF CH16 and comply with any instructions issued by AFM, Police, TM enforcement vessels and Valletta Port Control (Valletta VTS).

Mariners are instructed to comply with any instructions given by Valletta Port Control (Valletta VTS), the Armed Forces of Malta patrol vessels and TM enforcement vessels authorised to operate in such areas. Force may be used by the crew of the patrol vessels in cases of non-compliance. Only authorised vessels will be allowed to transit or enter the restricted zones mentioned above.

Swimming Event at Il-Bajja ta’ San Ġorġ – Birżebbuġa

The Ports and Yachting Directorate, Transport Malta, notifies that a swimming event will be held on Saturday, 21st January, 2017, at il-Bajja ta’ San Ġorġ, Birżebbuġa. The race will be held between 2.30 p.m. and 4.00 p.m. local time.

The race will be held along the course A, B and C as per chart that can be found on Transport Malta website (www.transport.gov.mt), marker buoys will be placed at each point. The marker buoys will be laid on the day at 1.00 p.m. and will be removed by 4.30 p.m.

A rescue boat and canoes will accompany the participating swimmers.

Mariners are advised to keep a sharp lookout and navigate well clear of the area during the stipulated date and time, giving the swimmers a wide berth. They are to obey any instructions issued by Marsaxlokk VTS (Marsaxlokk Port Control).

The Ports and Yachting Directorate, Transport Malta, notifies mariners that, with immediate effect, LNG Exclusion Zones have been established at the Electogas Malta LNG Terminal and the Floating Storage Unit Armada LNG Mediterrana.
 
Navigation of vessels in relation to the LNG Terminal and Floating Storage Unit shall be as follows:
 

 
 
1.  When the Floating Storage Unit (FSU) vessel is berthed at the LNG Terminal, a vessel shall not navigate within an arc measuring 135 metres in any direction from the FSU at the LNG Terminals, as indicated on chart 1 that can be found on Transport Malta website (www.transport.gov.mt).
 

 
 
2. Whilst the FSU is at the storm mooring position, a vessel shall not navigate within an arc measuring 100 metres in any direction from the FSU at the storm mooring position, as indicated on chart 2 that can be found on Transport Malta website (www.transport.gov.mt).
 

 
 
3. Whilst a Liquefied Natural Gas Carrier (LNGC) is berthed alongside the FSU, a vessel shall not navigate within an arc measuring 195 metres in any direction from the LNGC, as indicated on chart 3 that can be found on Transport Malta website (www.transport.gov.mt).
 

 
 
In addition, when LNG Ship to Ship (STS) cargo operations are underway, berthing of vessels at Ħas-Saptan Fuelling Dolphin and Delimara Power Station  Quay will not be permitted.
 

 
 
In view of the above all vessels are to keep clear of the Exclusion Zones, and navigate with caution and at slow speed.
 

 
 

 
 
Mariners are further instructed to give a wide berth and to comply with any instructions given by either Enforcement Vessels in the area or Valletta VTS (Marsaxlokk Port Control) on VHF Channels 14 and 16.

Local Notice to Mariners No. 109 of 2016

Euromed Sailing Championship 2016 – Mellieħa Bay

 The Ports and Yachting Directorate, Transport Malta notifies that the Malta Young Sailors Club will be holding the 17th Euromed Sailing Championship 2016, organised under the authority of the Malta Yachting Federation, between Sunday, 18th and Wednesday, 21st December, 2016.

The activity will take place in Mellieħa Bay and approaches, in an area delineated by the imaginary lines A-B and B-C (as shown on Transport Malta’s website: www.transport.gov.mt)

Inflatable marker buoys shall be laid between 9.00 a.m. and 4.30 p.m daily during the three days of the event.

All vessels not involved in the activity are to keep well clear from the competing boats and follow any instructions given by the race officials and support vessels.

The race management will be using VHF Channel 72 as a working channel with VHF Channel 71 as a reserve channel. As far as reasonably practicable local traffic is requested to avoid these channels during the events. Further instructions may be issued by Valletta Port Control (Valletta VTS) on Channel 12.

at Pembroke Ranges

The Ports and Yachting Directorate, Transport Malta notifies that further to Notice to Mariners No. 2 of 2015, the Armed Forces of Malta will carry out Live Firing Practice with extended hours between 6.00 p.m. and 11.00 p.m., local time, on Friday, 9th December, 2016 at the Pembroke Ranges.

The exercise area is delineated by sector ABC.
