Fireworks Displays from a Barge Moored in the middle of St Julians Bay
 
The Ports and Yachting Directorate, Transport Malta notifies that fireworks displays in connection with the feast of Balluta will be let off from a barge moored in the middle of St Julians Bay, 200 metres away from nearest shore. The barge will be moored in position “A” on Thursday 24th July 2014 until Monday 28th July 2014.

Where not mentioned the fireworks display will be for 15 minutes.
 
All vessels and bathers are warned to keep well clear and maintain a safe distance of not less than 200 metres from the barge during the above-mentioned days.  Mariners are to note the above and navigate with particular caution as the barge will remain moored in position during the night.
                               
Navigation within the bay is prohibited during the actual fireworks displays.

A fireworks display will be let off from a pontoon moored at the inner part of Marsaskala Bay. The pontoon will be moored between the two points shown on the chart on Transport Malta’s website (www.transport.gov.mt) on Saturday, 26th July 2014 in approximate position:

Use of Il-Moll ta’ Buġibba by Commercial Vessels
 
The Ports and Yachting Directorate, Transport Malta, notifies mariners that il-Moll ta’ Buġibba, (Section Marked ‘A’) shown on the chart on Transport Malta’s website (www.transport.gov.mt) is to be used solely for the embarkation/disembarkation of passengers by commercial vessels that are duly licensed by the Authority in terms of the Commercial Vessels Regulations.
 
Section B of the breakwater is for use by other vessels for loading/unloading, embarking/disembarking only. Double banking of vessels and unattended vessels for any length of time is not permitted.
 
 
The Authority also notifies that the slipway adjacent to the Breakwater is to be used solely for the launching and recovery of vessels and is to be left unobstructed at all times.
 
Any owner or operator of a vessel who requires to berth for any other reason must obtain the necessary authorization, and must remain in attendance with the vessel at all times.
 
This notice is issued in terms of the Berthing Regulations (SL 6:30) and without prejudice to other directives, legislation and permits issued by the Authority.
 
Notice to Mariners number 28 of 1995 is hereby repealed.

Raft Moored at il-Qala ta’ Baħar iċ-Ċagħaq  
 
The Ports and Yachting Directorate, Transport Malta, notifies that The Mosta Scout Group will be holding a Camp-A-Float at il-Qala ta’ Baħar iċ-Ċagħaq.
 
The Camp-A-Float consists of a man made raft complete with a 10 men tent on board. Weather permitting the raft will be moored in the indicated position “A” as shown on the chart on Transport Malta’s website (www.transport.got.mt) between Thursday, 24th July 2014 and Sunday, 27th July 2014.
 
In case of bad weather this event will take place between Monday, 18th August, 2014 and Friday, 22nd August, 2014.
All vessels navigating within the bay are requested to keep a sharp lookout, navigate at slow speed and give the raft a wide berth.

Filming at “Il-Bajja ta’ Mġarr ix-Xini,” Gozo
 
The Ports and Yachting Directorate, Transport Malta notifies all mariners, owners of vessels and bathers, that filming activities will take place at “il-Bajja ta’ Mġarr ix-Xini,” Gozo between 18th August 2014 and 31st October 2014 both days included.
 
In view of the above mariners, owners of vessels and bathers are instructed not to enter the above bay without prior permission from the Ports and Yachting Directorate or under instructions of the filming organisers.
 
 
Mariners are to comply with instructions issued by VTS (Valletta Port Control) and police.

Marine Surveys East of Qawra
 
The Ports and Yachting Directorate, Transport Malta notifies Mariners that with immediate effect a marine survey will be carried off Għallis Rocks in the north east direction commencing from 1.5NM up to 5.1NM off the Għallis coast. The survey will be carried out by MV Wilfred towing a Remote Automated Vehicle (ROV) with a length of up to 300 metres astern of the survey vessel. The survey is estimated to last till the first week of August 2014 (weather permitting).
 
 
MV Wilfred will be restricted in her ability to manoeuvre during operations. Mariners are to note the above and give the vessel a wide berth of at least 300m when navigating in the above area on the above dates. Any instructions issued by Valletta Port Control (Valletta VTS) are to be adhered to.

The Ports and Yachting Directorate, Transport Malta notifies mariners that fireworks displays in St Paul’s Bay will be let off from a barge moored in the position as shown on the chart shown on Transport Malta’s website: (www.transport.gov.mt).  The barge may be moored in position on Thursday, 24th July, 2014.
 
The dates and times of the displays are as follows:
 
Friday, 25th July 2014: From 8.00 a.m. to 8.10 a.m., from noon to 12.20 p.m., and between 9.30 p.m. and 11.00 p.m.
 
Saturday, 26th July 2014: From 8.00 a.m. to 8.20 a.m., from noon to 12.20 p.m., and between 7.00 p.m. and 11.30 p.m.
 
Sunday, 27th July 2014: From 8.00 a.m. to 8.10 a.m., from noon to 12.20 p.m. and 7.00 p.m. and 11.00 p.m.                                           
 
All vessels and bathers are warned to keep well clear of the barge and maintain a safe distance of at least 200 metres during displays.

In Kalkara Creek from the area known as “Tax-Xewkija  (point A):
Thursday 17th July 2014: from 10.00 p.m. till 11.00 p.m.
Friday 18th July 2014: from 8.30 p.m. till 11.00 p.m.
 
Saturday 19th July 2014: from 11.00 p.m. till midnight
Sunday 20th July 2014: from 7.00 p.m. till 11.00 p.m.
 
In Rinella Bay, Kalkara (point B):
 
Wednesday 16th July 2014: from 8.00 a.m. till 8.30 a.m., from noon till 12.30 p.m., from 8.45 p.m. till 9.45 p.m. and from 10.00 p.m. till 11.30 p.m.

The Ports and Yachting Directorate, Transport Malta will accept no liabilities whatsoever for any vessels that are left lying in the area on the above mentioned dates and times

Man Made Raft Regatta Challenge at St Julians Bay, St Julians
 
The Ports and Yachting Directorate, Transport Malta notifies that the Rotary Club Malta will be organising a Kon Tiki regatta challenge at St Julians Bay. St Julians from below Independence Garden as shown on the chart on Transport Malta’s website (www.transport.gov.mt).
 
Participants are to construct a raft and row out for about 50 meters to 70 meters and return back. This regatta will take place on Saturday 12th July, 2014 between 9.00 a.m. and 7.00 p.m.
 
Rescue divers will be present during this activity.
 
 
Mariners are advised to keep a sharp lookout and navigate at slow speed and keep well clear of the area during the stipulated time giving the man made rafts a wide berth. They are to obey any instructions issued by Valletta Port Control (Valletta VTS) and support vessels in the area.

Kayak Crossing from Marsamxett Harbour, (Malta)  to Pozzallo, (Sicily, Italy)
 
The Ports and Yachting Directorate notifies mariners that the Kayak for Charity – Malta is organising a kayak event that consists in crossing from Marsamxett Harbour in Malta to Pozzallo, Sicily (Italy), in aid of the Inspire Foundation Malta. The participants will paddle one K2 (double) kayak and will be assisted by the vessel “CASTANET” .
Weather permitting the Kayak Crossing will depart from Marsamxett Harbour in Malta Latitude 35º 54.3’ N, Longitude 014º 31.0’E on Tuesday 15th July 2014 at approximately 5.00 a.m. and follow a course of 018º (T) The crossing is expected to last about 20 hours and arrive at Pozzallo, Sicily, (Italy), Latitude 36º 42.5’ N, Longitude 014º 50.5’ E and paddle back to Marsamxett Harbour following a course of 198° (T) taking about another 20 hours to arrive. In case of adverse weather conditions on the day an attempt to cross will continue for the following 12 days up to Sunday, 27th July, 2014.
 
Mariners transiting the Malta/Sicily channel on the above mentioned dates are requested to keep a sharp lookout for the Kayakers and support Vessel “CASTANET”. They are to give a wide berth to the Kayakers when sighted.

Swimming event between Malta to Gozo and Malta
 
The Ports and Yachting Directorate, Transport Malta, notifies that a swimming event will be held on Saturday, 19th  July, 2014, between Gozo to Malta. In case of bad weather this event will be attempted on Sunday, the following day.
 
A single swimmer will depart from Ħondoq Ir-Rummien, Gozo at approximately 10.00 a.m. He will swim towards the Cominotto East Cardinal Buoy, then along the route shown on chart on Transport Malta website (www.transport.gov.mt).
 
The swimming event is expected to take around four (4) hours, weather permitting.
 
A  support vessel will accompany the swimmer.
 
Mariners are advised to keep a sharp lookout and navigate at slow speed and keep well clear of the area during the stipulated time giving the swimmer a wide berth. They are to obey any instructions issued by Valletta Port Control (Valletta VTS).

National Regatta Association - Under 18
Challenge Shield
 
The Ports and Yachting Directorate, Transport Malta notifies Mariners that the National Regatta Association will be organising the 13th edition of the Under 18 Challenge Shield in Rinella Bay, Kalkara, Grand Harbour.
 
The regatta races will be held on Saturday, 12th July, 2014 from 5.00 p.m. and 8.00 p.m.
 
Four (4) buoys will be laid to delineate the area at the starting time of each race.  No vessel will be allowed to enter or leave the designated area unless by special permission issued by Transport Malta. The buoys will be removed at the end of the races.

No Anchoring off Ta’ Xbiex Coast in Marsamxett Harbour
 
With reference to BA Chart 177, the Ports and Yachting Directorate, Transport Malta notifies Mariners that two storm water discharge pipes will be installed at ta’ Xbiex and going out at sea for 200m and as shown on the chart on Transport Malta website (www.transport.gov.mt).
 
In view of the above a no anchoring area has been established bound  by the following positions:

Big Game Fishing Tournament
 
The Ports and Yachting Directorate, Transport Malta notifies mariners that the Federation for Recreational Fishermen will be holding a Big Game Fishing Tournament in aid of Charity on Sunday, 6th July 2014. About 65 vessels will be participating in this event.
 
 Sunday 6th July 2014
 
From 2.00 a.m. onwards, participants will start to arrive and muster off St. Georges Jetty and in the Qajjenza Area.
 
Support boats will arrive at the Birzebbugia, St. Georges Bay Jetty. This jetty will be used throughout the event. Some Support Boats will moor in the close proximity of this jetty.
At 3.00 a.m. the participating vessels will be inspected by the Tournament officials.
 
Upon completion of inspection by 4.00 a.m./5.00 a.m. vessels in groups will depart for the offshore fishing grounds.
 
In view of the above  the Birzebbugia, St. Georges Jetty must be clear of all craft in order to accommodate the Support Boats and competing vessels of this event from 11.00 p.m. of Saturday 5th July 2014 until 8.00 p.m. of Sunday, 6th July 2014. Access to the jetty must also be left clear from land during this activity.
 
In case of bad weather this activity will be held on the 20th July 2014.
 
Masters of all craft not directly involved in this competition are asked to keep clear of the indicated areas, and observe any instructions that may be given by the Competition Organisers safety craft, Transport Malta enforcement officers and by Marsaxlokk Port Control (VTS).

The Ports and Yachting Directorate, Transport Malta notifies mariners that fireworks displays to be let off from the foreshore at Sliema Ferries opposite Square Deal outlet up to opposite Cucina Pulita Kiosk.
 
This area is shown on the chart on Transport Malta website (www.transport.gov.mt). The ground fireworks displays will take place on the following date and time:
 
Saturday, 5th July 2014 from 8.00 p.m. till midnight.
 
All vessels moored within the indicated area (as shown on the chart) are to be removed on the above-mentioned dates and times of the fireworks displays. The Ports and Yachting Directorate will accept no Liabilities whatsoever for any vessels that are left lying in the area on the above mentioned date and times

With reference to Notice to Mariners No. 22 of 2014, the Ports and Yachting Directorate, Transport Malta notifies the general public, mariners and owners of vessels that the swimmers zone of Xlendi Bay has been extended to points 3I and 3J
 
No vessels or objects which may endanger the safety of bathers shall be used within a swimmers’ zone.
 
The boundary of this Swimmers’ Zones is now as follows:-

Restricted Area at Bighi Bay – Grand Harbour
 
The Ports and Yachting Directorate, Transport Malta notifies mariners and owners of vessels that the road leading to the Tank Cleaning facility is in need of repair and the supporting arches on the seaward side have been declared as a dangerous structure.
 
In view of the above with immediate effect part of Bighi Bay at the inner south east shore, has been declared as a no swimming area and no entry for vessels, as shown on the chart on Transport Malta’s website (www.transport.gov.mt). This is delineated by a floating rope supported by black and white buoys connected to the shore at X and Y.
 
Masters of vessels are to note the above and give the enclosed area a wide berth when navigating in the vicinity.

No Swimming beyond boundary at Wied il-Bumi
Kalafrana, Birzebbugia

The Ports and Yachting Directorate, Transport Malta notifies mariners and owners of vessels that due to the close proximity of vessels berthing at Freeport Terminal 1 West quay to the shore of Wied il-Bumi, Kalafrana, Birżebbuġa where the site is a popular swimming area, a floating rope supported by black and white buoys and marked also by two 1 metre spherical unlit yellow buoys has been set up to delineate a boundary that bathers cannot exceed.  The boundary is as shown on the chart on Transport Malta’s website (www.transport.gov.mt). This area is not a swimmers zone and has no restriction on small vessels except the physical obstruction of the floating rope and buoys.
 
Masters of vessels are to note the above and give the boundary line a wide berth when navigating in the vicinity.

The fairway is delineated by the swimmers zone on the east side and by the intermediate coastline on the West side.

Monday, 30th June, 2014: From 7.00 p.m. till 8.45 p.m.;
 
Saturday, 5th July 2014: From 9.00 a.m. till 9.30 a.m., from noon till 12.30 p.m., and between 6.00 p.m. and 11.30 p.m.;
 
Sunday, 6th July, 2014: From 9.00 a.m. till 9.30 a.m. from noon till 12.30 p.m., and between 7.00 p.m. and 11.30 p.m.;
 
Where not indicated, the duration of the fireworks display will be of 10 minutes.
 
In view of the above, mariners are informed that navigation within 200 meters from the above position in Marsamxett Harbour will be prohibited during the time of fireworks. All craft moored within the indicated area (as shown on above mentioned chart) are to be removed on the above-mentioned dates and times of the fireworks displays. 
 
Mariners are to obey directives issued by the Valletta VTS(Valletta Port Control), and by Police in the area.

Marine Surveys in il-Bajja tal-Mellieha
 
The Ports and Yachting Directorate, Transport Malta notifies Mariners that with immediate effect a marine survey by divers is being carried in il-Bajja tal-Mellieħa as shown on the chart on Transport Malta’s website (www.transport.gov.mt). The survey is estimated to last till the end of June 2014 (weather permitting).
 
A floating pontoon of 2m by 2m will be deployed in the area and serve as a diving platform.
 
It will display the International Code of Signals “A” Flag when diving activity will be carried out.
 
Mariners are to note the above and give a wide berth of 170m to this raft when navigating in Mellieħa bay between the above dates. Any instructions issued by Valletta Port Control (Valletta VTS) are to be adhered to.

HSBC – Swimming Event between Malta
to Gozo and back to Malta
 
The Ports and Yachting Directorate, Transport Malta notifies that HSBC will be organising a Triathlon event in aid of the Community Chest Fund on Sunday, 22nd June 2014 between Malta to Gozo then Gozo to Malta and again Malta to Gozo.
 
Participants will depart from Cirkewwa, Malta to Hondoq Ir-Rummien, Gozo at approximately 7.00 a.m. They are to swim towards the tuna farm south of Comino then pass through Blue Lagoon in Comino and then towards Hondoq ir-Rummien, as per chart shown on Malta Transport’s website: (http://www.transport.gov.mt/Page.aspx?pageid=499&lid=1). They will swim again vice versa and repeat again the same course back. The swimming event is expected to take around six (6) hours, weather permitting.
 
Support vessels will accompany the participating swimmers.
 
Mariners are advised to keep a sharp lookout and navigate at slow speed and keep well clear of the area during the stipulated time giving the swimmers a wide berth. They are to obey any instructions issued by Valletta Port Control (Valletta VTS).

Beach Clean-up at St Georges Bay, St Julians
 
The Ports and Yachting Directorate, Transport Malta notifies mariners that in connection with the JCI European Conference Beach Clean-up there will be a beach clean-up at St Georges Bay, St Julians on Friday 13th June 2014 between 10.30 a.m. and 12.30 p.m.
 
Divers and swimmers with snorkels will assist in the beach clean-up which will be held about 60m off the coast as per chart shown on Malta Transport’s website: (http://www.transport.gov.mt/Page.aspx?pageid=499&lid=1).
 
Mariners are to note the above, give the area indicated a wide berth, and a safe distance of at least 50m.  Instructions issued by Valletta Port Control (Valletta VTS) when navigating in or out of St. George’s Bay, St. Julians are to be complied with.

Zones Reserved for Swimmers
 
The Ports and Yachting Directorate, Transport Malta notifies the general public, all mariners and sea craft owners of the following restrictions in respect of designated zones reserved for swimmers.
 
These restrictions shall be in place up to the 30th September, 2014 as indicated below.
 
Mariners and owners of vessels moored within the zones reserved for swimmers are requested to remove their craft and mooring buoys immediately. Any vessels and mooring buoys left in these areas will be removed with immediate effect. No liability whatsoever will be borne by Transport Malta for any damage to vessels or any damage/loss of mooring buoys and ground tackle that are left in these areas.
 
These zones reserved for swimmers will be indicated by coloured marker buoys and ropes. The ropes may be kept afloat by marker floats in location up to 2 weeks after above mentioned dates.
 
Several bays have access to the beach through launching lanes which will also be marked by floats. Vessels shall only enter through these lanes. No vessel is to be moored inside or close to the entrance of these lanes unless authorised by Transport Malta. Such lanes shall be used solely for loading and unloading of passengers and by commercial vessel operators.
 
No vessels or objects which may endanger the safety of bathers shall be used within a swimmers’ zone.

HSBC – Swimming event between Malta to Gozo and Malta
 
The Ports and Yachting Directorate, Transport Malta notifies that HSBC will be organising a Triathlon event in aid of the Community Chest Fund on Sunday 25th May 2014 between Malta to Gozo then Gozo to Malta and again Malta to Gozo.
 
Participants will depart from Ċirkewwa, Malta to Ħondoq Ir-Rummien, Gozo at approximately 7.00 a.m. They are to swim towards the tuna farm south of Comino then pass through Blue Lagoon in Comino and then towards Ħondoq ir-Rummien, as per chart shown on the Authority’s website: (http://www.transport.gov.mt/). They will swim again vice versa and repeat again the same course back. The swimming event is expected to take around six (6) hours, weather permitting.
 
Support vessels will accompany the participating swimmers.
 
Mariners are advised to keep a sharp lookout and navigate at slow speed and keep well clear of the area during the stipulated time giving the swimmers a wide berth. They are to obey any instructions issued by Valletta Port Control (Valletta VTS)

Fireworks Displays at Pietà Creek in Marsamxett Harbour
               
The Ports and Yachting Directorate, Transport Malta notifies that fireworks displays and a hanging waterfall display, placed across the creek, will be let off from the following areas:
 
1) Ro Ro of Gozo Ferry at Hay Wharf
2) From Floating Rafts near the Boathouse
 
The above sites are indicated on the chart on Transport Malta’s website (www.transport.gov.mt).
 
These firework displays will take place on Sunday 1st June 2014 between 7.00 p.m. and 11.30 p.m.
 
During this day the use of the slipway next to the Boathouse will be restricted.
                               
All masters of vessels berthed at Pietà Creek are warned to remove their vessels from the above sites, keep well clear and maintain a safe distance of not less than 100 metres, during the above-mentioned displays.  Mariners are to note the above and navigate with caution and slow speed.

Oil Rig Drilling Position
 
The Ports and Yachting Directorate notifies mariners that the semi-submersible drilling rig Noble Paul Romano will undertake drilling operations offshore Malta at a location approximately 70 nautical miles due South of Malta.
 
The drilling rig will be located at:

The drilling rig will arrive on location on 17th May, 2014 and operations are expected to last 60 days.

Entry is prohibited within the safety zone for unauthorized vessels and mariners are instructed to navigate with caution when in the vicinity of the rig.

AFM Maritime Training with Dutch Navy Vessel HNLMS Zeven Provicien (ZPRV)
 
Mariners are informed that the Armed Forces of Malta (AFM), Maritime Squadron will be carrying out maritime training within Maltese Territorial Waters with the Dutch Naval Vessel HNLMS Zeven Provincien (ZPRV). These exercises will also involve a helicopter which will be hovering over the training area.
 
The exercise will be held within a circular area of 3 Nautical Mile Radius, centered on:

AFM  Rescue Training Exercises
 
The Ports and Yachting Directorate, Transport Malta, notifies mariners that the Armed Forces of Malta will conduct rescue exercises by helicopter which includes winching as well as including small vessels. Weather permitting the rescue exercise will take place on two occasions:
 
 
1) Sunday, 4th May 2014 between 1.30 p.m. and 3.00 p.m. in the sea area in front of Pembroke Ranges.
 
2) Saturday, 10th May 2014
a) between 9.00 a.m. and 11.00 a.m. and
b) between 4.00 pm. and 6.00 p.m.
 
The latter exercises will take place at sea near Hay Wharf  and in front of Tignè Point.
 
In view of the above mariners and operators of vessels are advised to keep a sharp lookout, proceed at very slow speed and give the above areas a wide berth of at least 200 metres.
 
Instructions given by Valletta Port Control (Valletta VTS) on VHF Channel 12 are to be complied with.

Sailing Regatta at Marsaxlokk Bay,
26th and 27th April, 2014
 
The Ports and Yachting Directorate, Transport Malta notifies mariners that the Birżebbuġa Sailing Club shall be holding the Malta National Sailing Championship for dinghies on Saturday, 26th April, 2014 and Sunday, 27th April, 2014.
 
Races shall be held between 10.00 a.m. and 5.00 p.m. (local time) on both days.
 
Class races shall be held over two (2) adjacent upwind /downwind courses, centered in the selected sailing area depending on the weather conditions at the time. The diagram showing areas A, B, C, D and E can be found in the Malta Transport website (www.transport.gov.mt).
 
The courses shall be defined by inflatable marks of about 1.5 meters high around which the competitors shall have to sail.
 
Masters of all vessels not directly involved in this Sailing Regatta are asked to keep clear of the racing area, especially at each of the turning marks and observe any instructions that may be given by the Race Organisers safety craft and by Marsaxlokk Port Control (VTS).

Rock dumping on Interconnector Cable between Malta and Sicily
 
The Ports and Yachting Directorate, Transport Malta notifies mariners that the Fall Pipe Vessel “Simon Stevin” will be covering, the interconnector cable laid between Malta and Sicily, by rock.
 
Weather permitting, this operation is scheduled to start on the Saturday, 26th April, 2014 and expected to be completed by Thursday, 15th May, 2014. This operation is expected to break briefly for the vessel to reload the rock material at Augusta between Friday, 2nd May, 2014 and Saturday, 3rd May, 2014.

Fireworks Display from a Barge Moored 300m off Perch Beach, Buġibba, St. Pauls Bay
               
The Ports and Yachting Directorate, Transport Malta notifies that a fireworks display will be let off from two barges moored 300 meters away from nearest shore off Perch Beach, Bugibba, St. Paul’s Bay.  The barges will be moored in the below position on Saturday, 26th April, 2014 at about 10.00 a.m. and removed after the end of the displays at 11.30 p.m.

Malta International Fireworks Festival 2014
Fireworks Display in Grand Harbour
               
The Ports and Yachting Directorate, Transport Malta, notifies mariners that a fireworks display will be held in Grand Harbour on Wednesday, 30th April 2014.
 
Fireworks will be let off from a barge and pontoons placed off St Angelo Point. The Barge will be placed in position, on Wednesday, 30th April 2014, morning, until Thursday, 1st May 2014, morning. The pontoons will be placed on Wednesday afternoon after 4.00 p.m. and removed immediately after the displays. Another barge will be placed closer to shore which will contain the lighting equipment. A copy of part BA Chart 177 showing arrangement of barges and pontoons can be found on the chart on Transport Malta’s website (www.transport.gov.mt)
 
Schedule of the fireworks is as follows:
 
Wednesday 30th April 2014 from 11.30 p.m. till 12.30 a.m. local Time (2130 hours and 2230 hours UTC)
 
In view of the above, mariners are informed that part of Grand Harbour (as shown on chart) will be closed to all vessels as follows:
 
Wednesday, 30th April, 2014, from 4.00 p.m. till 1.00 a.m. of the 1st May 2014.
 
Imaginary lines bind the restricted area between the points A - B, B - C, D - E, E - F and G - H as shown on the chart. The barge and pontoons are to be given a wide berth at all times.
 
During the event shipping movements in Grand Harbour will be restricted. No vessel will be allowed within the restricted area, except by arrangement through the Organising Committee. Authorised craft are to give the display barges a wide berth of at least 200m at all times. No movements whatsoever will be allowed during the actual displays.
 
Mariners are to comply with instructions and directions issued by Valletta Port Control (Valletta VTS) on VHF Channel 12, Police, patrol boats and Transport Malta Enforcement that will be in the area.

Construction of Slipway at Vittoriosa near Regatta Club
 
The Ports and Yachting Directorate, Transport Malta, notifies mariners that the construction of a slipway near the Vittoriosa Regatta Club, Vittoriosa, will start with immediate effect.
 
These works will be carried out in the area as shown on the chart on Transport Malta website (www.transport.gov.mt).
 
The works will be carried out from land with the assistance of divers.
 
In view of these works any vessels berthed within 20m from the indicated position are to be removed. Furthermore mariners and operators of vessels are advised to keep a sharp lookout, proceed at very slow speed and give the above area a wide berth of at least 50 metres.
 
Instructions given by Valletta Port Control (Valletta VTS) on VHF Channel 12 are to be complied with.

Seismic Survey Offshore Malta
 
The Ports and Yachting Directorate notifies mariners that a seismic survey will be carried out offshore Malta by the seismic vessel M/V Artemis Atlantic with the vessel M/V Fairline Surveyor in attendance.
 
Weather permitting the survey is scheduled to start on Wednesday, 26th March, 2014 for a period of approximately 20 days.

The Ports and Yachting Directorate, Transport Malta, notifies mariners that the Armed Forces of Malta will conduct a vessel boarding exercise on the Gozo Channel ferry MV Ta’ Pinu. Weather permitting the boarding exercise will take place on Thursday, 27th March, 2014, between 8.45 a.m. and and 11.00 a.m. while this vessel is underway to Marsamxett Harbour. The exercise area is planned to take place when this vessel is approximately one Nautical Mile away from Santa Marija Bay, Comino.
 
In view of the above mariners and operators of vessels are advised to keep a sharp lookout, proceed at very slow speed and give the above area a wide berth of at least 200 metres.
 
Instructions given by Valletta Port Control (Valletta VTS) on VHF Channel 12 are to be complied with.

The Ports and Yachting Directorate, Transport Malta notifies mariners that the Malta Model Boat Association (MMBA) will be organizing remote control sailing races in Mellieħa Bay. The sailing races which will include 1 meter long sailing boats will be held off the Mellieħa Bay Hotel between Thursday, 27th March, 2014 and Tuesday, 1st April 2014.
 
These races shall be held between 9.00 a.m. and 5.00 p.m. (local time) on all days.
 
The races will take place in the selected sailing area shown on the chart found on Transport Malta’s website (http://www.transport.gov.mt/).
 
Masters of all vessels not directly involved in this Sailing Regatta are requested to keep clear of the racing area and observe any instructions that may be given by the event organisers’ safety vessels and by Valletta Port Control (VTS).

Masters of all vessels are notified that on the 31st March, 2014 between 8.00 a.m. and about 6.00 p.m., incoming vessels will not be allowed to proceed to any berth South West of a line joining Lascaris and Fort St Angelo Flagstaff.  Small craft in “The Marsa” will not be allowed to proceed beyond the starting line indicated in (2d) above after 8.00 a.m. No vessel will be allowed near the finishing line except those involved in the races. No movements of vessels will be allowed inside Grand Harbour, except by special permission.
Masters of all vessels are also warned that the wire ropes and floats may cause a physical obstruction and consequently they are to navigate with extreme caution. Caution is also to be exercised when in the vicinity of such wire ropes and floats when these are being laid or removed. Mariners are instructed to comply with any instructions issued by the Police and Armed Forces of Malta patrolling the area and by Valletta VTS (Valletta Port Control).

Turtles, Dolphins/Whales and Jellyfish  Study by the University of Malta
 
The Ports and Yachting Directorate, Transport Malta notifies that the Department of Biology of the University of Malta is conducting research studies on marine biodiversity within the Central Mediterranean Region around the Maltese Islands (from coastal to offshore) in respect of:
 
1) Turtle, dolphin and whale sightings.
2) Jellyfish blooms sightings.
 
Mariners are requested to cooperate and support the research by reporting sightings as follows:
 
1) Turtle, dolphins and whales, Dr Adriana Vella, email (adriana.vella@um.edu.mt) , or sms (+356 9942 9592).
 
2) Jellyfish blooms may also be forwarded to the email: (JellyWatchMalta@gmail.com).
 
The information for each sighting should include:
 
a) date and time of observation;
b) number of turtles, dolphins/whales/jellyfish;
c) location (GPS coordinates if offshore);
d) photos when possible;
 
Photos of sightings are appreciated when these are possible and in particular should be taken in the case of strange looking jellyfish. CIESM colourful posters identifying jellyfish types may be requested by emailing to (JellyWatchMalta@gmail.com).
 
The participation of mariners in such an initiative is necessary to ensure regular monitoring of Maltese waters to devise an early warning system for bathers and assist in Mediterranean wide marine conservation research.
