Re - Malta International Fireworks Festival 2015
Fireworks Display in Grand Harbour
 
The Ports and Yachting Directorate, Transport Malta, notifies mariners that further to Notice to Mariners No. 17 of 2015 regarding fireworks display in Grand Harbour, the fireworks barges will be loaded at the quay in “Id-Daħla tar-Rinella” and moved to position on the 30th April 2015. Following the fireworks display these barges will berth again at the mentioned quay. In view of the above and in the interest of safety and for the safety of navigation of these barges out of and into “Id-Daħla tar-Rinella”, no vessel is to be anchored in “Id-Daħla tar-Rinella” between the imaginary line F - G and the intermediate coastline on this day.
 
Mariners are to comply with instructions and directions issued by Valletta Port Control (Valletta VTS) on VHF Channel 12, Police, patrol boats and Transport Malta Enforcement that will be in the area.

Sailing Regatta at Marsaxlokk Bay,
11th and 12th April 2015
 
The Ports and Yachting Directorate, Transport Malta notifies mariners that the Birzebbugia Sailing Club shall be holding the Malta National Sailing Championship for dinghies on Saturday, 11th April 2015 and Sunday, 12th April 2015.
 
Races shall be held between 10.00 a.m. and 5.00 p.m. (local time) on both days.
 
Class races shall be held over two (2) adjacent upwind/downwind courses, centered in the selected sailing area depending on the weather conditions at the time.  The diagram showing areas A, B, C, D and E can be found in the Transport Malta’s website (www.transport.gov.mt).
 
The courses shall be defined by inflatable marks of about 1.5 meters high around which the competitors shall have to sail.
 
Masters of all craft not directly involved in this Sailing Regatta are asked to keep clear of the racing area, especially at each of the turning marks and observe any instructions that may be given by the Race Organisers safety craft and by Marsaxlokk Port Control (VTS).

Malta International Fireworks Festival 2015
Fireworks Display in Buġibba, St Paul’s Bay
 
The Ports and Yachting Directorate, Transport Malta, notifies mariners that a fireworks display will be held in Bugibba, St Paul’s Bay on Saturday, 2nd May, 2015.
Fireworks will be let off from pontoons placed inside the area A, B, C and D as shown on the chart on Transport Malta’s website (www.transport.gov.mt).
 
The pontoons will be placed in position at about 2.00 p.m. and removed as soon as the display finishes.
 
The time of the display is from 11.00 p.m. to 11.30 p.m. (Local time).
 
All vessels and bathers are warned to keep well clear and maintain a safe distance of not less than 200 metres from the pontoons during the above mentioned display. Mariners are to note the above and navigate with caution and slow speed.

Malta International Fireworks Festival 2015
Fireworks Display in Grand Harbour
 
 The Ports and Yachting Directorate, Transport Malta, notifies mariners that a fireworks display will be held in Grand Harbour on Thursday, 30th April, 2015.
 
Fireworks will be let off from barges and pontoons placed off St Angelo Point. The barges will be placed in position, on Thursday, 30th April, 2015, morning, and will be removed when the display finishes. Two (2) sinkers with marker buoys will be placed in positions Y and Z on Thursday, 30th April, 2015 between noon and 2.00 p.m. while the pontoons will then be placed on Thursday, 30th April, 2015, after 4.15 p.m. and removed immediately after the displays. A copy of part BA Chart 177 showing arrangement of barges and pontoons can be found on Trasport Malta’s website (www.transport.gov.mt).
 
Schedule of the fireworks is as follows:
 
Thursday 30th April, 2015, from 9.00 p.m. till 11.30 p.m. local time (7.00 p.m. and 9.30 p.m. UTC)
 
In view of the above, mariners are informed that part of Grand Harbour (as shown on chart) will be closed to all vessels as follows:
 
Thursday, 30th April, 2015, from 4.15 p.m. till 11.55 p.m.
 
Imaginary lines bind the restricted area between the points A - B, B - C, D - E, F - G and H - I as shown on the chart. The barges and pontoons are to be given a wide berth at all times.
 
During the event, shipping movements in Grand Harbour will be restricted. No vessel will be allowed within the restricted area, except by arrangement through the Organising Committee. Authorised craft are to give the display barges a wide berth of at least 200m at all times. No movements whatsoever will be allowed during the actual displays.
 
Mariners are to comply with instructions and directions issued by Valletta Port Control (Valletta VTS) on VHF Channel 12, Police, patrol boats and Transport Malta Enforcement that will be in the area.

The Ports and Yachting Directorate, Transport Malta notifies all mariners, owners of vessels and bathers, that filming activities will take place at “il-Bajja ta’ Marsaxlokk,” in Areas 1, 3 and 4 as shown on charts A and Area 2 as shown on Chart B which can be found on Transport Malta’s website (www.transport.gov.mt), between Tuesday, 14th April, 2015 and Thursday, 16th April, 2015 both days included.
 
In view of the above Mariners, owners of vessels and bathers are instructed to cooperate with any instructions given by the film crew and to comply with instructions issued by Marsaxlokk Port Control (Marsaxlokk VTS) and police.

The Ports and Yachting Directorate, Transport Malta notifies that the 31st March Regatta will be held in Grand Harbour. Sinkers and marker buoys will be laid as follows:

3b. The sinkers and marker buoys mentioned in 1 above will then be removed on Wednesday, 1st April, 2015.
 
Masters of all vessels are notified that on Tuesday 31st March, 2015 between 8.00 a.m. and about 6.00 p.m., incoming vessels will not be allowed to proceed to any berth South West of a line joining Lascaris and Fort St Angelo Flagstaff.  Small craft in “The Marsa” will not be allowed to proceed beyond the starting line indicated in (2d) above after 8.00 a.m. No vessel will be allowed near the finishing line except those involved in the races. No movements of vessels will be allowed inside Grand Harbour, except by special permission. All vessels are to keep a minimum distance of 5 metres away from the lines and floats mentioned in 2a, 2b and Ras Ħanżir.
 
Masters of all vessels are also warned that the wire ropes and floats may cause a physical obstruction and consequently they are to navigate with extreme caution.  Caution is also to be exercised when in the vicinity of such wire ropes and floats when these are being laid or removed. Mariners are instructed to comply with any instructions issued by Transport Malta, the Police and Armed Forces of Malta patrolling the area and by Valletta VTS (Valletta Port Control).

Dragon Boat Malta - Canoe Race at Marsamxett Harbour
 
Dragon Boat Malta will be holding a Dragon boat race in Sliema Creek, Marsamxett Harbour, on Tuesday, 31st March, 2015, between noon and 6.00 p.m.
 
The start and finish will be at the Strand, Sliema, opposite to the Sliema Hotel. The races will mainly follow the route as per chartlet found on Transport Maltas website (www.transport.gov.mt) (from point A to point B).
 
Mariners navigating in Sliema Creek are to take note of the above and keep a sharp lookout for the canoeists to give a wide berth and navigate at very slow speed.
 
Should weather conditions be unfavourable, the races will be held closer to the coast.

Buoys will be laid in the following positions 1, 2, 3, 4, 5, 6 and X for the race as indicated on chart A which can be found on Transport Malta’s website (www.transport.gov.mt):

RC44 Valletta Cup 2015 

The Ports and Yachting Directorate, Transport Malta, notifies that the RC44 Valletta Cup 2015 yacht races will be held in Valletta Grand Harbour and off Marsamxett Harbour between Tuesday, 24th March, 2015, and Sunday, 29th March, 2015.  A coastal race may also be held on Friday, 27th March, 2015 or Saturday, 28th March, 2015.

 The race programme is as follows: 

a. Tuesday, 24th March, 2015 

Practice sailing and races will take place between 1.00 p.m. and 4.00 p.m. local time. 

The start is from Marsamxett Harbour, and depending on the weather conditions, will proceed to a line formed outside Tigné Point with a first leg to windward of about 1.9 nautical miles long. 

b. Wednesday, 25th March, 2015 

The races will take place in Grand Harbour, Valletta. They will start at approximately 9.30 a.m. and will continue until 5.00 p.m. 

Mariners are advised that on this day the Grand Harbour will be closed to all traffic between 9.00 a.m. and 5.00 p.m. or such time as may be communicated by Valletta Port Control (Valletta VTS). No vessels (except those directly involved with the races) will be allowed to navigate in or out of Grand Harbour without any prior permission from the organisers or the Ports and Yachting Directorate, Transport Malta. 

Established delimitation limits in Grand Harbour will be as per chart that can be found on Transport Maltas website (www.transport.gov.mt​).

Spectator vessels are to stay behind the imaginary lines BC in French Creek, DE in Dockyard Creek, FG in Kalkara Creek and HI in Rinella Bay. The RC44 participating yachts may be navigating further out than the imaginary lines AB and JK. 

c. Thursday, 26th March, 2015 to Sunday, 29th March, 2015 

Fleet racing days with around 3 to 4 races per day. The races will start at 11.00 a.m. The racing area will be delineated on each day subject to the prevailing weather. The preferred route will be from Tigné Point to an area beyond St Georges Bay, St Julians. Each race is estimated to last about 1 hour. 

Mariners are to navigate with caution and to keep a sharp lookout when in the vicinity to the above-mentioned courses and positions. When sighted, the participants are to be given a wide berth. They are to obey any instructions that are issued by Valletta Port Control (Valletta VTS), AFM Patrol Vessels and Transport Malta, Enforcement Vessels in the area.

The Ports and Yachting Directorate, Transport Malta notifies all mariners that a 15 minute fireworks display will be let off from a barge moored 200 metres away from nearest shore off Dolmen Hotel, Buġibba, St Pauls Bay, on Monday, 9th March, 2015, at 8.15 p.m.

 The Ports and Yachting Directorate, Transport Malta notifies mariners that the Malta Model Boat Association (MMBA) will be organizing remote control sailing races in Mellieħa Bay. The sailing races which will include 1meter long sailing boats will be held off the Mellieħa Bay Hotel between Wednesday, 18th March 2015 and Monday, 23rd March 2015.
 
 
 
These races shall be held between 9.00 a.m. and 6.00 p.m. (local time) on all days.
 
 
 
The races will take place in the selected sailing area shown on the chart which can be found on Transport Malta’s website (http://www.transport.gov.mt/) as A, B, C and D.

Local Notice to Mariners No. 06 of 2015

Drilling Works for Geotechnical Investigations at Sliema Creek, Marsamxett Harbour
 
The Ports and Yachting Directorate, Transport Malta, notifies mariners that further to Notice to Mariners No. 3 and 4 of 2015 regarding drilling works for geotechnical investigations to be carried out in Sliema Creek, off Manoel Island bridge in Marsamxett Harbour along an imaginary line AB, the drilling works will now be completed by the end of February 2015 and not by Saturday 14th February 2015.
 

They will be carried out from a flat barge which will be accompanied by a small tug boat. The barge may deploy anchors to hold it in position and may remain in the area during the night. The barge will display the signals in accordance with the International Collisions Regulations.

Further more mariners and operators of vessels are advised to keep a sharp lookout and proceed at very slow speed.

Instructions given by Valletta Port Control (VTS) on VHF Channel 12 are to be complied with.

Turtles, Dolphins/Whales and Jellyfish study
by the University of Malta

The Ports and Yachting Directorate, Transport Malta notifies that the Department of Biology of the University of Malta is conducting research studies on marine biodiversity within the Central Mediterranean Region around the Maltese Islands (from coastal to offshore) in respect of:

1) Turtle, Dolphin and Whale sightings.
2) Jellyfish Blooms sightings.

 Mariners are requested to cooperate and support the research by reporting sightings as follows:

1) Turtle, Dolphins and Whales Dr. Adriana Vella email (adriana.vella@um.edu.mt), or sms (+356 9942 9592)

2) Jellyfish Blooms may also be forwarded to the email: (JellyWatchMalta@gmail.com).

The information for each sighting should include:

a) date and time of observation;
b) number of turtles, dolphins/whales/jellyfish;
c) location (GPS coordinates if offshore);
d) photos when possible;

Photos of sightings are appreciated when these are possible and in particular should be taken in the case of strange looking jellyfish. CIESM colourful posters identifying jellyfish types may be requested by emailing to (JellyWatchMalta@gmail.com).

The participation of mariners in such an initiative is necessary to ensure regular monitoring of Maltese waters to devise an early warning system for bathers and assist in Mediterranean wide marine conservation research.

Armed Forces of Malta - Live Firing Exercise at Sea
 
Mariners are informed that the Armed Forces of Malta (AFM), Maritime Squadron will be carrying out a live firing exercise at sea.
 
The exercise will be held within a circular area of 8 nautical mile radius, centred on:

The exercise will be held between Monday 16th February 2015 and Friday 20th February 2015 from 0700 hours UTC to 1500 hours UTC.
 
In view of the above, mariners are advised to give the exercise area a wide berth and comply with any instructions given by AFM patrol craft:

Local Notice to Mariners No. 2 of 2015
 
Speed Restricted in Close Proximity to Small Craft, Mooring Areas and Marinas
 
The Ports and Yachting Directorate, Transport Malta, reminds mariners, boaters and operators of commercial vessels That Notice to Mariners No 107 of 2011 does not have an expiry date and hence the importance of proceeding at a safe speed at all times subject to the prevailing circumstances and conditions and with extra caution and slow speed when operating and maneuvering in close proximity to small craft, mooring areas and Marinas still apply. Mariners are also reminded on the importance of keeping a proper lookout at all times.
 
The following still apply:
 
1) In terms of the Yachting Centres Regulations (SL499.10) the speed limit in the approaches to and fairways near yachting centres, Marinas and mooring areas shall be a maximum of 3 knots;
2) Further to the Ports Regulations (SL499.01) and the Small Ships Regulations (SL 499.52) it is determined that within the other areas of the ports of Valletta, Marsamxett and Mgarr (Gozo) mariners are to proceed at a maximum speed of 5 knots and keeping wash as a minimum.  In other ports and harbours, within 300m from the foreshore of a sandy beach and within 200m from other part of the foreshore are to proceed at a speed which is not in excess of 10 knots; and
 
3) When Speed Marker Buoys (IALA Special Mark) are sighted, speed as indicated on buoy is not to be exceeded.
 
Operators of Commercial Vessels are further requested to contact and inform the Valletta VTS on VHF Channel 12 prior to proceeding on Harbour Cruises within the Ports and also inform the respective Marina Operator on VHF Channel 13 when navigating within creeks and marina fairways.
 
Notice to Mariners No. 107 of 2011 will remain applicable until revoked by another Notice to Mariners.

Notice to Mariners No. 2 of 2015 

Firing Practice at Pembroke Ranges 

The Ports and Yachting Directorate, Transport Malta notifies that the Armed Forces of Malta will carry out Live Firing Practice all through the year, (except Sundays) at the Pembroke Ranges, between 7.00 a.m. and 6.00 p.m. local time.

The exercise area is delineated by sector ABC. 

From Position A

During the live firing practice, red flags (approximate size 2.5m x 2m) will be flown from the shore limits.  Mariners are warned to keep as a minimum 4 Nautical miles off the coast when the flags are sighted. 

Moreover, they must obey instructions Valletta Port Control (VTS)

Local Notice to Mariners No. 1 of 2015 

Removal of Vessels and Moorings Situated at Wied Buni, Birżebbuġa 

The Ports and Yachting Directorate, Transport Malta, notifies mariners and owners of vessels, that Transport Malta will be establishing an organised mooring area at Wied Buni, Birżebbuġa as indicated by the hatched area on the chart that can be found on Transport Malta website (www.transport.gov.mt​). 

Hence owners of vessels that are moored or have a mooring within the area bounded by the imaginary line A, B and the intermediate coastline are to remove these vessels, moorings and associated ground tackle by the 31st January 2015. Any vessels, moorings and associated ground tackle that are left in this area after the stipulated date will be removed. No liability whatsoever will be accepted by the authority for any damage that may be caused while removing the said vessels, moorings and associated ground tackle. 

Furthermore, mariners are reminded that it is prohibited to lay any moorings and ground tackle without the prior permission of the Authority and that approaches to marine terminals manoeuvring areas and fairways are to be kept clear at all times.  

Failure to comply with the above directions may be subject to legal proceedings.
