Live Gunnery Firing Practice from Pembroke Ranges
27th October, 2014
 
The Ports and Yachting Directorate, Transport Malta notifies that the Armed Forces of Malta shall conduct a live gunnery firing exercise from the Pembroke Ranges on Monday, 27th October, 2014. The firing exercise will take place between 7.00 a.m. to 5.00 p.m. local time, (0600 hours to 1600 hours UTC).
 
The exercises will take place within the area enclosed by the following positions:

Further Firing Practice at Pembroke Ranges
 
The Ports and Yachting Directorate, Transport Malta notifies that further to Notice to Mariners No. 3 of 2013 and between the 18th November 2014 and 28th November 2014, the Armed Forces of Malta will extend the Live Firing Practice at the Pembroke Ranges to 5.30 p.m. local time. This does not include the weekends.
 
Notice to Mariners No. 3 of 2013 will continue to be in force after the 28th November 2014.
 
The exercise area is delineated by sector ABC.

Swimming Event at St Julians Bay, St Julians
 
The Ports and Yachting Directorate, Transport Malta notifies that a swimming event will take place between Kavallieri Hotel, St. Julians (point A) and St Julians Point (point B) and as shown on the chart found on the website of Transport Malta (www.transport.gov.mt​)
 
This event will take place on Sunday 9th November 2014 between 3.00 p.m. and 6.00 p.m. Local Time.
 
Life guards from St John Rescue Corps will be attending to the swimmers.
 
Mariners are advised to keep a sharp lookout and navigate at slow speed and keep well clear of the area during the stipulated time giving swimmers a wide berth. They are to obey any instructions issued by Valletta Port Control (Valletta VTS) and support vessels in the area.

Local Notice to Mariners No. 74 of 2014
 
Malta Canoe Federation - Canoe Race at Marsamxett Harbour
 
The annual canoe/kayak race will be held on Saturday 18th October 2014 and Sunday, 19th October 2014 at Marsamxett Harbour between 6.30 a.m. and 5.00 p.m. both days inclusive.
 
Trails for the Dragon boats will be held on Saturday 18th October 2014 while the actual races will be held on Sunday 19th October 2014
 
The start and finish will be at the Strand Tas-Sliema, opposite to the Sliema Hotel. The races will proceed in clockwise laps around Manoel Island and will mainly follow the route as per chartlet on Transport Malta’s website (www.transport.gov.mt). 
Mariners navigating in Sliema Creek are to take note of the above and keep a sharp lookout for the canoeists, to give a wide berth and navigate at very slow speed.
 
Should weather conditions be unfavourable, the races will be held along the Strand coast.

St. Thomas Bay Powerboat Races
 
The Ports and Yachting Directorate, Transport Malta notifies mariners that power boat races will be held off St. Thomas Bay on Saturday, 25th October 2014 and Sunday 26th October 2014, weather permitting. 
 
Buoys will be laid in the following positions A, B, C, D, E, F and G as indicated on chart on Transport Malta’s website (www.transport.gov.mt):

Marine Trials South of Malta
 
The Ports and Yachting Directorate, Transport Malta notifies Mariners that marine trials will be carried out about 5 NM south of Malta and in the area A, B, C, and D as shown on the chart. on Transport Malta’s website:

Mariners are to note the above and give the vessel a wide berth of 500m when sighted. Any instructions issued by Valletta Port Control (Valletta VTS) are to be adhered to.

Rolex Middle Sea Race 2014

The Ports and Yachting Directorate, Transport Malta, notifies that the Royal Malta Yacht Club will be holding the Rolex Middle Sea Race on Saturday, 18th October 2014.  In addition a coastal race will also be held on Wednesday 15th October 2014.

The race programme is as follows:

a) Wednesday, 15th October, 2014

The Malta Rolex Coastal Race starts at 10.00 a.m. 

The start is from Marsamxett Harbour, and depending on the weather conditions, will proceed either to Comino and/or Gozo or to Munxar and/or Filfla and finish at Marsamxett Harbour.

Mariners are requested to keep the Marsamxett fairway clear during the start of the Coastal race and to keep a sharp lookout during the remaining hours of Wednesday, 15th October 2014.

b) Saturday, 18th October 2014

The Rolex Middle Sea Race starts at approximately 11.00 a.m.

The start is from Grand Harbour, at an imaginary line from Saint Angelo Point to the Valletta Saluting Battery mast.
The yachts shall then proceed in a Northerly direction along the coast where a yellow inflatable buoy positioned outside the Saint Elmo Breakwater. The buoy shall be left to port.

The yachts shall then proceed in the direction of St George’s shoals towards a second yellow inflatable buoy. The buoy shall be left to starboard.

The yachts shall than proceed in a North Easterly direction towards Sicily.

Mariners are advised that on Saturday 18th October, 2014 between 9.00 a.m. and 1.00 p.m. or such time as may be communicated by Valletta Port Control (Valletta VTS) if earlier, the Grand Harbour shall be closed for all traffic not directly related to the race. Between these times all other vessels shall be required to remain within designated areas in the inner harbour up to Ras Ħanżir, in Dockyard Creek and Kalkara Creek.

Mariners are to navigate with caution and to keep a sharp lookout when in the vicinity to the above-mentioned courses and positions and when sighted give the participants a wide berth. They are to obey any instructions that are issued by Valletta Port Control (Valletta VTS), AFM Patrol Boats,  Transport Malta and Enforcement Vessels that are in the area.

Positions are in WGS 84 Datum.

Further Drilling Works for Geotechnical Investigations off Delimara Power Station, Marsaxlokk

The Ports and Yachting Directorate, Transport Malta, notifies mariners that further to Notice to Mariners No. 62, due to inclement weather the drilling works for geotechnical investigations off the Delimara Power Station in Marsaxlokk Harbour will be extended to the end of October 2014.

Mariners are to note the above and keep a sharp lookout, proceed at very slow speed and give the area mentioned in Notice to Mariners No 62 a wide berth of at least 300 meters.

 Instructions given by Marsaxlokk Port Control (VTS) on VHF Channel 14 are to be complied with.

Malta Independence 50th Anniversary Celebrations in Grand Harbour
 
The Ports and Yachting Directorate, Transport Malta, notifies mariners and Port users that various activities will be held in Grand Harbour between the 18th and 21st September, 2014 in connection with the Malta Independence 50th Anniversary celebrations.
 
(a) On the 18th and 19th September, 2014 jet skis will be making sea trials along the coast from Marsa, Valletta Waterfront, Lascaris, Barriera Wharf and to St Elmo Breakwater and vice versa between 5.00 p.m. and 7.00 p.m.
 
(b) From the 18th September, 2014 and up to 22nd September, 2014 several moorings will be laid in the area between imaginary line from Lascaris Wharf to Imgerbeb Green lateral buoy and the intermediate coastline, hence mariners are to give a wide berth to this area.
 
(c) On the 20th September, 2014 there will be fireworks displays from barges placed at Bighi and St Angelo, and entry and departures from the Port will be restricted from 4.00 p.m. to midnight. No movements will be allowed between an imaginary line from St Angelo Point to Lascaris Wharf, and imaginary line from Rinella Tank Cleaning Farm to Imgerbeb Point.
 
(d) On the 21st September, 2014 the Port will be closed due to another activity between 1.30 p.m. and 3.30 p.m.
 
Further information may be transmitted through Valletta Port Control on VHF Channel 12.
 
Mariners are to note the restrictions of above, and are to comply with instructions and directions issued by Valletta Port Control (Valletta VTS) on VHF Channel 12, Police, AFM Patrol Boats and Transport Malta Enforcement that will be in the area.

The Ports and Yachting Directorate, Transport Malta, notifies mariners that diving and research operations will be carried out in various locations in Marsaxlokk harbour between Wednesday 17th September, 2014 and Friday, 26th September, 2014

Fireworks Displays in St Julians Bay

The Ports and Yachting Directorate, Transport Malta notifies that fireworks displays in connection with the feast of St Gregory will be let off from:
1) the jetty at point B as shown on the chart  found on Transport Malta’s website (www.transport.gov.mt) on the following dates and times:  

Saturday, 6th September 2014, from 10.00 p.m. to 11.00 p.m.

 Sunday, 7th September 2014, from 9.30 p.m. till 9.45  p.m. 

All vessels and bathers are warned to keep clear and maintain a minimum distance of not less than 100 meters from the Jetty during the above-mentioned displays.

Further filming at “Il-Bajja ta’ Mġarr ix-Xini,” Gozo

The Ports and Yachting Directorate, Transport Malta notifies all mariners, owners of vessels and bathers, that further to Notices to Mariners Nos. 41 and 60 of 2014 regarding filming at “Il-Bajja ta’ Mġarr ix-Xini”, with immediate effect and until the 15th November 2014,  the no go limits have been extended to sector of 800 metres radius centred on:

In view of the above Mariners, owners of vessels and bathers are instructed not to enter the above bay without prior permission from the Ports and Yachting Directorate or under instructions of the filming organisers.

Mariners are to comply with instructions issued by Valletta Port Control (Valletta VTS), AFM Patrol vessels, Police and Transport Malta Enforcement Officers who will be patrolling the area.

8th September Regatta in Valletta Grand Harbour

 

The Ports and Yachting Directorate, Transport Malta, notifies that the 8 September 2014 Regatta will be held in Grand Harbour. Sinkers and marker buoys will be laid as follows:

 

1. On Friday, 5th September 2014, 3 sinkers with marker buoys will be laid in the following positions:

2. On Monday 8th September 2014 as from 8.00 a.m., wire ropes with floats will be laid in the following positions:

 

a. from buoy (i) off St Angelo Point to buoy (ii) near Senglea Point.

 

b.  from buoy (ii) near Senglea Point to point (iii) Senglea Point opposite the entrance to French Creek;

 

c. from buoy (i) to a point ashore beneath Lascaris Bastion, position:-

d. from approximately the South West corner at Ras Ħanżir II (bollard 12) to bollard 22 at Deep Water Quay.

 

3. The wire ropes and floats will be removed on the completion of the Regatta at approximately 7.30 p.m. on Monday 8th September 2014.

 

4. The sinkers and marker buoys mentioned in 1 above will then be removed on Tuesday 9th September 2014.

 

Masters of all vessels are notified that on Monday 8th September 2014 between 9.00 a.m. and about 7.30 p.m., incoming vessels will not be allowed to proceed to any berth South West of a line joining Lascaris and Fort St Angelo Flagstaff.  Small craft in “The Marsa” will not be allowed to proceed beyond the starting line indicated in (2d) above after 9.00 a.m.. No vessel will be allowed near the finishing line except those involved in the races. No movements of vessels will be allowed inside Grand Harbour, except by special permission.

 

Masters of all vessels are also warned that the wire ropes and floats may cause a physical obstruction and consequently they are to navigate with caution.  Caution is also to be exercised when in the vicinity of such wire ropes and floats when these are being laid or removed. Mariners are instructed to obey any instructions issued by the Police, Transport Malta Enforcement officers and Armed Forces of Malta patrolling the area and by Valletta VTS (Valletta Port Control).

Further filming at “Il-Bajja ta’ Mġarr ix-Xini,” Gozo

 

The Ports and Yachting Directorate, Transport Malta notifies all mariners, owners of vessels and bathers, that further to Notice to mariners No. 41 of 2014 regarding filming at “Il-Bajja ta’ Mġarr ix-Xini” the filming activities have been extended to 15th November 2014

 

Other filming activities will take place from a cruising yacht in area between “Mġarr ix-Xini” and “il-Bajja tad-Dwejra” between 9th September 2014 and 25th September 2014, weather permitting.

 

In view of the above Mariners, owners of vessels and bathers are instructed not to enter the above bay without prior permission from the Ports and Yachting Directorate or under instructions of the filming organisers and to give a wide berth of about 1 Nautical Mile to the above mentioned area between 9th September 2014 and 25th September 2014.

 

Mariners are to comply with instructions issued by VTS (Valletta Port Control) and police in the area.

HSBC – Swimming event between Gozo and Malta

 

The Ports and Yachting Directorate, Transport Malta notifies that HSBC will be organising a Triathlon event in aid of the Community Chest Fund on Sunday 7th September 2014  between Gozo and Malta. 

 

Participants will depart from Ħondoq Ir-Rummien, Gozo at approximately 8.30 a.m.. They are to swim towards the Blue Lagoon in Comino and then towards Cirkewwa passing between the tuna farm located on the south side of Comino and Comino as per chart found on Transport Malta’s website (www.transport.gov.mt). The swimming event is expected to take around four (4) hours, weather permitting.

 

Support vessels will accompany the participating swimmers.

Marine Surveys off Freeport Terminals in Il-Bajja ta’ Marsaxlokk.
 
The Ports and Yachting Directorate, Transport Malta notifies Mariners that a marine survey with a Remotely Operated Vehicle (ROV) will be conducted off the Malta Freeport Terminals in Il-Bajja ta’ Marsaxlokk. The surveys will start on approximately 1st September 2014 and weather permitting will be completed within two weeks.
 
The motor vessel PEGASUS will conduct the survey and will be restricted in manoeuvrability. 
 
Mariners are to note the above and give a wide berth of at least 200 m when vessel is sighted.   Any instructions issued by Marsaxlokk Port Control (Marsaxlokk VTS) are to be adhered to.

Malta-Gozo-Malta Open Sea Swimming Challenge Saturday, 30th August, 2014
 
The Ports and Yachting Directorate, Transport Malta notifies mariners that the Birkirkara St Joseph Sports Club will be organizing a Malta-Gozo-Malta Open Sea Swimming Challenge on Saturday, 30th August 2014.
 
This event will start from Marfa Bay off the Riviera Hotel, Malta  at 6.15 a.m. and will proceed across the East side of the Comino Channels towards il-Blata tal-Ħalfa (near Ras il-Qala) in Gozo and back towards Marfa Bay off the Riviera Hotel, Malta.  A time limit of five (5) hours and thirty (30) minutes has been set by the Organising Board.  Any swimmers remaining in the water after 11.45 a.m. will be asked to abandon the race.
 
All participating swimmers will be accompanied by a support vessel.  Ambulance Teams from the Health Services Group Ltd and the Red Cross Maritime Section will be in attendance.
 
Mariners are advised to keep a sharp lookout, keep clear of the area during the stipulated time and give the swimmers a wide berth.

The Ports and Yachting Directorate, Transport Malta, notifies mariners and users of sea craft that jetties, wharves and quays are to be used solely for the loading/unloading and the embarkation/disembarkation of passengers and otherwise to be kept clear.  
 
Slipways are to be used solely for the launching and recovery of vessels and are to be left unobstructed at all times.
 
Double banking of vessels unattended and unmanned alongside such landing places for any length of time is not permitted.
 
Any owner or operator of a vessel who requires to berth or secure/remain alongside for any other reason must obtain the necessary authorization or permit from the Authority and comply with the stipulated conditions.
 
Failure to comply with the above notice may result in administrative or legal action as applicable.
 
This notice is issued in terms of the Berthing Regulations SL (10:30) and without prejudice to other directives, legislation and permits issued by the Authority.

Three swimmers will depart from il-Ponta ta’ Sant’Iermu, Valletta at approximately 9.00 p.m. They will swim towards il-Ponta ta’ Sant’ Anġlu Vittoriosa, along the route as shown on the chart on Transport Malta’s website (www.transport.gov.mt). The swimming event is expected to take around two (2) hours, weather permitting. If weather does not permit this swimming activity will take place on one of the following two consecutive days.

Races shall be held between 10.30 a.m. and 5.00 p.m. (local time) on both days.
Class races shall be held over two (2) adjacent upwind/downwind courses, centered in the selected sailing area depending on the weather conditions at the time.  A diagram showing areas A, B, C, D and E is shown on Transport Malta’s website (www.transport.gov.mt).
 
The courses shall be defined by inflatable marks of about 1.5 meters high around which the competitors shall have to sail.
 
Masters of all craft not directly involved in this Sailing Regatta are asked to keep clear of the racing area, especially at each of the turning marks and observe any instructions that may be given by the Race Organisers safety craft and by Marsaxlokk Port Control (VTS).

Marine Surveys East of Qawra
 
The Ports and Yachting Directorate, Transport Malta notifies Mariners that with immediate effect a marine survey will be carried off Għallis Rocks in the north east direction commencing from 1.5NM up to 5.1NM off the Għallis coast. The survey will be carried out by MV Wilfred towing a Remote Automated Vehicle (ROV) with a length of up to 300 metres astern of the survey vessel. The survey is estimated to last till the first week of August 2014 (weather permitting).
 
 
MV Wilfred will be restricted in her ability to manoeuvre during operations. Mariners are to note the above and give the vessel a wide berth of at least 300m when navigating in the above area on the above dates. Any instructions issued by Valletta Port Control (Valletta VTS) are to be adhered to.

The Ports and Yachting Directorate, Transport Malta notifies mariners and owners of vessels that the road leading to the Tank Cleaning facility is in need of repair and the supporting arches on the seaward side have been declared as a dangerous structure.
 
In view of the above with immediate effect part of Bighi Bay at the inner south east shore, has been declared as a no swimming area and no entry for vessels, as shown on the chart on Transport Malta’s website (www.transport.gov.mt). This is delineated by a floating rope supported by black and white buoys connected to the shore at X and Y.
 
Masters of vessels are to note the above and give the enclosed area a wide berth when navigating in the vicinity.

The Ports and Yachting Directorate, Transport Malta notifies mariners and owners of vessels that due to the close proximity of vessels berthing at Freeport Terminal 1 West quay to the shore of Wied il-Bumi, Kalafrana, Birżebbuġa where the site is a popular swimming area, a floating rope supported by black and white buoys and marked also by two 1 metre spherical unlit yellow buoys has been set up to delineate a boundary that bathers cannot exceed.  The boundary is as shown on the chart on Transport Malta’s website (www.transport.gov.mt). This area is not a swimmers zone and has no restriction on small vessels except the physical obstruction of the floating rope and buoys.
 
Masters of vessels are to note the above and give the boundary line a wide berth when navigating in the vicinity.

Saturday, 5th July 2014: From 9.00 a.m. till 9.30 a.m., from noon till 12.30 p.m., and between 6.00 p.m. and 11.30 p.m.;
 
Sunday, 6th July, 2014: From 9.00 a.m. till 9.30 a.m. from noon till 12.30 p.m., and between 7.00 p.m. and 11.30 p.m.;
 
Where not indicated, the duration of the fireworks display will be of 10 minutes.
 
In view of the above, mariners are informed that navigation within 200 meters from the above position in Marsamxett Harbour will be prohibited during the time of fireworks. All craft moored within the indicated area (as shown on above mentioned chart) are to be removed on the above-mentioned dates and times of the fireworks displays.

HSBC – Swimming Event between Malta
to Gozo and back to Malta
 
The Ports and Yachting Directorate, Transport Malta notifies that HSBC will be organising a Triathlon event in aid of the Community Chest Fund on Sunday, 22nd June 2014 between Malta to Gozo then Gozo to Malta and again Malta to Gozo.
 
Participants will depart from Cirkewwa, Malta to Hondoq Ir-Rummien, Gozo at approximately 7.00 a.m. They are to swim towards the tuna farm south of Comino then pass through Blue Lagoon in Comino and then towards Hondoq ir-Rummien, as per chart shown on Malta Transport’s website: (http://www.transport.gov.mt/Page.aspx?pageid=499&lid=1). They will swim again vice versa and repeat again the same course back. The swimming event is expected to take around six (6) hours, weather permitting.
 
Support vessels will accompany the participating swimmers.
 
Mariners are advised to keep a sharp lookout and navigate at slow speed and keep well clear of the area during the stipulated time giving the swimmers a wide berth. They are to obey any instructions issued by Valletta Port Control (Valletta VTS).

The Ports and Yachting Directorate, Transport Malta notifies that fireworks displays and a hanging waterfall display, placed across the creek, will be let off from the following areas:
 
1) Ro Ro of Gozo Ferry at Hay Wharf
2) From Floating Rafts near the Boathouse
 
The above sites are indicated on the chart on Transport Malta’s website (www.transport.gov.mt).
 
These firework displays will take place on Sunday 1st June 2014 between 7.00 p.m. and 11.30 p.m.
 
During this day the use of the slipway next to the Boathouse will be restricted.
                               
All masters of vessels berthed at Pietà Creek are warned to remove their vessels from the above sites, keep well clear and maintain a safe distance of not less than 100 metres, during the above-mentioned displays.  Mariners are to note the above and navigate with caution and slow speed.

The works will be carried out from land with the assistance of divers.

1) Turtle, dolphin and whale sightings.
2) Jellyfish blooms sightings.
 
Mariners are requested to cooperate and support the research by reporting sightings as follows:
 
1) Turtle, dolphins and whales, Dr Adriana Vella, email (adriana.vella@um.edu.mt) , or sms (+356 9942 9592).
 
2) Jellyfish blooms may also be forwarded to the email: (JellyWatchMalta@gmail.com).
 
The information for each sighting should include:
 
a) date and time of observation;
b) number of turtles, dolphins/whales/jellyfish;
c) location (GPS coordinates if offshore);
d) photos when possible;
 
Photos of sightings are appreciated when these are possible and in particular should be taken in the case of strange looking jellyfish. CIESM colourful posters identifying jellyfish types may be requested by emailing to (JellyWatchMalta@gmail.com).
 
The participation of mariners in such an initiative is necessary to ensure regular monitoring of Maltese waters to devise an early warning system for bathers and assist in Mediterranean wide marine conservation research.

The Ports and Yachting Directorate, Transport Malta notifies mariners that further to Notice to Mariners No. 33 of 2013 regarding updated list of Oil Rigs in Maltese territorial waters, another two (2) Oil Rigs have entered the Maltese territorial waters.

Local Notice to Mariners No. 2 of 2014
 
Dredging and Diving Works at Lascaris Wharf, Grand Harbour Valletta
 
The Ports and Yachting Directorate, Transport Malta would like to notify mariners that dredging and diving works will commence with immediate effect at Lascaris Wharf Grand Harbour, Valletta
 
 The works will take place within an area indicated by a sector of a circle 100m radius centered  in position:

When divers are at work they will display the International Code of Signals Flag “A” - ‘I have a diver down keep well clear and at low speed’.
 
The vessel involved in the works is the dredger San Luca.
 
In view of the above works mariners are to navigate with caution and very slow ‘no wake’ speed.  They are to give the above area a wide berth and obey instructions given by Valletta Port Control(Valletta VTS) on VHF Channel 12.

Local Notice to Mariners No. 1 of 2014
 
Further Dredging at Freeport Terminals, Marsaxlokk Harbour
 
The Ports and Yachting Directorate, Transport Malta, notifies mariners that further to Notice to Mariners No. 77 of 2009, dredging activity will be increased by other two dredgers namely:
 
a) Cutter suction dredger “Macchiavelli”
b) Trailer Suction Dredger “Pinta”
c) Split Hopper Barge “MV Boussole”
 
Dredging will be carried out on a 24hr basis.
 
Mariners are therefore informed to keep a sharp lookout, navigate with extreme caution and slow speed and give the above area a wide berth. They are to abide by any instructions that are issued by Marsaxlokk VTS (Marsaxlokk Port Control).
