Local Notice to Mariners No. 77 of 2016

Site Investigation at Marsaskala Bay

The Ports and Yachting Directorate, Transport Malta, notifies mariners that further to Local Notice to Mariners Nos. 68 and 71 of 2016 regarding site investigation at Marsaskala, the area has been changed.

The area is now delineated by the imaginary lines joining the points A, B, C, D, E, F and G on one side and H, I, J and K on the other side and the intermediate coast as shown on chart found on the Transport Malta website (www.transport.gov.mt).

The lines A to B and H to I are in parallel with the breakwaters while the line B, C, D, E, F and G is the northern side of the existing fairway and the line I, J and K are the Southern side of the fairway.

Owners of vessels that are moored or have a mooring within the area shown hatched on chart found on the Transport Malta website (www.transport.gov.mt), are to remove their crafts by Sunday, 2nd October 2016. Any vessels and moorings that are left in this area after the stipulated date will be removed at the expense of the owner. No liability whatsoever will be accepted by the Authority for any damage that may be caused while removing the said vessels and moorings.

Local Notice to Mariners No. 78 of 2016

Restricted Area at il-Veċċja - St Paul’s Bay

The Ports and Yachting Directorate, Transport Malta notifies mariners and owners of vessels that due to falling rocks from the cliff face near the cave at il-Veċċja - St Paul’s Bay, the area between point A and point B and the intermediate coastline has been declared dangerous.

The limit is delineated by a floating rope supported by black and white buoys connected to the shore at points A and B.

Masters of vessels are to note the above and give the enclosed area a wide berth when navigating in the vicinity.

Notice to Mariners No. 26 of 2016

Extended Hours of Firing Practice
 at Pembroke Ranges 

The Ports and Yachting Directorate, Transport Malta notifies that further to Notice to Mariners No. 2 of 2015, the Armed Forces of Malta will carry out Live Firing Practice with extended hours between 6.00 p.m. and 11.00 p.m. local time on Friday, 21st October, 2016 at the Pembroke ranges.

The exercise area is delineated by sector ABC.

Part of Marsaxlokk Bay – Restricted to Navigation
 
The Ports and Yachting Directorate, Transport Malta, notifies all mariners and vessel operators that part of Marsaxlokk Bay may be restricted to navigation from Wednesday 21st September, 2016 until Friday, 30th September, 2016.
 
The area where navigation is restricted is delineated by the imaginary lines between the points A, B, C, D and the intermediate coastline (shown hatched in red on the chart that can be found on Transport Malta’s website (www.transport.gov.mt)).

Mariners and vessel operators are to keep watch on VHF Channel 14 for updates regarding the above restriction and cooperate with the supporting vessel in the area. They are to comply with instructions issued by Marsaxlokk VTS (Marsaxlokk Port Control) and the supporting vessel on site.

Local Notice to Mariners No. 72 of 2016
 
Navigation restrictions in Ir-Ramla tal-Mixquqa
Bay due to an Emergency
Conservation Order
 
The Ports and Yachting Directorate, Transport Malta notifies that Environment and Resources Authority (ERA) is imposing entry restrictions in ir-Ramla tal-Mixquqa Bay in respect of an emergency conservation area which is of ecological and scientific importance.
 
 No vessel is allowed within the bay (unless authorised by the above mentioned authority) as shown enclosed by a red imaginary line on chart found on the Transport Malta website (www.transport.gov.mt). The restrictions will apply with immediate effect and until the 15th October, 2016. The time of daily restrictions is between dusk and dawn.
 
 
They are to comply with any instructions which may be issued by Valletta Port Control (Valletta VTS).

Local Notice to Mariners No. 73 of 2016
 
Rolex Middle Sea  Race 2016
 
The Ports and Yachting Directorate, Transport Malta, notifies that the Royal Malta Yacht Club will be holding the Rolex Middle Sea Race on Saturday, 22nd October, 2016.  In addition a coastal race will also be held on Wednesday, 19th October, 2016.
 
The race programme is as follows:
 
a) Wednesday, 19th October, 2016
 
The Coastal Race starts at 10.00 a.m.
 
The start is from Marsamxett Harbour, and depending on the weather conditions, will proceed either to Comino and/or Gozo or to Munxar and/or Filfa and finish at Marsamxett Harbour.
 
Mariners are requested to keep the Marsamxett fairway clear during the start of the Coastal race and to keep a sharp lookout during the remaining hours of Wednesday, 19th October, 2016.
 
b) Saturday, 22nd October, 2016
 
The Rolex Middle Sea Race starts at approximately 11.00 a.m.
 
The start is from Grand Harbour, at an imaginary line from Saint Angelo Point to the Valletta Saluting Battery mast.
 
 
The yachts shall then proceed in a North Easterly direction along the Channel in Grand Harbour where a yellow inflatable buoy will be positioned outside the Saint Elmo Breakwater, shall be left to port. (Buoy shown as 1 on charts that can be found on Transport Malta’s website (www.transport.gov.mt)).
 
The yachts shall then proceed in a North Westerly towards direction St George’s shoals towards a second yellow inflatable buoy (buoy shown as 2 on chart 2). The buoy (2) shall be left to starboard.
 
The yachts shall than proceed in a North North Easterly direction towards Sicily.
 
Mariners are advised that on Saturday, 22nd October, 2016 between 9.00 a.m. and 3.00 p.m. or such time as may be communicated by Valletta Port Control (Valletta VTS) if earlier, the Grand Harbour shall be closed for all traffic not directly related to the race. Between these times all other vessels shall be required to remain within designated areas in the inner harbour up to Ras Ħanżir, in Dockyard Creek, Kalkara Creek and Rinella Bay. (Areas are shown hatched in magenta on chart 1).
 
Mariners are to navigate with caution and to keep a sharp lookout when in the vicinity to the above-mentioned courses and positions and when sighted, give the participants a wide berth. They are to obey any instructions that are issued by Valletta Port Control (Valletta VTS), AFM Patrol Boats and Transport Malta, Enforcement Vessels that are in the area.

Filming at Caves near Santa Maria Bay
and at Mġarr ix-Xini - 2016
 
The Ports and Yachting Directorate, Transport Malta, notifies all mariners that further to Local Notice to Mariners No. 69 of 2016 re Filming at Caves near Santa Maria Bay (Comino) and at Mġarr ix-Xini (Gozo), the filming activity has been extended to Tuesday, 20th September, 2016 at 8.00 p.m. and this includes the extra night.
 
 Mariners are requested to keep a sharp look out, give a wide berth of 50m the above areas and to slow down while passing nearby to minimise the wake. Mariners and vessel operators are to keep watch on VHF Channel 12 and cooperate with the enforcement officers in the area. They are to comply with instructions issued by VTS (Valletta Port Control).

Harbour - 2016
 
The Ports and Yachting Directorate, Transport Malta notifies that further to Local Notice to Mariners No. 70 of 2016 regarding Mobility Week Campaign, Swim in Marsamxett Harbour - 2016, the activity is going to be held on Sunday, 18th September, 2016 and not as stated on Saturday, 17th September, 2016.
 
The swim will be from point A to point B as per chart found on the Transport Malta website (www.transport.gov.mt).
 
 
Mariners are advised to keep a sharp lookout and navigate at slow speed and keep well clear of the area during the stipulated time giving the swimmers a wide berth. They are to obey any instructions issued by Enforcement Units and Valletta Port Control (Valletta VTS).

Mobility Week Campaign - Swim in Marsamxett
Harbour - 2016
 
The Ports and Yachting Directorate, Transport Malta notifies that as part of the Mobility Week Campaign, a triathlon will be held on Saturday, 17th September, 2016.
 
The start of the swim will be from near the Ta’ Xbiex Waterpolo Pitch (point A on the chart found on the Transport Malta website (www.transport.gov.mt)) and the finish will be near the AFM Maritime base in Haywharf (point B on the chart found on the Transport Malta website (www.transport.gov.mt)) in Marsamxett Harbour.
 
Approximately 70 swimmers will depart from near Ta’ Xbiex Waterpolo Pitch (A) at about 8.00 a.m. and swim towards AFM Maritime Base in Haywharf (B) along the route indicated on chart found on the Transport Malta website (www.transport.gov.mt). The swimming event is expected to take around one (1) hour.
 
Two (2) Transport Malta, Enforcement Unit RHIBS will accompany the swimmers and there will also be a Red Cross ambulance in attendance.
 
Mariners are advised to keep a sharp lookout and navigate at slow speed and keep well clear of the area during the stipulated time giving the swimmers a wide berth. They are to obey any instructions issued by Enforcement Units and Valletta Port Control (Valletta VTS)

The Ports and Yachting Directorate, Transport Malta, notifies mariners that a site investigation shall be carried out at Marsaskala.
 
The works are expected to start on Monday, 19th September, 2016.
 
Owners of vessels that are moored or have a mooring within the area shown hatched on the chart that can be found on Transport Malta’s website (www.transport.gov.mt, are to remove their crafts by Sunday, 18th September, 2016. Any vessels and moorings that are left in this area after the stipulated date will be removed at the expense of the owner. No liability whatsoever will be accepted by the Authority for any damage that may be caused while removing the said vessels and moorings.
 
Furthermore, mariners are reminded that it is prohibited to lay any moorings and ground tackle without the prior permission of the Authority.
 
In view of the above mariners navigating in the area are to navigate with caution at very slow ‘no wake’ speed. They are to give the above area a wide berth and follow instructions as given by the Valletta Port Control (Valletta VTS) on VHF Channel 12.

The Ports and Yachting Directorate, Transport Malta, notifies all mariners and vessel operators that filming activities will take place at the caves near Santa Maria in Comino (area shown hatched on chart 1 that can be found on Transport Malta’s website (www.transport.gov.mt) and at Mġarr ix-Xini in Gozo (area shown hatched on chart 2 that can be found on Transport Malta’s website (www.transport.gov.mt).
 
The filming activity will take place on both locations starting on Sunday, 18th September, 2016 at 6.00 a.m. until Monday, 19th September, 2016 at 8.00 p.m. including the overnight between the two days.
 
In view of the above mariners are informed that navigation is restricted in the said areas on the above mentioned dates and times.
 
During this activity part of the Ċirkewwa South Quay (shown in magenta on chart 3 that can be found on Transport Malta’s website (www.transport.gov.mt) will be used solely by the filming company for berthing, loading and unloading from Friday, 16th September, 2016 to Tuesday, 20th September, 2016, including the overnights in between.
 
Mariners are requested to keep a sharp look out, give a wide berth of 50m from the above areas and to slow down while passing nearby to minimise the wake. Mariners and vessel operators are to keep watch on VHF Channel 12 and cooperate with the enforcement officers in the area. The Ports and Yachting Directorate, Transport Malta notifies all mariners that the Malta Air Show - 2016 will be held between Friday, 23rd September, 2016 and Sunday, 25th September, 2016.
 
The Ports and Yachting Directorate, Transport Malta notifies that a Maritime Exclusion Zones (MEZ) will be established between Thursday, 22nd September, 2016 and Monday, 26th September, 2016.

The MEZ are delineated by the imaginary lines between the points A, B, C, D, E, F, G, H and I and the coastline, shown hatched in red on the chart found on the Transport Malta website (www.transport.gov.mt). Flashing markers, with yellow/red flags, will be placed in positions B, C, D, E, F, G and H.

 The Ports and Yachting Directorate, Transport Malta, notified mariners of the potential danger when navigating in close proximity to Azure Window in Dwejra Point, Gozo due to falling rocks.

In view of the above mariners are not to navigate through the Azure Window, maintain a safe distance and to navigate with extreme caution when in the vicinity.

Fireworks Displays in St Julian’s Bay

The Ports and Yachting Directorate, Transport Malta notifies that fireworks displays in connection with the feast of St Gregory will be let off from:

The jetty at point A as shown on the chart  found on Transport Malta’s website (www.transport.gov.mt) on the following dates and times:  

On Thursday, 1st September, 2016 from 10.00 p.m. till 10.30 p.m.

On Friday, 2nd September, 2016 from 10.00 p.m. till 10.30 p.m.

 On Saturday, 3rd September, 2016 from 10.00 p.m. till 10.30 p.m.
On Sunday, 4th September, 2016 from 9.30 p.m. till 10.30 p.m.

All vessels and bathers are warned to keep clear and maintain a minimum distance of not less than 100 meters from the Jetty during the above-mentioned displays.

Raft Moored at Daħlet il-Fekruna -
Il-Bajja ta’ San Pawl 
 
The Ports and Yachting Directorate, Transport Malta, notifies that the Mosta Scout Group will be holding a Camp-A-Float at Daħlet il-Fekruna - Il-Bajja ta’ San Pawl.
 
The Camp-A-Float consists of a man made raft complete with a tent on board.
 
Weather permitting the raft will be moored at Daħlet il-Fekruna - Il-Bajja ta’ San Pawl as indicated in position “A”, on chart 1 as shown on the Transport Malta website (www.transport.gov.mt) between Thursday, 8th September, 2016 at 8.00 a.m. and Sunday, 11th September, 2016 at 2.00 p.m.
 
 
In case of bad weather conditions this event will take place at Ir-Ramla tat-Torri, Armier as indicated in position “B”, on chart 2 as shown on the Transport Malta website (www.transport.gov.mt) on the same dates and time.
 
All vessels navigating within the bay are requested to keep a sharp lookout, navigate with caution and at slow speed, and give the raft a wide berth.

Local Notice to Mariners No. 62 of 2016

Fireworks Displays from Pontoons Moored
in St Julians Bay

The Ports and Yachting Directorate, Transport Malta notifies that fireworks displays in connection with the feast of St Julian will be let off from 4 pontoons moored in St Julians Bay. The pontoons will be moored in position (as shown on the chart found on Transport Malta’s website (www.transport.gov.mt) on Saturday, 27th August, 2016.

The fireworks display will take place on Saturday, 27th August 2016, between 9.45 p.m. and 11.45 p.m.

The pontoons will be removed from position as soon as the fireworks display has finished.

All vessels and bathers are warned to keep well clear and maintain a safe distance of not less than 60 metres from the pontoons during the above-mentioned displays.  Mariners are to note the above and navigate with particular caution as the pontoons will remain moored in position during the night.

The Ports and Yachting Directorate, Transport Malta, notifies that firework displays will be let off from 3 barges moored 200m off Bighi Point on the following dates and times:

Barges: 

Sunday, 4th September, 2016: from 8.00 a.m. till 8.15 a.m., from noon till 12.15 p.m. and between 8.40 p.m. and 9.10 p.m.

Monday, 5th September, 2016: from 8.00 a.m. till 8.15 a.m., from noon till 12.15 p.m. and between 8.00 p.m. till 8.30 p.m.
 Tuesday, 6th September, 2016: from 8.00 a.m. till 8.20 a.m., from noon till 12.20 p.m., from 7.30 p.m. till 8.00 p.m. and from 10.15 p.m. till 11.00 p.m.
Wednesday, 7th September, 2016 from 8.00 a.m. till 8.20 a.m., from noon till 12.20 p.m., from 7.00 p.m. till 8.00 p.m. and from 9.30 p.m. till 11.00 p.m.
Thursday, 8th September, 2016 from 8.00 a.m. till 8.20 a.m., from 11.00 p.m. till 11.25 p.m, from noon till 12.20 p.m. and from 7.00 p.m. till 10.00 p.m.

Barges’ Position: 

The barges to be used for the fireworks displays will display the signals in accordance with the Collisions Regulations (anchor ball during the day and all round white light at night) and shall be moored on Friday, 2nd September, 2016 in the following position:

A wide berth of 200 meters is requested from the position of the barge on the days and times indicated above. Instructions and directions given by Valletta Port Control (Valletta VTS) are to be complied with.

Local Notice to Mariners No. 60 of 2016

Speed Restrictions Around the Maltese Islands

The Ports and Yachting Directorate, Transport Malta would like to remind mariners regarding the obligation to proceed at all times at a safe speed and comply with specific speed restrictions around the Maltese Islands.
 
In addition to permanent speed limit buoys several areas are delineated by yellow special mark buoys which are placed seasonally between June and October. Such buoys are charted on the Navigation Charts.

 Mariners are requested to navigate with caution, keep a sharp lookout and navigate at slow speed when approaching any bay or part of the coast.

 Speed restrictions are to be complied with at all times.

Local Notice to Mariners No. 61 of 2016

Further to Local Notice to Mariners No. 8 of 2016       
Regarding - Turtle, Dolphin/Whale and Jellyfish
Study by the University of Malta

The Ports and Yachting Directorate, Transport Malta notifies that further to Local Notice to Mariners No. 8 of 2016, the Department of Biology of the University of Malta is also conducting research studies on Alien fish (which might be poisonous) observed or caught within the 25 NM round the Maltese islands.

Mariners are requested to cooperate and support the research by reporting sightings as follows:

Turtle, Dolphins/Whales and any Alien fish within 25 NM to Dr Adriana Vella email (adriana.vella@um.edu.mt), or sms (+356 9942 9592)

The participation of mariners in such an initiative is necessary to ensure regular monitoring of Maltese waters to devise an early warning system for bathers and assist in Mediterranean wide marine conservation research.

Local Notice to Mariners No. 58 of 2016

Malta-Gozo-Malta Open Sea Swimming Challenge Saturday, 27th August, 2016

The Ports and Yachting Directorate, Transport Malta notifies mariners that the Birkirkara St Joseph Sports Club will be organising a Malta-Gozo-Malta Open Water Swimming Challenge on Saturday, 27th August, 2016.

This event will start from Marfa Bay (Ir-Ramla tal-Bir), Malta point A at 6.30 a.m. and will proceed across the East side of the Comino Channels towards il-Blata tal-Ħalfa (near Ras il-Qala) in Gozo point B and back towards Marfa Bay, Malta point A, as shown on chart shown on the Transport Malta website (www.transport.gov.mt).  A time limit of five (5) hours and fifteen (15) minutes has been set by the Organising Board. Any swimmers remaining in the water after 11.45 a.m. will be asked to abandon the race.
All participating swimmers will be accompanied by a support vessel. Ambulance Teams from the Malta Red Cross will be in attendance.

The Ports and Yachting Directorate, Transport Malta notifies Mariners that fireworks will be let off from the foreshore of Manoel Island in Sliema Creek, centered in Position:

This position is shown on the chart as point A that can be found on Transport Malta’s website (www.transport.gov.mt).  The fireworks displays will take place on the following dates and times:

On Tuesday, 16th August, 2016 from 9.00 a.m. till 9.10 a.m., from noon till 12.10 p.m. and from 7.15 p.m. till 8.00 p.m. 

On Friday, 19th August, 2016 from 9.00 a.m. till 9.10 a.m., from noon till 12.10 p.m. and from 10.15 p.m. till 11.00 p.m.
 

On Saturday, 20th August, 2016 from 9.00 a.m. till 9.30 a.m., from noon till 12.20 p.m., from 6.00 p.m. till 7.00 p.m. and from 9.30 p.m. till 11.30 p.m.

On Sunday, 21st August, 2016 from 9.00 a.m. till 9.10 a.m., from noon till 12.10 p.m., from  7.30 p.m. till 8.30 p.m. and from 9.00 p.m. till 11.00 p.m. 

In view of the above, mariners are informed that navigation within 200 meters from the above position in Marsamxett Harbour will be prohibited during the time of fireworks. All craft moored within the indicated area (as shown on the chart that can be found on Transport Malta’s website (www.transport.gov.mt), are to be removed on the above-mentioned dates and times of the fireworks displays.
Further to the above, ground fireworks will be held at the Strand, Sliema on Saturday, 20th August, 2016 between 11.00 p.m. and midnight. Vessels in the vicinity and within 20 meters off these ground fireworks, shown as Area B on chart that can be found on Transport Malta’s website (www.transport.gov.mt), are to be removed.

Mariners are to obey directives issued by the Valletta Port Control (Valletta VTS), and by Police in the area.

Filming at Different Localities in Gozo

The Ports and Yachting Directorate, Transport Malta, notifies all mariners and vessel operators that filming activities will take place at Ras il-Ħobż, Dwejra and Il-Reqqa in Gozo.

The filming activity will take place on Thursday, 11th August, 2016 and Friday, 12th August, 2016, starting at sunrise (approximately 7.30 a.m.) and finishing at sunset (approximately 7.30 p.m.) on both days. In case of any technical problems or due to very bad weather the activity will take place on Wednesday, 10th August, 2016 and Saturday, 13th August 2016 at the same times.

The exact position will be determined on the day depending on tests done and weather conditions but the area will be cordoned off using the following support vessels S-11621 and S-20423.

In view of the above mariners navigating in the indicated areas during filming are requested to keep a sharp look out, give a wide berth of 50m and to slow down while passing nearby to minimise the wake. Mariners and vessel operators are to keep watch on VHF Channel 12 and cooperate with the crew, in the above mentioned vessels. They are to comply with instructions issued by VTS (Valletta Port Control).

The Ports and Yachting Directorate, Transport Malta, notifies that the 8 September Regatta will be held in Grand Harbour. Sinkers and marker buoys will be laid as follows:

1. On Wednesday, 7th September, 2016, three sinkers with yellow flashing marker buoys will be laid in the following positions:

3. The wire ropes, floats and buoys mentioned in 2 above will be removed on the completion of the Regatta at approximately 6.30 p.m. on Thursday, 8th September, 2016.

4. The sinkers and marker buoys mentioned in 1 above will then be removed on Friday, 9th September, 2016.

Masters of all vessels are notified that on Thursday 8th September, 2016 between 9.00 a.m. and about 7.30 p.m., incoming vessels will not be allowed to proceed to any berth South West of a line joining Lascaris and Fort St Angelo Flagstaff.  Small vessels in “The Marsa” sea area will not be allowed to proceed beyond the starting line indicated in 2(iv) above after 9.00 a.m. No vessel will be allowed near the finishing line except those involved in the races. No movements of vessels will be allowed inside Grand Harbour, except by special permission. All vessels are to keep a minimum distance of 5 metres away from the lines and floats mentioned in 2(i), 2(ii), 2(iii) and 2(iv).

Masters of all vessels are also warned that the wire ropes and floats may cause a physical obstruction and consequently they are to navigate with caution. Caution is also to be exercised when in the vicinity of such wire ropes and floats when these are being laid or removed. Mariners are instructed to comply with any instructions issued by Transport Malta, the Police, and Armed Forces of Malta patrolling the area and by Valletta VTS (Valletta Port Control).

Transportation of Statue from Marsaxlokk to Birżebbuġa by vessel
 
 The Ports and Yachting Directorate, Transport Malta, would like to notify mariners that the statue of Saint Peter will be loaded on a vessel at Marsaxlokk and transported from there to Birzebbuġa on Friday, 5th August, 2016.
 
 The programme is as follows:
 
At 7.00 p.m. vessels are to gather at St George’s Bay – Birżebbuġa, and sail towards Marsaxlokk.
At 7.15 p.m. the statue will be placed on a vessel at Marsaxlokk (point A on chart shown on the Transport Malta website (www.transport.gov.mt)) and the vessel will sail towards Birzebbuġa. Near San Luċjan tower they will meet the vessels that left from Birżebbuġa and navigate together towards Pretty Bay - Birżebbuġa.
 
At 8.10 p.m. they will arrive at the quay at Pretty Bay - Birżebbuġa (point B on chart shown on the Transport Malta website (www.transport.gov.mt)) where the statue will be unloaded from the vessel.
 
Mariners are to navigate with caution at slow speed and to keep a sharp lookout when in the vicinity to the above-mentioned event and when sighted they are to give the participants a wide berth. They are to obey any instructions that are issued by Marsaxlokk Port Control (Marsaxlokk VTS) and the organisers

The Ports and Yachting Directorate, Transport Malta notifies that a swimming event around Comino is being organised on Monday, 8th August, 2016.
 
Participants will depart from the area known as ‘il-Matz’, Comino, shown as point A on the chart found on Transport Malta’s website (www.transport.gov.mt) at approximately 7.30 a.m. They are to swim around Comino in a clockwise direction as shown on the chart found on Transport Malta’s website (www.transport.gov.mt). The swimming event is expected to take around four (4) hours and thirty (30) minutes, weather permitting.
 
Support vessel MY CHIKO will accompany the participating swimmers.

AFM Maritime Training with Dutch Navy Vessel HNLMS TROMP

Mariners are informed that the Armed Forces of Malta (AFM), Maritime Squadron will be carrying out maritime training within Maltese Territorial Waters with the Dutch Naval Vessel HNLMS TROMP.

The exercise will be held within a circular area of 3 Nautical Mile Radius, centered on:

The Ports and Yachting Directorate, Transport Malta notifies that fireworks displays in connection with the feast of Balluta will be let off from a barge moored in the middle of St Julians Bay. The pontoon will be moored in position “X” shown on the chart on Transport Malta’s website (www.transport.gov.mt) on Friday, 29th July 2016 in the morning and will be removed on Monday, 1st August, 2016.

Swimming event from Smart City, Kalkara
 to Marsaskala (Waterpolo Pitch)

The Ports and Yachting Directorate, Transport Malta notifies that a swimming event from Kalkara to Marsaskala is being organised on Sunday, 31st July, 2016.

Participants will depart from the car park at Smart City, Kalkara (Shown as point A on the chart that can be found on Transport Malta’s website (www.transport.gov.mt)) at approximately 8.00 a.m. They are to swim Southeast and finish at the waterpolo pitch at Marsaskala (Shown as point B on chart). The swimming event is expected to take around two and a half (2.5) hours.

In case of bad weather, on Sunday, 31st July, 2016, the event will be held on Sunday, 14th August, 2016 at the same place and time.

A support vessel and five canoes will accompany the participating swimmers.

of Vessels and Moorings at Id-Daħla tal-Pietà
 
The Ports and Yachting Directorate, Transport Malta, notifies mariners and owners of vessels that further to Local Notice to Mariners No. 24 Removal of Vessels and Moorings at Id-Daħla tal-Pietà the area required to remove vessels has been extended to 70 metres from the Pietà coast as shown on shown in the chart found on Transport Malta’s website (www.transport.gov.mt).

Hence owners of vessels that are moored or have a mooring within the area bounded by the imaginary line A, B1, C1, D and the intermediate coastline are to remove these vessels and moorings by Sunday, 7th August, 2016. Any vessels and moorings that are left in this area after the stipulated date will be removed. No liability whatsoever will be accepted by the authority for any damage that may be caused while removing the said vessels and moorings.

Furthermore, mariners are reminded that it is prohibited to lay any moorings and ground tackle without the prior permission of the Authority and that approaches to marine terminals maneuvering areas and fairways are to be kept clear at all times. 

Failure to comply with the above directions may be subject to legal proceedings.

Land Reclamation and Construction Works in Gzira – Marsamxett Harbour

The Ports and Yachting Directorate, Transport Malta, notifies mariners that land reclamation and construction works at Triq ix-Xatt, Gżira, are expected to start on Monday, 29th August, 2016.

Owners of vessels that are moored or have a mooring within the area bounded by the imaginary line A, B, C, D and the coastline as shown on the chart that can be found on Transport Malta’s website (www.transport.gov.mt) are to remove their vessels by Sunday, 21st  August, 2016. Any vessel and mooring that is left in this area after the stipulated date will be removed at the expense of the owner. No liability whatsoever will be accepted by the Authority for any damage that may be caused while removing the said vessels and moorings.

Furthermore, mariners are reminded that it is prohibited to lay any moorings and ground tackle without the prior permission of the Authority.

In view of the above mariners navigating in the area are to navigate with caution and very slow ‘no wake’ speed. They are to give the above area a wide berth and obey instructions as given by the Valletta Port Control (Valletta VTS) on VHF Channel 12.

Man Made Raft Regatta Challenge at
St Julians Bay, St Julians

The Ports and Yachting Directorate, Transport Malta notifies that the Rotary Club Malta, will be organising a Kon Tiki regatta challenge at St Julian’s Bay, St Julian’s within an area below Independence Garden as shown on the chart on Transport Malta’s website (www.transport.gov.mt).

Participants are to construct a raft and row out for about 50 meters to 70 meters and return back. This regatta will take place on Saturday, 16th July, 2016 between 8.00 a.m. and 6.00 p.m.

Rescue divers will be present during this activity.

Sailing Race between Malta and Syracuse on 16th July 2016

The Ports and Yachting Directorate, Transport Malta would like to notify mariners that the Royal Malta Yacht Club will be holding a sailing race between Malta and Syracuse

This Race will start off Sliema Seafront at 10.00 a.m. (local time). It is estimated that there will be 80 participants. Sailing vessels will start mustering in the area about 9.00 a.m. and the last participants are expected to depart at 11.00 a.m.

Masters of all vessels not directly involved in this sailing event are asked to keep clear of the area, and observe any instructions that may be given by the event organisers safety vessels and by Valletta Port Control (Valletta VTS).

Kayaking Event - Għar Lapsi to
 Filfla and back

The Ports and Yachting Directorate, Transport Malta notifies that a Kayaking Event will be organised in aid of ‘Moviment Missjunarju Ġesù fil-Proxxmu’. During the event the participants will paddle from Għar Lapsi to Filfla and back as shown on the chart on Transport Malta’s website (www.transport.gov.mt).

The kayak event participants will depart from Għar Lapsi at approximately 8.00 a.m. on Saturday, 23rd July, 2016. They are to paddle towards Filfla, go round Filfla and return back to Ghar Lapsi and expected to return to the same place at about 3.00 p.m.

Depending on the weather forecast, if the weather conditions are not favourable on Saturday, 23rd July, 2016 the event will either be held on Friday, 22nd July, 2016 or Sunday, 24th July, 2016 at the same times

A support vessel will accompany the participants.

Fireworks Display at Marsaskala Bay

A fireworks display will be let off from a pontoon moored at the inner part of Marsaskala Bay. The pontoon will be moored between the two points A and B shown on that can be found on the chart that can be found on Transport Malta’s website (www.transport.gov.mt).

Saturday, 30th July, 2016 from 9.30 p.m. and 11.30 p.m. and Sunday, 31st July, 2016 from 9.00 p.m. and 11.00 p.m.
Vessels within the area hatched in red, on the chart, are to be removed.  All vessel operators and bathers are warned to keep clear from the pontoons during the above-mentioned days and at all times.

The Ports and Yachting Directorate, Transport Malta, will not be held responsible or liable in any manner whatsoever for any damages or expenses incurred by any person as a consequence of these fireworks’ displays, including for failing to abide and comply with the above directions.

All vessels navigating in the innermost part of Marsaskala Bay are to proceed with caution and at a slow speed on both days given and give a wide berth to the pontoon.

The Ports and Yachting Directorate, Transport Malta notifies mariners that ground fireworks and Chinese crackers will be let off from the foreshore of Ġużè Ellul Gardens, Msida Marina, Msida (as shown on chart shown on Transport Malta’s website: http://www.transport.gov.mt) on the following dates.

1. Saturday, 16th July, 2016 from 6.30 p.m. and 7.00 p.m. and from 11.00 p.m. and 0.30 a.m.

2. Sunday, 17th July, 2016 from 7.15 p.m. and 7.45 p.m. and from 11.00 p.m. and 11.30 p.m.

Masters and owners of vessels that are berthed within 60 metres from the foreshore (indicated by a red dashed line) are to remove their vessels during the above mentioned dates and time.

The Ports and Yachting Directorate, Transport Malta, will not accept liabilities whatsoever for any vessels that are lest lying in the area indicated (hatched in red) on the above mentioned dates and times.

Mariners are to comply with instructions issued by Valletta Port Control (VTS) and police in the area.

 The Ports and Yachting Directorate, Transport Malta notifies mariners that fireworks will be let off from Rinella Bay and Kalkara Creek (Points A and B) as shown on the chart that can be found on Transport Malta’s website (www.transport.gov.mt) on the dates and times as follows:

In Kalkara Creek from the area known as “tax-Xewkija”  (point A) :

Filming in Rinella - Malta Film Studios

The Ports and Yachting Directorate, Transport Malta notifies mariners and operators of vessels, that filming activities will take place in the Rinella - Malta Film Studios on the Monday, 18th July, 2016 from 8.00 a.m. until 8.00 p.m. and from Tuesday 19th July 2016 to Friday 22nd July 2016 between 6.00 p.m. and 6.00 a.m., the next day, on each of the four (4) dates.

In view of the above a clear horizon is required for filming purposes.

Mariners navigating in the indicated area on the mentioned dates are requested to keep watch on VHF Channel 12 and cooperate with the crew and police craft in the area. They are to comply with instructions issued by Valletta Port Control (Valletta VTS).

 The ground fireworks displays will take place on the following date and time:
Saturday, 2nd July, 2016 from 10.00 p.m. till midnight.

All vessels moored within the indicated area as shown on the chart that can be found on Transport Malta’s website (www.transport.gov.mt) are to be removed on the above-mentioned date and time of the fireworks displays. The Ports and Yachting Directorate will accept no liabilities whatsoever for any vessels that are left lying in the area on the above mentioned date and time.

Swimming event between Gozo and Malta

The Ports and Yachting Directorate, Transport Malta notifies that a swimming event will be held on Monday, 4th July, 2016 between Gozo and Malta.

A group of swimmers will depart from Ħondoq ir-Rummien, Gozo, (point A) at approximately 9.30 a.m. They will swim towards the East of Comino and continue to ir-Ramla tat-Torri, Armier (point B) as indicated on chart 1 that can be found on Transport Malta’s website (www.transport.gov.mt). The swimming event is expected to be completed by 1.00 p.m., weather permitting.

In case of bad weather this event will be held at Mellieħa Bay starting at 9.30 a.m. from point C and finish not later than 1.00 p.m. at point D as shown on chart 2 on Transport Malta’s website (www.transport.gov.mt).

Support vessels will accompany the swimmers.

Mariners are advised to keep a sharp lookout and navigate at slow speed and keep well clear of the area during the stipulated time giving the swimmers a wide berth. They are to obey any instructions issued by Valletta Port Control (Valletta VTS).

Local Notice to Mariners No. 34 of 2016

National Regatta Association - Under 18
Challenge Shield

The Ports and Yachting Directorate, Transport Malta notifies Mariners that the National Regatta Association will be organising the Under 18 Challenge Shield in Rinella Bay, Kalkara, Grand Harbour.

The regatta races will be held on Saturday, 9th July, 2016 from 4.30 p.m. to 8.30 p.m.

Four (4) buoys will be laid in the below positions from 11.00 a.m. to 4.30 p.m., to delineate the race area. No vessel will be allowed to enter the designated area unless by special permission issued by Transport Malta. The buoys will be removed at the end of the races.

Swimming Event at il-Ponta tal-Qrejten, 
Marsaxlokk Bay

 
The Ports and Yachting Directorate, Transport Malta notifies that the St Patrick A.C. will be organising a swimming (Aquathlon) race on Wednesday, 29th June, 2016 at Il-Ponta tal-Qrejten, Marsaxlokk (near the waterpolo club) in Marsaxlokk Bay. The swimming event will take place between imaginary lines A, B and C as per chart that can be found on Transport Malta’s website (www.transport.gov.mt). The race will be held between 7.00 a.m. and 10.00 a.m. local time.

 
Mariners are advised to keep a sharp lookout and navigate well clear of the area during the stipulated date and time, giving the swimmers a wide berth. They are to obey any instructions issued by Marsaxlokk Port Control (Marsaxlokk VTS).

The Marigold Foundation – Swimming event between Żonqor Point and the Grand Harbour

 
 The Ports and Yachting Directorate, Transport Malta notifies that the Marigold Foundation will be organising a swimming event in aid of the Special Olympics and the Marigold Foundation on Saturday, 25th June, 2016 between Marsaskala (Żonqor Point) and The Grand Harbour (Taħt iż-Żiemel).

 
Participants will depart from Żonqor Point between noon and 4.00 p.m., swim towards the Grand Harbour and expected to arrive Taħt iż-Żiemel between 4.00 p.m. and 7.00 p.m.

 
Distance from shore en route will be 100m and 300m.

 

 
Mariners are informed that due to the above, port closure will be in force for a short duration anytime between 3.00 p.m. and 7.00 p.m. The exact time and duration will be advised at the commencement of the event. Port movements will be coordinated by VTS with the assistance of the TM Maritime Enforcement Unit.

 
Support vessels will accompany the participating swimmers and will be listening on VHF Channel 13.

 
 Mariners are advised to keep a sharp lookout and navigate at slow speed and keep well clear of the area during the stipulated time giving the swimmers a wide berth. They are to obey any instructions issued by Valletta Port Control (Valletta VTS) on VHF Channel 12, Police, Patrol boats and Transport Malta Enforcement that will be in the area.

Notice to Mariners No. 21 of 2016

Further to Notice to Mariners No. 18 of 2016

 The Ports and Yachting Directorate, Transport Malta notifies that further to Notice to Mariners No. 18 of 2016 (Life+Bahar Project - ROV Survey - Offshore Malta - 2016), the vessel RV Hercules will also be taking part. The RV Hercules will be carrying out Multibeam Sonar Survey and Sediment Sampling operations in areas A, B, C, D and E.

These surveys and sampling operations will be starting on Monday, 4th July, 2016 and are expected to be completed by Wednesday, 31st August, 2016.

The research vessel will operate on a 24 hour basis and will display appropriate day shapes and lights during survey operations and will actively transmit an AIS signal.
 
Mariners and particularly fishing vessels are instructed to keep a sharp lookout and navigate with caution. When RV Hercules is sighted they are to give a wide berth and observe a 1 nautical mile radius restricted zone which will be implemented around the vessel RV Hercules as she will have restricted maneuverability.

Further information will be made available through Malta VTS and Valletta Port Control (Valletta VTS) as the survey progresses.

The fairways are to be used solely for navigation and should otherwise be kept clear.

A minimum safety clearing distance of 5 metres from the swimmers’ zone is to be maintained.

Nylon ropes supported by floats will delineate the swimmers’ zone and may remain in place, two weeks after the stipulated date. 

For the benefit and safety of all bathers and mariners, Transport Malta urges all visitors and commercial vessels to adhere to these arrangements. Enforcement Officers will be constantly patrolling the area.

Mariners are advised to keep a good lookout and navigate with caution and at slow speed in the North Comino Channel at Blue Lagoon and Santa Maria Bay.  They are also reminded that it is prohibited to secure/moor any vessel to any of the marker buoys, swimmers’ zone delineation markers and related gear belonging to Transport Malta.
