Extended Hours of Firing Practice
at Pembroke Ranges

The Ports and Yachting Directorate, Transport Malta notifies that further to Notice to Mariners No. 2 of 2015, the Armed Forces of Malta will carry out Live Firing Practice with extended hours between 6.00 p.m. and 11.00 p.m., local time, on Friday, 9th December, 2016 at the Pembroke Ranges.

The exercise area is delineated by sector ABC.

Beneteau Sailing Regatta – Northeast of Malta – December 2016

The Ports and Yachting Directorate, Transport Malta would like to notify mariners that sailing regatta races will be held on Thursday, 8th, Saturday, 10th and Sunday, 11th December, 2016 as listed below.

On Thursday, 8th December, 2016, 2 (two) coastal races will be held back to back within the sea area bounded by the points A, B, C and D (as shown on Transport Malta’s website: www.transport.gov.mt) depending on weather conditions. The races will start at 10.00 a.m. and will be finished by 7.30 p.m.

On Saturday, 10th December, 2016, a passage race from point Y to point Z (as shown on Transport Malta’s website: www.transport.gov.mt). The race will start at 10.00 a.m. and will be finished by 7.30 p.m.
 
On Sunday, 11th December, 2016, a passage race from point Z to point Y (as shown on Transport Malta’s website: www.transport.gov.mt). The race will start at 10.00 a.m. and will be finished by 5.00 p.m.

 Masters of all vessels not directly involved in this sailing event are informed to keep clear of the area, and observe any instructions that may be given by the event organisers safety vessels and by Valletta Port Control (Valletta VTS) on Channel 12.

Filming from Rinella – Malta Film Studios

The Ports and Yachting Directorate, Transport Malta notifies mariners and operators of vessels, that filming activities will take place at Rinella – Malta Film Studios from Sunday, 4th December, 2016, till Thursday, 8th December, 2016. Filming will carried out day and night on all days.

In view of the above a clear horizon is required for filming purposes.

Mariners navigating in the indicated area on the mentioned dates are requested to keep watch on VHF Channel 12 and cooperate with the crew and police craft in the area. They are to comply with instructions issued by Valletta Port Control (Valletta VTS).

 The Ports and Yachting Directorate, Transport Malta, informs mariners that further to Local Notice to Mariners no. 82 of 2016 regarding filming in different localities in Malta and Gozo, filming will also take place either in area A or area B as shown on chart that can be found on Transport Malta’s website (www.transport.gov.mt).

 
The filming may take place between Monday, 28th November, 2016 and Friday, 2nd December, 2016.

 
In view of the above mariners are informed that a clear horizon is required and that all other information in Local Notice to Mariners No. 82 will all remain.

Survey Southwest of Malta

 
The Ports and Yachting Directorate notifies mariners that with immediate effect a survey will be carried out by the vessel Polarcus Naila (registered in Nassau) in offshore Malta. This vessel will be accompanied by vessels Vos Athos and Jan van Gent registered in Gibraltar and Vanuatu respectively.

 
Weather permitting the survey is scheduled to start immediately and will continue for a period of approximately 30 days.

 
The survey will be carried out within the following area:

Local Notice to Mariners No. 103 of 2016

Marine Environmental Studies at Mġarr
Harbour - Gozo

The Ports and Yachting Directorate, Transport Malta, notifies mariners and owners of vessels that a Marine Environmental Study will be held at Mġarr Harbour, Gozo.

The study will be carried out in position ST1, ST2 and ST3 (as shown on Transport Malta’s website: (www.transport.gov.mt)).

Weather permitting the works are expected to commence with immediate effect and are expected to be completed by mid December, 2016.

The support vessel ‘Atlantis II’ will be used and, since the study involves the use of divers, it will be displaying the International Code of Signals Flag ‘A’.

Mariners and operators of vessels are advised to keep a sharp lookout and give a wide berth.

Instructions given by Valletta Port Control (Valletta VTS) on VHF Channel 12 are to be complied with.

Beneteau Sailing Regatta – Northeast of Malta

The Ports and Yachting Directorate, Transport Malta would like to notify mariners that sailing regatta races will be held between Friday, 18th November, 2016 and Sunday, 20th November, 2016, as listed below.

On Friday, 18th November, 2016, a passage race will be held from point A to point B (as shown on Transport Malta’s website: www.transport.gov.mt). The race will start at 1.30 p.m. and will be finished by 7.30 p.m.

On Saturday, 19th November, 2016, 2 (two) coastal races will be held back to back within the area bounded by the points W, X, Y and Z (as shown on Transport Malta’s website: www.transport.gov.mt). The start and finish point will be at one of the following places depending on the weather conditions.


St Paul’s Bay or Ġnejna in Malta or Qala or Mġarr ix-Xini in Gozo. The races will start at 10.00 a.m. and will be finished by 6.30 p.m.

On Sunday 20th November, 2016, a passage race will be held from point B to point A (as shown on Transport Malta’s website: (www.transport.gov.mt)). The race will start at 10.00 a.m. and will be finished by 5.00 p.m.

Masters of all vessels not directly involved in this sailing event are asked to keep clear of the area, and observe any instructions that may be given by the event organisers safety vessels and by Valletta Port Control (Valletta VTS) on Channel 12.

Filming at Blue Lagoon (Comino)

The Ports and Yachting Directorate, Transport Malta notifies all mariners, owners of vessels and divers, that filming activities will take place at Blue Lagoon (Comino) in the area shown on Transport Malta’s website (www.transport.gov.mt), on Saturday, 26th November, 2016. In case of bad weather or difficulties, the filming will take place on Sunday, 27th November, 2016 at the same time.

The filming will take place between 6.00 a.m. and 9.30 a.m. and will consist of a dinghy towing a wake board at speed.

In view of the above mariners, owners of vessels and divers are informed that entry to the area is restricted, and they are to comply with any instructions given by Transport Malta enforcement officers in the area.


Mariners are also to comply with instructions issued by Valletta Port Control (Valletta VTS) on Channel 12.

Security Exercises - 2016

 The Ports and Yachting Directorate, Transport Malta, notifies mariners that Transport Malta (TM) together with the Armed Forces of Malta (AFM), will be organising security exercises within Maltese territorial waters.

The exercises will be held on the following dates and areas:

 1) On Tuesday, 15th November, 2016, between 8.00 a.m. and 1.00 p.m. local time. The exercise will be held in the vicinity of Grand Harbour. Subject to weather conditions, exercise may be postponed to Wednesday, 16th November, 2016, at the same time.

2) On Thursday, 17th November, 2016, between 8.00 a.m. and 1.00 p.m. local time. The exercise will be held inside Marsaxlokk Harbour. Subject to weather conditions, exercise may be postponed to Friday, 18th November, 2016, at the same time.

In view of the above, mariners are advised to give the exercise areas a wide berth and comply with any instructions given by Valletta Port Control (Valletta VTS) on VHF channel 12, Marsaxlokk Port Control (Marsaxlokk VTS) on VHF channel 14, and any security vessels in the area.

Local Notice to Mariners No. 97 of 2016

Sailing Regatta in Il-Bajja ta’ Marsaxlokk - 2016

 The Ports and Yachting Directorate, Transport Malta notifies mariners that the Birżebbuġa Sailing Club shall be holding a Sailing Regatta for dinghies on Saturday, 12th November, 2016 and Sunday, 13th November, 2016.

Races shall be held between 10.30 a.m. and 5.00 p.m. (local time) on both days.

 Class races shall be held over two (2) adjacent upwind /downwind courses, centered in the selected sailing area depending on the weather conditions at the time.  A chart showing areas A, B and C is found on Transport Malta’s website (www.transport.gov.mt).
The courses shall be defined by inflatable marks of about 1.5 meters high around which the competitors shall have to sail.

Races will be held when no merchant traffic is scheduled to enter or depart from the Malta Freeport Terminals.


Masters of all craft not directly involved in this Sailing Regatta are asked to keep clear of the racing area, especially at each of the turning marks and observe any instructions that may be given by the race organisers safety craft and by Marsaxlokk Port Control (Marsaxlokk VTS).

Swimming Event at il-Bajja ta’ San Ġorġ - Birżebbuġa

The Ports and Yachting Directorate, Transport Malta notifies that swimming events will be held on Saturday, 19th November, 2016; Saturday, 10th December, 2016; and Saturday, 14th January, 2017 at il-Bajja ta’ San Ġorġ; Birżebbuġa. The races will be held between 2.30 p.m. and 4.00 p.m. local time.

 The races will be held along the course A, B and C as per chart that can be found on Transport Malta’s website (www.transport.gov.mt), marker buoys will be placed at each point. The marker buoys will be laid on each day at 1.00 p.m. and will be removed by 4.30 p.m.

A rescue boat and canoes will accompany the participating swimmers.

Mariners are advised to keep a sharp lookout and navigate well clear of the area during the stipulated dates and time, giving the swimmers a wide berth. They are to obey any instructions issued by Marsaxlokk VTS (Marsaxlokk Port Control).

Part of Marsaxlokk Bay – Restricted to Navigation

The Ports and Yachting Directorate, Transport Malta, notifies all mariners and vessel operators that part of Marsaxlokk Bay may be restricted to navigation with immediate effect and until Wednesday, 30th November, 2016.

The area where navigation is restricted is delineated by the imaginary lines between the points A, B, C, D and the intermediate coastline (shown hatched in red on chart that can be found on Transport Malta’s website (www.transport.gov.mt)

Mariners and vessel operators are to keep watch on VHF Channel 14 for updates regarding the above restriction and cooperate with the supporting vessel in the area. They are to comply with instructions issued by Marsaxlokk VTS (Marsaxlokk Port Control) and the supporting vessel on site.

Damage to Saint Elmo Breakwater Bridge,
Grand Harbour - Valletta

The Ports and Yachting Directorate, Transport Malta notifies mariners that St. Elmo Breakwater Bridge has been extensively damaged, in its deck and railings.

Masters and vessel operators are instructed that with immediate effect and until further notice they are not to navigate below the above mentioned bridge due to the possibility of falling objects.

Masters of all vessels are also advised to keep a constant watch on Channel 12 for any new information which will be advised by Valletta Port Control (Valletta VTS).

Diving Operations and Research Activities
in Comino Channels

The Ports and Yachting Directorate, Transport Malta, notifies mariners that diving and research operations will be carried out in various locations in the Comino Channels. The field work will start on Wednesday, 2nd November, 2016, and they are expected to be completed by Sunday, 27th November, 2016.

The positions are as follows:

 The divers will be using the motor vessel ‘ATLANTIS II’.  The support vessel will be displaying the International Code of Signals Flag ‘A’ and will have restricted maneuverability.

Mariners and vessel operators are advised to keep a sharp lookout and proceed at slow speed while navigating in the area.  They are to give the above positions and the support vessel a wide berth of at least 200 metres.

Filming at Ras il-Qammieħ in Mellieħa
Using Distress Flares

The Ports and Yachting Directorate, Transport Malta, notifies all mariners and sea vessel operators that filming activities will take place a few hundred metres out at sea from Ras il-Qammieħ in Mellieħa, Malta.

The filming includes the use of distress pyrotechnics (parachute flares).

The filming will last one day from 8.00 a.m. to 6.30 p.m. and will take place any day between Friday, 28th October, 2016 and Saturday, 5th November, 2016 depending on weather conditions.

If due to bad weather conditions forecast the filming cannot be carried out at Ras il-Qammieħ, the filming will be carried out at the following alternative sites:

1. Near Ir-Ramla tal-Mixquqa, Malta; or

2. Il-Bajja tal-Mellieħa, Malta; or

3. Daħlet Qorrot, Gozo.
Still between the same days and times.

Mariners are to take note and be informed regarding the above. They are requested to keep a sharp look out and give a wide berth when sailing in the vicinity of the above areas.


Mariners and vessel operators are to keep watch on VHF Channel 12 and cooperate with any enforcement officers in the area. They are to comply with instructions issued by Valletta Port Control (Valletta VTS).

Mariners are requested to keep a sharp look out, give a wide berth to the above mentioned area and to slow down while passing nearby. RC44 Valletta Cup 2016

The Ports and Yachting Directorate, Transport Malta, notifies that the RC44 Valletta Cup 2016 yacht races will be held in Valletta Grand Harbour and off Marsamxett Harbour between Wednesday, 23rd November, 2016, and Sunday, 27th November, 2016. 

The race programme is as follows:

a. Wednesday, 23rd November, 2016

The match races will take place in Grand Harbour, Valletta. They will start at approximately 9.30 a.m. and will continue until 4.30 p.m.

Mariners are advised that on this day the Grand Harbour will be closed to all traffic between 9.00 a.m. and 4.30 p.m. or such time as may be communicated by Valletta Port Control (Valletta VTS). No vessels (except those directly involved with the races) will be allowed to navigate in or out of Grand Harbour without any prior permission from the organisers or the Ports and Yachting Directorate, Transport Malta.

Established delimitation limits in Grand Harbour will be as per chart that can be found on Transport Malta’s website (www.transport.gov.mt).

Spectator vessels are to stay behind the imaginary lines BC in French Creek, DE in Dockyard Creek, FG in Kalkara Creek and HI in Rinella Bay. The RC44 participating yachts may be navigating further out than the imaginary lines AB and JK.


b. Thursday, 24th November, 2016 to Sunday, 27th November, 2016.

Fleet racing days with around 3 to 4 races per day. The races will start at 9.30 a.m. The racing area will be delineated on each day subject to the prevailing weather. The preferred route will be from Tigné Point to an area beyond St George’s Bay, St Julian’s. Each race is estimated to last until 4.00 p.m.


Mariners are to navigate with caution and to keep a sharp lookout when in the vicinity to the above-mentioned courses and positions. When sighted, the participants are to be given a wide berth. They are to obey any instructions that are issued by Valletta Port Control (Valletta VTS), AFM Patrol Vessels and Transport Malta, Enforcement Vessels in the area.

Seismic Investigation regarding Malta-Gozo Tunnel

The Ports and Yachting Directorate notifies mariners that seismic investigation will be carried out in the channels between Malta and Gozo.

Weather permitting the survey is scheduled to start on Thursday, 20th October, 2016 and is expected to be completed by Wednesday, 30th November, 2016. The vessel Midas Express will be used for these investigations.

The investigation will be carried out within the following area:

Swimming event from Il-Bajja ta’ San Tumas
to Marsaskala (Waterpolo Pitch)

The Ports and Yachting Directorate, Transport Malta notifies that a swimming event from Il-Bajja ta’ San Tumas to Marsaskala waterpolo pitch is being organised on Sunday, 16th October, 2016.

Participants will depart from Il-Bajja ta’ San Tumas (Shown as point A on chart that can be found on Transport Malta’s website (www.transport.gov.mt) at approximately 10.00 a.m. They are to swim North along the coast and finish at the waterpolo pitch in Marsaskala (shown as point B on chart that can be found on Transport Malta’s website (www.transport.gov.mt)). The swimming event is expected to take around one (1) hour.

In case of bad weather, on Sunday, 16th October, 2016, the event will be held on Sunday, 23rd October, 2016 at the same place and time.

Two (2) support vessels and five canoes will accompany the participating swimmers.

Mariners are advised to keep a sharp lookout and navigate at slow speed and keep well clear of the area during the stipulated time giving the swimmers a wide berth. They are to obey any instructions issued by Valletta Port Control (Valletta VTS).

The snorkeling trail consists of poles with informative signs attached, which will be fixed to the seabed allowing snorkelers to follow the trail. Some of these poles will be less than 1 meter below the sea surface.

The area is now delineated by the imaginary lines joining the points A, B, C, D, E, F and G on one side and H, I, J and K on the other side and the intermediate coast as shown on chart found on the Transport Malta website (www.transport.gov.mt).

 
The lines A to B and H to I are in parallel with the breakwaters while the line B, C, D, E, F and G is the northern side of the existing fairway and the line I, J and K are the Southern side of the fairway.

 
Owners of vessels that are moored or have a mooring within the area shown hatched on chart found on the Transport Malta website (www.transport.gov.mt), are to remove their crafts by Sunday, 2nd October 2016. Any vessels and moorings that are left in this area after the stipulated date will be removed at the expense of the owner. Bay due to an Emergency
Conservation Order
 
The Ports and Yachting Directorate, Transport Malta notifies that Environment and Resources Authority (ERA) is imposing entry restrictions in ir-Ramla tal-Mixquqa Bay in respect of an emergency conservation area which is of ecological and scientific importance.
 
 No vessel is allowed within the bay (unless authorised by the above mentioned authority) as shown enclosed by a red imaginary line on chart found on the Transport Malta website (www.transport.gov.mt). The restrictions will apply with immediate effect and until the 15th October, 2016. The time of daily restrictions is between dusk and dawn.
 
 
They are to comply with any instructions which may be issued by Valletta Port Control (Valletta VTS).

Rolex Middle Sea  Race 2016
 
The Ports and Yachting Directorate, Transport Malta, notifies that the Royal Malta Yacht Club will be holding the Rolex Middle Sea Race on Saturday, 22nd October, 2016.  In addition a coastal race will also be held on Wednesday, 19th October, 2016.
 
The race programme is as follows:
 
a) Wednesday, 19th October, 2016
 
The Coastal Race starts at 10.00 a.m.
 
The start is from Marsamxett Harbour, and depending on the weather conditions, will proceed either to Comino and/or Gozo or to Munxar and/or Filfa and finish at Marsamxett Harbour.
 
Mariners are requested to keep the Marsamxett fairway clear during the start of the Coastal race and to keep a sharp lookout during the remaining hours of Wednesday, 19th October, 2016.
 
b) Saturday, 22nd October, 2016
 
The Rolex Middle Sea Race starts at approximately 11.00 a.m.
 
The start is from Grand Harbour, at an imaginary line from Saint Angelo Point to the Valletta Saluting Battery mast.
 
 
The yachts shall then proceed in a North Easterly direction along the Channel in Grand Harbour where a yellow inflatable buoy will be positioned outside the Saint Elmo Breakwater, shall be left to port. (Buoy shown as 1 on charts that can be found on Transport Malta’s website (www.transport.gov.mt)).
 
The yachts shall then proceed in a North Westerly towards direction St George’s shoals towards a second yellow inflatable buoy (buoy shown as 2 on chart 2). The buoy (2) shall be left to starboard.
 
The yachts shall than proceed in a North North Easterly direction towards Sicily.
 
Mariners are advised that on Saturday, 22nd October, 2016 between 9.00 a.m. and 3.00 p.m. or such time as may be communicated by Valletta Port Control (Valletta VTS) if earlier, the Grand Harbour shall be closed for all traffic not directly related to the race. Between these times all other vessels shall be required to remain within designated areas in the inner harbour up to Ras Ħanżir, in Dockyard Creek, Kalkara Creek and Rinella Bay. (Areas are shown hatched in magenta on chart 1).
 
Mariners are to navigate with caution and to keep a sharp lookout when in the vicinity to the above-mentioned courses and positions and when sighted, give the participants a wide berth. They are to obey any instructions that are issued by Valletta Port Control (Valletta VTS), AFM Patrol Boats and Transport Malta, Enforcement Vessels that are in the area.

The Ports and Yachting Directorate, Transport Malta notifies that as part of the Mobility Week Campaign, a triathlon will be held on Saturday, 17th September, 2016.
 
The start of the swim will be from near the Ta’ Xbiex Waterpolo Pitch (point A on the chart found on the Transport Malta website (www.transport.gov.mt)) and the finish will be near the AFM Maritime base in Haywharf (point B on the chart found on the Transport Malta website (www.transport.gov.mt)) in Marsamxett Harbour.
 
Approximately 70 swimmers will depart from near Ta’ Xbiex Waterpolo Pitch (A) at about 8.00 a.m. and swim towards AFM Maritime Base in Haywharf (B) along the route indicated on chart found on the Transport Malta website (www.transport.gov.mt). The swimming event is expected to take around one (1) hour.
 
Two (2) Transport Malta, Enforcement Unit RHIBS will accompany the swimmers and there will also be a Red Cross ambulance in attendance.
 
Mariners are advised to keep a sharp lookout and navigate at slow speed and keep well clear of the area during the stipulated time giving the swimmers a wide berth. They are to obey any instructions issued by Enforcement Units and Valletta Port Control (Valletta VTS)

The filming activity will take place on both locations starting on Sunday, 18th September, 2016 at 6.00 a.m. until Monday, 19th September, 2016 at 8.00 p.m. including the overnight between the two days.
 
In view of the above mariners are informed that navigation is restricted in the said areas on the above mentioned dates and times.
 
During this activity part of the Ċirkewwa South Quay (shown in magenta on chart 3 that can be found on Transport Malta’s website (www.transport.gov.mt) will be used solely by the filming company for berthing, loading and unloading from Friday, 16th September, 2016 to Tuesday, 20th September, 2016, including the overnights in between.

The Ports and Yachting Directorate, Transport Malta notifies all mariners that the Malta Air Show - 2016 will be held between Friday, 23rd September, 2016 and Sunday, 25th September, 2016.
 
The Ports and Yachting Directorate, Transport Malta notifies that a Maritime Exclusion Zones (MEZ) will be established between Thursday, 22nd September, 2016 and Monday, 26th September, 2016.

The MEZ are delineated by the imaginary lines between the points A, B, C, D, E, F, G, H and I and the coastline, shown hatched in red on the chart found on the Transport Malta website (www.transport.gov.mt). Flashing markers, with yellow/red flags, will be placed in positions B, C, D, E, F, G and H.

The Ports and Yachting Directorate, Transport Malta, notifies that the Mosta Scout Group will be holding a Camp-A-Float at Daħlet il-Fekruna - Il-Bajja ta’ San Pawl.
 
The Camp-A-Float consists of a man made raft complete with a tent on board.
 
Weather permitting the raft will be moored at Daħlet il-Fekruna - Il-Bajja ta’ San Pawl as indicated in position “A”, on chart 1 as shown on the Transport Malta website (www.transport.gov.mt) between Thursday, 8th September, 2016 at 8.00 a.m. and Sunday, 11th September, 2016 at 2.00 p.m.
 
 
In case of bad weather conditions this event will take place at Ir-Ramla tat-Torri, Armier as indicated in position “B”, on chart 2 as shown on the Transport Malta website (www.transport.gov.mt) on the same dates and time.
 
All vessels navigating within the bay are requested to keep a sharp lookout, navigate with caution and at slow speed, and give the raft a wide berth.

Fireworks Displays from Pontoons Moored
in St Julians Bay

The Ports and Yachting Directorate, Transport Malta notifies that fireworks displays in connection with the feast of St Julian will be let off from 4 pontoons moored in St Julians Bay. The pontoons will be moored in position (as shown on the chart found on Transport Malta’s website (www.transport.gov.mt) on Saturday, 27th August, 2016.

The fireworks display will take place on Saturday, 27th August 2016, between 9.45 p.m. and 11.45 p.m.

The pontoons will be removed from position as soon as the fireworks display has finished.

All vessels and bathers are warned to keep well clear and maintain a safe distance of not less than 60 metres from the pontoons during the above-mentioned displays.  Mariners are to note the above and navigate with particular caution as the pontoons will remain moored in position during the night.

Speed Restrictions Around the Maltese Islands

The Ports and Yachting Directorate, Transport Malta would like to remind mariners regarding the obligation to proceed at all times at a safe speed and comply with specific speed restrictions around the Maltese Islands.
 
In addition to permanent speed limit buoys several areas are delineated by yellow special mark buoys which are placed seasonally between June and October. Such buoys are charted on the Navigation Charts.

 Mariners are requested to navigate with caution, keep a sharp lookout and navigate at slow speed when approaching any bay or part of the coast.

 Speed restrictions are to be complied with at all times.

Further to Local Notice to Mariners No. 8 of 2016       
Regarding - Turtle, Dolphin/Whale and Jellyfish
Study by the University of Malta

The Ports and Yachting Directorate, Transport Malta notifies that further to Local Notice to Mariners No. 8 of 2016, the Department of Biology of the University of Malta is also conducting research studies on Alien fish (which might be poisonous) observed or caught within the 25 NM round the Maltese islands.

Mariners are requested to cooperate and support the research by reporting sightings as follows:

Turtle, Dolphins/Whales and any Alien fish within 25 NM to Dr Adriana Vella email (adriana.vella@um.edu.mt), or sms (+356 9942 9592)

The participation of mariners in such an initiative is necessary to ensure regular monitoring of Maltese waters to devise an early warning system for bathers and assist in Mediterranean wide marine conservation research.

Malta-Gozo-Malta Open Sea Swimming Challenge Saturday, 27th August, 2016

The Ports and Yachting Directorate, Transport Malta notifies mariners that the Birkirkara St Joseph Sports Club will be organising a Malta-Gozo-Malta Open Water Swimming Challenge on Saturday, 27th August, 2016.

This event will start from Marfa Bay (Ir-Ramla tal-Bir), Malta point A at 6.30 a.m. and will proceed across the East side of the Comino Channels towards il-Blata tal-Ħalfa (near Ras il-Qala) in Gozo point B and back towards Marfa Bay, Malta point A, as shown on chart shown on the Transport Malta website (www.transport.gov.mt).  A time limit of five (5) hours and fifteen (15) minutes has been set by the Organising Board. Any swimmers remaining in the water after 11.45 a.m. will be asked to abandon the race.
All participating swimmers will be accompanied by a support vessel. Ambulance Teams from the Malta Red Cross will be in attendance.

Mariners are advised to keep a sharp lookout, keep clear of the area during the stipulated time and give the swimmers a wide berth.

The Ports and Yachting Directorate, Transport Malta notifies Mariners that fireworks will be let off from the foreshore of Manoel Island in Sliema Creek, centered in Position:

On Tuesday, 16th August, 2016 from 9.00 a.m. till 9.10 a.m., from noon till 12.10 p.m. and from 7.15 p.m. till 8.00 p.m. 

On Friday, 19th August, 2016 from 9.00 a.m. till 9.10 a.m., from noon till 12.10 p.m. and from 10.15 p.m. till 11.00 p.m.
 

On Saturday, 20th August, 2016 from 9.00 a.m. till 9.30 a.m., from noon till 12.20 p.m., from 6.00 p.m. till 7.00 p.m. and from 9.30 p.m. till 11.30 p.m.

On Sunday, 21st August, 2016 from 9.00 a.m. till 9.10 a.m., from noon till 12.10 p.m., from  7.30 p.m. till 8.30 p.m. and from 9.00 p.m. till 11.00 p.m. 

In view of the above, mariners are informed that navigation within 200 meters from the above position in Marsamxett Harbour will be prohibited during the time of fireworks. All craft moored within the indicated area (as shown on the chart that can be found on Transport Malta’s website (www.transport.gov.mt), are to be removed on the above-mentioned dates and times of the fireworks displays.
Further to the above, ground fireworks will be held at the Strand, Sliema on Saturday, 20th August, 2016 between 11.00 p.m. and midnight. Vessels in the vicinity and within 20 meters off these ground fireworks, shown as Area B on chart that can be found on Transport Malta’s website (www.transport.gov.mt), are to be removed.

Mariners are to obey directives issued by the Valletta Port Control (Valletta VTS), and by Police in the area.

Filming at Different Localities in Gozo

The Ports and Yachting Directorate, Transport Malta, notifies all mariners and vessel operators that filming activities will take place at Ras il-Ħobż, Dwejra and Il-Reqqa in Gozo.

The filming activity will take place on Thursday, 11th August, 2016 and Friday, 12th August, 2016, starting at sunrise (approximately 7.30 a.m.) and finishing at sunset (approximately 7.30 p.m.) on both days. In case of any technical problems or due to very bad weather the activity will take place on Wednesday, 10th August, 2016 and Saturday, 13th August 2016 at the same times.

The exact position will be determined on the day depending on tests done and weather conditions but the area will be cordoned off using the following support vessels S-11621 and S-20423.

In view of the above mariners navigating in the indicated areas during filming are requested to keep a sharp look out, give a wide berth of 50m and to slow down while passing nearby to minimise the wake. Mariners and vessel operators are to keep watch on VHF Channel 12 and cooperate with the crew, in the above mentioned vessels. They are to comply with instructions issued by VTS (Valletta Port Control).

Local Notice to Mariners No. 57 of 2016

8th September Regatta in
Valletta Grand Harbour

The Ports and Yachting Directorate, Transport Malta, notifies that the 8 September Regatta will be held in Grand Harbour. Sinkers and marker buoys will be laid as follows:

1. On Wednesday, 7th September, 2016, three sinkers with yellow flashing marker buoys will be laid in the following positions:

A sinker only will be placed in mid channel between Laboratory Wharf and Deep Water Quay in the following position:

2. On Thursday, 8th September, 2016 as from 8.00 a.m., wire ropes with floats will be laid in the following positions:


(i) from buoy (A) off St Angelo Point to buoy (B) near Senglea Point.

(ii)  from buoy (B) near Senglea Point to point (C) Senglea Point opposite the entrance to French Creek;

(iii) from buoy (A) to a point ashore beneath Lascaris Bastion (E), position:

(iv) from approximately the South West corner at Ras Ħanżir II (F) (bollard 12) to bollard 22 at Deep Water Quay (G), as shown on chart shown on the Transport Malta website (www.transport.gov.mt).

(v) a buoy will also be place at (D) above to support the starting line

3. The wire ropes, floats and buoys mentioned in 2 above will be removed on the completion of the Regatta at approximately 6.30 p.m. on Thursday, 8th September, 2016.

4. The sinkers and marker buoys mentioned in 1 above will then be removed on Friday, 9th September, 2016.

Masters of all vessels are notified that on Thursday 8th September, 2016 between 9.00 a.m. and about 7.30 p.m., incoming vessels will not be allowed to proceed to any berth South West of a line joining Lascaris and Fort St Angelo Flagstaff.  Small vessels in “The Marsa” sea area will not be allowed to proceed beyond the starting line indicated in 2(iv) above after 9.00 a.m. No vessel will be allowed near the finishing line except those involved in the races. No movements of vessels will be allowed inside Grand Harbour, except by special permission. All vessels are to keep a minimum distance of 5 metres away from the lines and floats mentioned in 2(i), 2(ii), 2(iii) and 2(iv).

Masters of all vessels are also warned that the wire ropes and floats may cause a physical obstruction and consequently they are to navigate with caution. Caution is also to be exercised when in the vicinity of such wire ropes and floats when these are being laid or removed. Mariners are instructed to comply with any instructions issued by Transport Malta, the Police, and Armed Forces of Malta patrolling the area and by Valletta VTS (Valletta Port Control).

Local Notice to Mariners No. 55 of 2016
 
Transportation of Statue from Marsaxlokk to Birżebbuġa by vessel
 
 The Ports and Yachting Directorate, Transport Malta, would like to notify mariners that the statue of Saint Peter will be loaded on a vessel at Marsaxlokk and transported from there to Birzebbuġa on Friday, 5th August, 2016.
 
 The programme is as follows:
 
At 7.00 p.m. vessels are to gather at St George’s Bay – Birżebbuġa, and sail towards Marsaxlokk.
At 7.15 p.m. the statue will be placed on a vessel at Marsaxlokk (point A on chart shown on the Transport Malta website (www.transport.gov.mt)) and the vessel will sail towards Birzebbuġa. Near San Luċjan tower they will meet the vessels that left from Birżebbuġa and navigate together towards Pretty Bay - Birżebbuġa.
 
At 8.10 p.m. they will arrive at the quay at Pretty Bay - Birżebbuġa (point B on chart shown on the Transport Malta website (www.transport.gov.mt)) where the statue will be unloaded from the vessel.
 
Mariners are to navigate with caution at slow speed and to keep a sharp lookout when in the vicinity to the above-mentioned event and when sighted they are to give the participants a wide berth. They are to obey any instructions that are issued by Marsaxlokk Port Control (Marsaxlokk VTS) and the organisers

Filming at Ċirkewwa South Quay
 
The Ports and Yachting Directorate, Transport Malta notifies all mariners, owners of vessels and divers, that filming activities will take place at Ċirkewwa South Quay shown hatched red on the chart shown on Transport Malta website (www.transport.gov.mt) between Sunday, 31st July, 2016 and Sunday, 11th September, 2016 on the days listed below.

from Sunday, 7th August, 2016 to Thursday, 11th August, 2016,
 
from Saturday, 13th August, 2016 to Wednesday, 17th August, 2016,

from Thursday, 1st September, 2016 to Monday, 5th September, 2016 and
 
from Wednesday, 7th September, 2016 to Sunday, 11th September, 2016.
 
All mariners, owners of vessels and divers are advised that entry to the area shown hatched in red and bound by the points A, B, C and D is prohibited on the above listed days.
 
Mariners are to comply with instructions issued by Valletta Port Control (VTS), Police and Transport Malta Enforcement Officers.

Local Notice to Mariners No. 54 of 2016
 
Swimming event around Comino
 
The Ports and Yachting Directorate, Transport Malta notifies that a swimming event around Comino is being organised on Monday, 8th August, 2016.
 
Participants will depart from the area known as ‘il-Matz’, Comino, shown as point A on the chart found on Transport Malta’s website (www.transport.gov.mt) at approximately 7.30 a.m. They are to swim around Comino in a clockwise direction as shown on the chart found on Transport Malta’s website (www.transport.gov.mt). The swimming event is expected to take around four (4) hours and thirty (30) minutes, weather permitting.
 
Support vessel MY CHIKO will accompany the participating swimmers.
 
Mariners are advised to keep a sharp lookout and navigate at slow speed and keep well clear of the area during the stipulated time giving the swimmers a wide berth. They are to obey any instructions issued by Valletta Port Control (Valletta VTS).

Notice To Mariners No. 24 of 2016

AFM Maritime Training with Dutch Navy Vessel HNLMS TROMP

Mariners are informed that the Armed Forces of Malta (AFM), Maritime Squadron will be carrying out maritime training within Maltese Territorial Waters with the Dutch Naval Vessel HNLMS TROMP.

The exercise will be held within a circular area of 3 Nautical Mile Radius, centered on:

The exact location will be determined on the day depending on the weather conditions.

The exercise will be held between Thursday, 28th July, 2016 at noon (10.00 a.m. - UTC) and Friday, 29th July, 2016 at 9.00 p.m, (7.00 p.m. - UTC).

 In view of the above mariners are advised to give the exercise area a wide berth and comply with any instructions given by AFM patrol craft in the area.

Fireworks Displays from a Pontoon Moored
in the middle of St Julians Bay

The Ports and Yachting Directorate, Transport Malta notifies that fireworks displays in connection with the feast of Balluta will be let off from a barge moored in the middle of St Julians Bay. The pontoon will be moored in position “X” shown on the chart on Transport Malta’s website (www.transport.gov.mt) on Friday, 29th July 2016 in the morning and will be removed on Monday, 1st August, 2016.

Sunday, 31st July, 2016 from 7.00 p.m. till 11.00 p.m.

All vessels and bathers are warned to keep well clear and maintain a safe distance of not less than 60 metres from the Pontoon during the above-mentioned days. 
Mariners are to note the above and proceed with particular caution at a slow speed on the given days.
  

The Pontoon will remain moored in position during the night.

The Ports and Yachting Directorate, Transport Malta, will not be held responsible or liable in any manner whatsoever for any damages or expenses incurred by any person as a consequence of these fireworks’ displays, including for failing to abide and comply with the above directions.

Local Notice to Mariners No. 47 of 2016

Swimming event from Smart City, Kalkara
 to Marsaskala (Waterpolo Pitch)

The Ports and Yachting Directorate, Transport Malta notifies that a swimming event from Kalkara to Marsaskala is being organised on Sunday, 31st July, 2016.

Participants will depart from the car park at Smart City, Kalkara (Shown as point A on the chart that can be found on Transport Malta’s website (www.transport.gov.mt)) at approximately 8.00 a.m. They are to swim Southeast and finish at the waterpolo pitch at Marsaskala (Shown as point B on chart). The swimming event is expected to take around two and a half (2.5) hours.

In case of bad weather, on Sunday, 31st July, 2016, the event will be held on Sunday, 14th August, 2016 at the same place and time.

A support vessel and five canoes will accompany the participating swimmers.

Mariners are advised to keep a sharp lookout and navigate at slow speed and keep well clear of the area during the stipulated time giving the swimmers a wide berth. They are to obey any instructions issued by Valletta Port Control (Valletta VTS).
