Construction of Slipway at Vittoriosa near Regatta Club
 
The Ports and Yachting Directorate, Transport Malta, notifies mariners that the construction of a slipway near the Vittoriosa Regatta Club, Vittoriosa, will start with immediate effect.
 
These works will be carried out in the area as shown on the chart on Transport Malta website (www.transport.gov.mt).
 
The works will be carried out from land with the assistance of divers.
 
In view of these works any vessels berthed within 20m from the indicated position are to be removed. Furthermore mariners and operators of vessels are advised to keep a sharp lookout, proceed at very slow speed and give the above area a wide berth of at least 50 metres.
 
Instructions given by Valletta Port Control (Valletta VTS) on VHF Channel 12 are to be complied with.

Seismic Survey Offshore Malta
 
The Ports and Yachting Directorate notifies mariners that a seismic survey will be carried out offshore Malta by the seismic vessel M/V Artemis Atlantic with the vessel M/V Fairline Surveyor in attendance.
 
Weather permitting the survey is scheduled to start on Wednesday, 26th March, 2014 for a period of approximately 20 days.
 
The survey will be carried out in the following area:

The seismic vessel will be towing a single 4.5 nautical mile cable and will be restricted in her ability to manoeuvre.
 
Mariners are instructed to navigate with caution when in the vicinity of the above mentioned area and give a wide berth and observe a 6 nautical mile restricted zone which will be implemented around the seismic vessel Artemis Atlantic which is also required to allow the vessel to manoeuvre into the area.
 
Any further information which may be required may be obtained by contacting any of the two vessels during the time of survey.

AFM  Vessel Boarding Exercise on MV Ta’ Pinu
 
The Ports and Yachting Directorate, Transport Malta, notifies mariners that the Armed Forces of Malta will conduct a vessel boarding exercise on the Gozo Channel ferry MV Ta’ Pinu. Weather permitting the boarding exercise will take place on Thursday, 27th March, 2014, between 8.45 a.m. and and 11.00 a.m. while this vessel is underway to Marsamxett Harbour. The exercise area is planned to take place when this vessel is approximately one Nautical Mile away from Santa Marija Bay, Comino.
 
In view of the above mariners and operators of vessels are advised to keep a sharp lookout, proceed at very slow speed and give the above area a wide berth of at least 200 metres.
 
Instructions given by Valletta Port Control (Valletta VTS) on VHF Channel 12 are to be complied with.

Remote Control Sailing event in Mellieħa Bay - 27th March 2014 to 1st April 2014
 
The Ports and Yachting Directorate, Transport Malta notifies mariners that the Malta Model Boat Association (MMBA) will be organizing remote control sailing races in Mellieħa Bay. The sailing races which will include 1 meter long sailing boats will be held off the Mellieħa Bay Hotel between Thursday, 27th March, 2014 and Tuesday, 1st April 2014.
 
These races shall be held between 9.00 a.m. and 5.00 p.m. (local time) on all days.
 
The races will take place in the selected sailing area shown on the chart found on Transport Malta’s website (http://www.transport.gov.mt/).
 
Masters of all vessels not directly involved in this Sailing Regatta are requested to keep clear of the racing area and observe any instructions that may be given by the event organisers’ safety vessels and by Valletta Port Control (VTS).

31st March Regatta in Grand Harbour - Valletta
 
The Ports and Yachting Directorate, Transport Malta notifies that the 31st March Regatta will be held in Grand Harbour. Sinkers and marker buoys will be laid as follows:
 
1. On Friday, 29th March 2014, 3 sinkers with marker buoys will be laid in the following positions:

3b. The sinkers and marker buoys mentioned in 1 above will then be removed on Tuesday, 1st April, 2014.
 
Masters of all vessels are notified that on the 31st March, 2014 between 8.00 a.m. and about 6.00 p.m., incoming vessels will not be allowed to proceed to any berth South West of a line joining Lascaris and Fort St Angelo Flagstaff.  Small craft in “The Marsa” will not be allowed to proceed beyond the starting line indicated in (2d) above after 8.00 a.m. No vessel will be allowed near the finishing line except those involved in the races. No movements of vessels will be allowed inside Grand Harbour, except by special permission.
Masters of all vessels are also warned that the wire ropes and floats may cause a physical obstruction and consequently they are to navigate with extreme caution. Caution is also to be exercised when in the vicinity of such wire ropes and floats when these are being laid or removed. Mariners are instructed to comply with any instructions issued by the Police and Armed Forces of Malta patrolling the area and by Valletta VTS (Valletta Port Control).

Mariners are informed that the Armed Forces of Malta (AFM), Maritime Squadron will be carrying out a live firing exercise at sea.
 
The exercise will be held within a circular area of 8 Nautical Mile Radius, centered on:

Firing Practice at Pembroke Ranges
 
The Ports and Yachting Directorate, Transport Malta notifies that further to Notice to Mariners No. 3 of 2013, the Armed Forces of Malta will carry out Live Firing Practice at the Pembroke Ranges, between 7.00 a.m. and 6.30 p.m. local time till Friday, 14th March, 2014.
               
During the Live Firing Practice Red Flags (approximate size 2.5m x 2m) will be flown from the shore limits.  Mariners are warned to keep as a minimum 4 nautical miles off the coast when the flags are sighted.
 
Mariners are to note that the extended exercise times will apply only for the above mentioned week. Moreover, they must obey instructions issued by the Valletta Port Control (VTS).

Mariners are informed that the Armed Forces of Malta (AFM), Maritime Squadron will be carrying out maritime training within Maltese Territorial Waters with the Dutch Naval Vessel HNLMS Eversten.

The exercise will be held within a circular area of 3 Nautical Mile Radius, centered on:

Local Notice to Mariners No. 3 of 2014
 
Turtles, Dolphins/Whales and Jellyfish  Study by the University of Malta
 
The Ports and Yachting Directorate, Transport Malta notifies that the Department of Biology of the University of Malta is conducting research studies on marine biodiversity within the Central Mediterranean Region around the Maltese Islands (from coastal to offshore) in respect of:
 
1) Turtle, dolphin and whale sightings.
2) Jellyfish blooms sightings.
 
Mariners are requested to cooperate and support the research by reporting sightings as follows:
 
1) Turtle, dolphins and whales, Dr Adriana Vella, email (adriana.vella@um.edu.mt) , or sms (+356 9942 9592).
 
2) Jellyfish blooms may also be forwarded to the email: (JellyWatchMalta@gmail.com).
 
The information for each sighting should include:
 
a) date and time of observation;
b) number of turtles, dolphins/whales/jellyfish;
c) location (GPS coordinates if offshore);
d) photos when possible;
 
Photos of sightings are appreciated when these are possible and in particular should be taken in the case of strange looking jellyfish. CIESM colourful posters identifying jellyfish types may be requested by emailing to (JellyWatchMalta@gmail.com).
 
The participation of mariners in such an initiative is necessary to ensure regular monitoring of Maltese waters to devise an early warning system for bathers and assist in Mediterranean wide marine conservation research.

Cable Laying Operations between Malta and Sicily
 
The Ports and Yachting Directorate, Transport Malta notifies Mariners that the cable laying vessel “Skagerrak” will be laying the interconnector cable between Malta and Sicily on behalf of Enemalta Corporation.
 
Weather permitting there will be a pre-laying survey following the positions of imaginary line between 16th December, 2013 and 24th December, 2013 as indicated below.
The Cable Laying Vessel will berth off Qalet Marku – Malta and the cable will be pulled ashore between 28th December, 2013 and 31st December, 2013. Barges and workboats will assist in this operation. The Cable Laying Vessel is expected to lay the first 50Km of cable by 7th January, 2014.

 Chart Correction With reference to BA Chart 177 – Valletta Harbours, the Ports and Yachting Directorate, Transport Malta notifies mariners that a tug boat has been scuttled off “Il-Ponta ta’ San Ġiljan” (St. Julian’s Point). Mariners are to make the following chart correction. a) Insert wreck symbol in position:             Latitude (N)                 Longitude (E)             35º 55’.228                  14º 29’.927 b) Insert depth of 10.7m (Chart Datum) over the wreck. c) Insert IALA Special Mark Buoy (conical) Flashing Yellow, close east of “A” above. Mariners are to note that sport diving will be carried out in the vicinity of this wreck and a wide berth of 100m radius from the above position is requested.  The buoy is presently UNLIT.  Charts affected: BA Chart 177, 2538, 2537, 194 Position is in WGS 84 Datum.            28th June, 2013
