Life+Baħar Project-ROV Surveys- Inshore Malta- 2016
 
The Ports and Yachting Directorate notifies mariners that marine surveys will be carried out with the use of a remotely operated vehicle (ROV). These surveys will be carried out within the polygons A, B, C, D, E, F, G, H and the intermediate coastline as shown on the Transport Malta website (www.transport.gov.mt) by the vessel Ranger.

Weather permitting the surveys are scheduled to start on 26th May, 2016 and are expected to be completed by 15th August, 2016. The exact areas of operation depend on the weather conditions and cannot be identified at this stage. The first area being started is within polygon F.
 
Since the vessel will be towing an ROV, it will be restricted in her ability to manoeuvre.
 
Mariners are instructed to navigate with caution when the above mentioned vessel is sighted and give a wide berth and observe a 1 nautical mile radius restricted zone which will be implemented around the catamaran vessel Ranger.
 
Further information will be made available through Malta VTS and Valletta Port Control (Valletta VTS) as the survey progresses.

TRANSPORT MALTA

Local Notice to Mariners No. 23 of 2016

Maintenance works on Saint Elmo Breakwater Bridge,
 Grand Harbour - Valletta

The Ports and Yachting Directorate, Transport Malta notifies mariners that with immediate effect and until end of June 2016, maintenance works will be carried out on the bridge leading to the St Elmo Breakwater.

These maintenance works include removal and replacing of decking, sanding and painting of the bridge.

In order to carry out these works, a temporary suspended scaffolding will be installed below the bridge.

Masters and vessel operators are instructed that with immediate effect they are not to navigate below the above mentioned bridge due to the possibility of falling objects and the temporary installation of scaffolding.

Masters of all vessels are also advised to keep a constant watch on channel 12 for any new information which will be advised by Valletta Port Control (Valletta VTS).

Local Notice to Mariners No. 24 of 2016

Removal of Vessels and Moorings at Id-Daħla tal-Pietà
 
The Ports and Yachting Directorate, Transport Malta, notifies mariners and owners of vessels that a survey is going to be carried out at Id-Daħla tal-Pietà in the area shown in the chart found on Transport Malta’s website (www.transport.gov.mt).

Hence owners of vessels that are moored or have a mooring within the area bounded by the imaginary line A, B, C, D and the intermediate coastline are to remove these vessels and moorings by Sunday, 29th May, 2016. Any vessels and moorings that are left in this area after the stipulated date will be removed. No liability whatsoever will be accepted by the authority for any damage that may be caused while removing the said vessels and moorings.

Furthermore, mariners are reminded that it is prohibited to lay any moorings and ground tackle without the prior permission of the Authority and that approaches to marine terminals maneuvering areas and fairways are to be kept clear at all times. 

Failure to comply with the above directions may be subject to legal proceedings.

Extended Hours of Firing Practice
at Pembroke Ranges
 
The Ports and Yachting Directorate, Transport Malta notifies that further to Notice to Mariners No. 2 of 2015, the Armed Forces of Malta will carry out Live Firing Practice with extended hours between 6.00 p.m. and 11.00 p.m. local time on the following days at the Pembroke Ranges.
 
On Wednesday, 1st June, 2016 and
On Thursday, 23rd June, 2016
 
The exercise area is delineated by sector ABC.

Local Notice to Mariners No. 22 of 2016
 
Zones Reserved for Swimmers
 
The Ports and Yachting Directorate, Transport Malta notifies the general public, mariners and owners of vessels regarding the following restrictions in respect of designated zones reserved for swimmers.
 
These restrictions shall be in place from the date indicated for each area and until 30th September, 2016.
 
Mariners and owners of vessels moored within the zones reserved for swimmers are requested to remove their vessels and mooring buoys immediately. Any vessels and mooring buoys left in these areas after the 7th June, 2016 will be removed. No liability whatsoever will be borne by Transport Malta for any damage to vessels or any damage/loss of mooring buoys and ground tackle that are left in these areas.
 
The zones reserved for swimmers will be indicated by coloured marker buoys and ropes. The ropes may be kept afloat by marker floats in location up to 2 weeks after the above mentioned dates.
 
Several bays have access to the beach through launching lanes which will also be marked by floats. Vessels shall only enter through these lanes. No vessel is to be moored inside or approaches to the entrance of these lanes as indicated on the charts shown on Transport Malta website (www.transport.gov.mt) unless authorised by Transport Malta. Such lanes shall be used solely for embarking and disembarking of passengers and by commercial and water sports vessel operators.
 
No vessels or objects which may endanger the safety of bathers, including any type of fishing gear/implements, shall be used within a swimmers’ zone (this applies also to Local Notice to Mariners No. 15 of 2016).

Prohibited Use of Illegal and Unsafe Landing Places
in Blue Lagoon, Comino

The Ports and Yachting Directorate, Transport Malta, notifies all mariners, masters, crew, and operators of all commercial and recreational vessels that the two (2) recently constructed landing places in Blue Lagoon, Comino, as indicated in the site plan in the Transport Malta website (www.transport.gov.mt), have been declared as illegal and unsafe and are currently subject to enforcement action by the Planning Authority.

In view of the above, no person is allowed to use these two (2) landing places; and no vessel is permitted to berth/moor therewith or to embark or disembark passengers or load or unload goods at any time during operations and navigation. 

Failure to comply with the above will result in enforcement and legal action, including the immediate suspension of certificates and licenses.

This notice is issued in terms of the Berthing Regulations (S.L. 10.30).

On Saturday, 14th May, 2016 from 9.00 a.m. till 9.30 a.m., from noon till 12.10 p.m., from 6.00 p.m. till 6.30 p.m. and from 10.00 p.m. till 11.30 p.m.
 
On Sunday, 15th May 2016 from 9.00 a.m. till 9.30 a.m., from noon till 12.10 p.m., from 7.30 p.m. till 8.30 p.m. and from 9.30 p.m. till 10.15 p.m.
 
In view of the above, mariners are informed that navigation within 200 meters from the above position A in Marsamxett Harbour will be prohibited during the time of fireworks. All craft moored within the indicated area (as shown on the chart that can be found on Transport Malta’s website (www.transport.gov.mt) are to be removed on the above-mentioned dates and times of the fireworks displays. The Ports and Yachting Directorate, Transport Malta, will not be held responsible or liable in any manner whatsoever for any damages or expenses incurred by any person as a consequence of these fireworks’ displays, including for failing to abide and comply with the above directions.

The Ports and Yachting Directorate, Transport Malta notifies mariners and operators of vessels that filming activities will take place in Rinella - Malta Film Studios on Monday, 9th and Tuesday 10th May, 2016.

In view of the above a clear horizon is required for filming purposes.

Mariners navigating in the indicated area on the mentioned dates are requested to keep watch on VHF Channel 12 and cooperate with the crew and police craft in the area. They are to comply with instructions issued by Valletta Port Control (Valletta VTS).

Fireworks Displays at Pietà Creek
in Marsamxett Harbour

The Ports and Yachting Directorate, Transport Malta notifies that firework displays and a hanging waterfall display, placed across the creek, will be let off from the following areas:

1) Ro Ro berth of Gozo Ferry at Hay wharf

2) From floating rafts near the Boathouse

The above sites are indicated in the website of Transport Malta (www.transport.gov.mt).

These firework displays will take place between Saturday, 4th June, 2016 at 9.00 p.m. and Sunday, 5th June, 2016 at 1.00 a.m.

During this day the use of the slipway next to the boathouse will be restricted.
  
All masters of vessels berthed at Pietà Creek are warned to remove their vessels from the above sites, keep well clear and maintain a safe distance of not less than 100 metres, during the above-mentioned displays. Mariners are to note the above and navigate with caution and slow speed.

AFM Maritime Training with Dutch and Belgian Special Operations Naval Forces

Mariners are informed that till Saturday, 21st May 2016, the Armed Forces of Malta will be hosting a combined military exercise composed of AFM, Dutch and Belgian Special Operations Naval Forces which will be carried out on Maltese territory extending to national territorial waters.

This exercise called TROJAN FOOT PRINT, will consist of practicing drills on/from various beaches by night in the northern part of Malta and also Gozo.

In view of the above, mariners are advised to navigate with caution while in proximity of AFM, Dutch and Belgian FRISCS during the period of the exercise.

Mariners are advised to keep a good lookout and navigate with caution and at slow speed in the North Comino Channel at Blue Lagoon and Santa Maria Bay.  They are also reminded that it is prohibited to secure/moor any vessel to any of the marker buoys, swimmers’ zone delineation markers and related gear belonging to Transport Malta.

Malta International Fireworks Festival 2016
Fireworks Display in Grand Harbour

 The Ports and Yachting Directorate, Transport Malta, notifies mariners that a fireworks display will be held in Grand Harbour on Saturday, 30th April, 2016.

Fireworks will be let off from a barge and pontoons placed off Bighi Point. The Barge will be placed in position, on Saturday, 30th April, 2016 between 8.30 a.m. and 10.30 a.m., and will be removed when the display finishes. Two (2) sinkers with lit marker buoys will be placed in positions Y and Z on Saturday, 30th April, 2016 between 9.30 a.m. and noon and removed during the night, while the pontoons will then be placed between Y and Z on Saturday, 30th April, 2016 between noon and 5.30 p.m. They will be removed immediately after the displays. A copy of part of BA Chart 177 showing arrangements of barge and pontoons, can be found on the Transport Malta website (www.transport.gov.mt).

 In view of the above, mariners are informed that part of Grand Harbour as shown on the chart on the Transport Malta website (www.transport.gov.mt) will be closed to all vessels as follows:

Saturday, 30th April 2016 from 4.15 p.m. till 10.45 p.m.

Imaginary lines bind the restricted area between the points A - B, C - D, E - F and G - H as shown on the chart on the  Transport Malta website (www.transport.gov.mt). The barge and pontoons are to be given a wide berth at all times.

 The fireworks barge will be loaded at the quay in “Id-Daħla ta’  Rinella” and moved back at the end of the display. In view of this and in the interest of safety and for the safety of navigation of this barge out of and in to “Id-Daħla ta’ Rinella”, no vessel is to be anchored in “Id-Dahla ta’ Rinella” between the imaginary line E - F and the intermediate coastline on Saturday, 30th April, 2016.

 During the event shipping movements in Grand Harbour will be restricted. No vessel will be allowed within the restricted area, except by arrangement through the Organising Committee. Authorised craft are to give the display barge a wide berth of at least 200m at all times. No movements whatsoever will be allowed during the actual displays.

Mariners are to comply with instructions and directions issued by Valletta Port Control (Valletta VTS) on VHF Channel 12, Police, patrol boats and Transport Malta Enforcement that will be in the area.

The Ports and Yachting Directorate, Transport Malta notifies Mariners that in connection with the Pageant of the Seas which is to be held in Grand Harbour on the 7th June, 2016, there will be a trial carried out in the Grand Harbour on the 26th April, 2016.

In view of this trial, navigation in Valletta Grand Harbour will be restricted all through the day of the 26th April, 2016.

Mariners are to note the above and contact Valletta Port Control (Valletta VTS) for instructions prior to any navigation in or out of Grand Harbour on this date. Any instructions issued by Valletta Port Control (Valletta VTS) and the Maritime Security Enforcement Unit of Transport Malta are to be complied with.

– Sunday 24 April 2016

The Ports and Yachting Directorate, Transport Malta notifies that further to Notice to Mariners No. 2 of 2015, the Armed Forces of Malta will carry out Live Firing Practice on Sunday, 24th April 2016 at the Pembroke Ranges, between 7.00 a.m. and 2.00 p.m. local time.

Sailing Regatta at Marsaxlokk Bay,
9th April 2016 and 10th April 2016

The Ports and Yachting Directorate, Transport Malta notifies mariners that the Birzebbuġa Sailing Club shall be holding the Malta Annual Spring Regatta for dinghies on Saturday, 9th April 2016 and Sunday, 10th April, 2016.

Races shall be held between 10.30 a.m. and 5.00 p.m. (local time) on both days.
Class races shall be held over two (2) adjacent upwind/downwind courses, centered in the selected sailing area depending on the weather conditions at the time.  The diagram showing areas A, B, C, D and E can be found in the Transport Malta’s website (www.transport.gov.mt).

The courses shall be defined by inflatable marks of about 1.5 meters high around which the competitors shall have to sail.

Masters of all craft not directly involved in this Sailing Regatta are asked to keep clear of the racing area, especially at each of the turning marks and observe any instructions that may be given by the Race Organisers safety craft and by Marsaxlokk Port Control (VTS).

X-Terra Malta Triathlon – 2016
Il-Bajja tal-Mixquqa (Golden Bay), Malta

The Ports and Yachting Directorate, Transport Malta would like to notify mariners that Hellfire Events will be organising a triathlon event at il-Bajja tal-Mixquqa (Golden Sands)  on Sunday, 3rd April, 2016. Part of this event consists of a swim from point A on shore to points B and C and back as per chart found on Transport Malta’s website (www.transport.gov.mt)

 The swim shall be held between 9.15 a.m. and 10.15 a.m. (Local time).

In view of the above, mariners are advised to proceed at slow speed, to keep a sharp lookout and navigate clear of the above mentioned area during the said time.

The Ports and Yachting Directorate, Transport Malta, notifies mariners that with immediate effect a restricted area for commercial vessels of twelve (12) metres in length overall and over, is being established in St George’s Bay, St Julian’s.

The restricted area is delineated by the imaginary line AB (on the shore on either side of the bay) and the sea area South West of the line.

Turtles, Dolphins/Whales and Jellyfish Study by the University of Malta

The Ports and Yachting Directorate, Transport Malta notifies that the Department of Biology of the University of Malta is conducting research studies on marine biodiversity within the Central Mediterranean Region around the Maltese Islands (from coastal to offshore) in respect of:

1) Turtle, Dolphin and Whale sightings.
2) Jellyfish Blooms sightings.

 Mariners are requested to cooperate and support the research by reporting sightings as follows:
1) Turtle, Dolphins and Whales Dr Adriana Vella, email (adriana.vella@um.edu.mt), or sms (+356 9942 9592)

2) Jellyfish Blooms may also be forwarded to the email: (JellyWatchMalta@gmail.com).

The information for each sighting should include:

a) date and time of observation;
b) number of turtles, dolphins/whales/jellyfish;
c) location (GPS coordinates if offshore);
d) photos when possible;

Photos of sightings are appreciated when these are possible and in particular should be taken in the case of strange looking jellyfish. CIESM colourful posters identifying jellyfish types may be requested by emailing to (JellyWatchMalta@gmail.com).

The participation of mariners in such an initiative is necessary to ensure regular monitoring of Maltese waters to devise an early warning system for bathers and assist in Mediterranean wide marine conservation research.

The exercise will be held within a circular area of 3 Nautical Mile Radius, centered on:

The Ports and Yachting Directorate, Transport Malta notifies that the 31st March Regatta will be held in Grand Harbour. Sinkers and marker buoys will be laid as follows:

 
1. On Wednesday, 30th March, 2016, 3 sinkers with marker buoys will be laid in the following positions:

3b. The sinkers and marker buoys mentioned in 1 above will then be removed on Friday, 1st April, 2016.

 
Masters of all vessels are notified that on Thursday, 31st March, 2016 between 8.00 a.m. and about 6.00 p.m., incoming vessels will not be allowed to proceed to any berth South West of a line joining Lascaris and Fort St Angelo Flagstaff.  Small vessels in “The Marsa” will not be allowed to proceed beyond the starting line indicated in (2d) above after 8.00 a.m. No vessel will be allowed near the finishing line except those involved in the races. No movements of vessels will be allowed inside Grand Harbour, except by special permission. All vessels are to keep a minimum distance of 5 metres away from the lines and floats mentioned in 2a, 2b and Ras Ħanżir.

 
Masters of all vessels are also warned that the wire ropes and floats may cause a physical obstruction and consequently they are to navigate with extreme caution.  Caution is also to be exercised when in the vicinity of such wire ropes and floats when these are being laid or removed. Mariners are instructed to comply with any instructions issued by Transport Malta, the Police and Armed Forces of Malta patrolling the area and by Valletta VTS (Valletta Port Control).

Remote Control Sailing event in Mellieħa Bay -

The Ports and Yachting Directorate, Transport Malta notifies mariners that the Malta Model Boat Association (MMBA) will be organizing remote control sailing races in Mellieħa Bay. The sailing races which will include 1 meter long sailing boats will be held off the Mellieħa Bay Hotel between Wednesday, 16th March, 2016 and Monday, 21st March, 2016. 

 
These races shall be held between 9.00 a.m. and 6.00 p.m. (local time) on all days.

 
The races will take place in the selected sailing area shown on the chart found on Transport Malta’s website (http://www.transport.gov.mt/) A,B,C and D.

The Ports and Yachting Directorate, Transport Malta notifies that the Armed Forces of Malta shall conduct a live firing practice exercise at sea from the Pembroke Ranges between Monday, 22nd February, 2016 and Friday, 26th February, 2016. The firing exercise will take place between 8.00 a.m. and 4.00 p.m. local time, (7.00 a.m. to 3.00 p.m. UTC).

The exercise will take place within the area enclosed by the following positions:
