Local Notice to Mariners No. 3 of 2015
 
Drilling Works for Geotechnical Investigations
at Tas-Sliema Creek, Marsamxett Harbour
 
The Ports and Yachting Directorate, Transport Malta, notifies mariners that drilling works for geotechnical investigations will be carried out in Sliema Creek, off Manoel Island bridge in Marsamxett Harbour along an imaginary line AB as shown on attached chart found on the website of Transport Malta (www.transport.gov.mt).
 
Weather permitting the works are expected to commence on Thursday, 29th January, 2015 and completed by Saturday, 7th February, 2015.
 
They will be carried out from a flat barge which will be accompanied by a small tug boat. The barge may deploy anchors to hold it in position and may remain in the area during the night. The barge will display the signals in accordance with the International Collisions Regulations.
 
In view of the above all vessels, moorings and ground tackle that are in the vicinity of the indicated line AB must be removed by Wednesday, 28th January, 2015 in order that the flat barge and tugboat may carry out the mentioned work.
 
No liability will be accepted for any vessel, mooring and ground tackle that are left in the area and may be damaged after the stipulated date. Masters of vessels that lie in the vicinity of the area are to cooperate with the contractor to facilitate this work.
 
Further more mariners and operators of vessels are advised to keep a sharp lookout and proceed at very slow speed and   instructions given by Valletta Port Control (VTS) on VHF Channel 12 are to be complied with.

Armed Forces of Malta - Live Firing Exercise at Sea
 
Mariners are informed that the Armed Forces of Malta (AFM), Maritime Squadron will be carrying out a live firing exercise at sea.
 
The exercise will be held within a circular area of 8 nautical mile radius, centred on:

The exercise will be held between Monday 16th February 2015 and Friday 20th February 2015 from 0700 hours UTC to 1500 hours UTC.
 
In view of the above, mariners are advised to give the exercise area a wide berth and comply with any instructions given by AFM patrol craft:

Local Notice to Mariners No. 2 of 2015
 
Speed Restricted in Close Proximity to Small Craft, Mooring Areas and Marinas
 
The Ports and Yachting Directorate, Transport Malta, reminds mariners, boaters and operators of commercial vessels That Notice to Mariners No 107 of 2011 does not have an expiry date and hence the importance of proceeding at a safe speed at all times subject to the prevailing circumstances and conditions and with extra caution and slow speed when operating and maneuvering in close proximity to small craft, mooring areas and Marinas still apply. Mariners are also reminded on the importance of keeping a proper lookout at all times.
 
The following still apply:
 
1) In terms of the Yachting Centres Regulations (SL499.10) the speed limit in the approaches to and fairways near yachting centres, Marinas and mooring areas shall be a maximum of 3 knots;
2) Further to the Ports Regulations (SL499.01) and the Small Ships Regulations (SL 499.52) it is determined that within the other areas of the ports of Valletta, Marsamxett and Mgarr (Gozo) mariners are to proceed at a maximum speed of 5 knots and keeping wash as a minimum.  In other ports and harbours, within 300m from the foreshore of a sandy beach and within 200m from other part of the foreshore are to proceed at a speed which is not in excess of 10 knots; and
 
3) When Speed Marker Buoys (IALA Special Mark) are sighted, speed as indicated on buoy is not to be exceeded.
 
Operators of Commercial Vessels are further requested to contact and inform the Valletta VTS on VHF Channel 12 prior to proceeding on Harbour Cruises within the Ports and also inform the respective Marina Operator on VHF Channel 13 when navigating within creeks and marina fairways.
 
Notice to Mariners No. 107 of 2011 will remain applicable until revoked by another Notice to Mariners.

Notice to Mariners No. 2 of 2015 

Firing Practice at Pembroke Ranges 

The Ports and Yachting Directorate, Transport Malta notifies that the Armed Forces of Malta will carry out Live Firing Practice all through the year, (except Sundays) at the Pembroke Ranges, between 7.00 a.m. and 6.00 p.m. local time.

The exercise area is delineated by sector ABC. 

From Position A

During the live firing practice, red flags (approximate size 2.5m x 2m) will be flown from the shore limits.  Mariners are warned to keep as a minimum 4 Nautical miles off the coast when the flags are sighted. 

Moreover, they must obey instructions Valletta Port Control (VTS)

Local Notice to Mariners No. 1 of 2015 

Removal of Vessels and Moorings Situated at Wied Buni, Birżebbuġa 

The Ports and Yachting Directorate, Transport Malta, notifies mariners and owners of vessels, that Transport Malta will be establishing an organised mooring area at Wied Buni, Birżebbuġa as indicated by the hatched area on the chart that can be found on Transport Malta website (www.transport.gov.mt​). 

Hence owners of vessels that are moored or have a mooring within the area bounded by the imaginary line A, B and the intermediate coastline are to remove these vessels, moorings and associated ground tackle by the 31st January 2015. Any vessels, moorings and associated ground tackle that are left in this area after the stipulated date will be removed. No liability whatsoever will be accepted by the authority for any damage that may be caused while removing the said vessels, moorings and associated ground tackle. 

Furthermore, mariners are reminded that it is prohibited to lay any moorings and ground tackle without the prior permission of the Authority and that approaches to marine terminals manoeuvring areas and fairways are to be kept clear at all times.  

Failure to comply with the above directions may be subject to legal proceedings.

Removal of Vessels and Moorings Situated off Malta Freeport Terminal I West Quay, Wied Buni, Birżebbuġa
 
The Ports and Yachting Directorate, Transport Malta, notifies mariners and owners of vessels, including fishing vessels that no anchoring, moorings and associated ground tackle are permitted in any part of the area of the chart found on Transport Malta’s website (www.transport.gov.mt) at Wied Buni, other than in the organised mooring area (as shown on the chart) as established by the Authority and subject to mooring permits.
 
Furthermore, mariners are reminded that it is prohibited to lay any moorings and ground tackle without the prior permission of the Authority and that approaches to marine terminals maneuvering areas and fairways are to be kept clear at all times. 
 
Failure to comply with the above directions may be subject to legal proceedings.
