Fireworks Display from St. Elmo Breakwater Arm in Grand Harbour

The Ports and Yachting Directorate, Transport Malta notifies mariners that in connection with the Feast of St Paul, the fireworks display will be let off from point A on St. Elmo Breakwater Arm in Grand Harbour, approximately from the following position:

The display will take place on Thursday, 29th June, 2017, between 8.00 p.m. and 10.00 p.m.

Mariners are to note the above and keep a safe distance of at least 200m from point A. They are further instructed to contact Valletta Port Control (Valletta VTS) when navigating in or out of Grand Harbour on the above dates and times. Any instructions issued by Valletta Port Control (Valletta VTS) on VHF Channel 12 are to be complied with.

Live firing practice at Pembroke Ranges − Extended hours

 The Ports and Yachting Directorate, Transport Malta notifies that further to Notice to Mariners No 2 of 2015, the Armed Forces of Malta will carry out Live Firing Practice on Thursday, 6th July, 2017, and Tuesday, 18th July, 2017, with extended hours between 6.00 p.m. and 8.00 p.m. (Local Time).

The exercise area is delineated by sector ABC.

Classic Yachts Sailing Race

 
The Ports and Yachting Directorate, Transport Malta notifies mariners that the Royal Malta Yacht Club will be holding a Classic Yachts Sailing Race departing from Trapani on Sunday, 2nd July, 2017, at noon, and finishing off Mġarr, Gozo, between Monday, 3rd July, 2017 and Wednesday, 5th July, 2017.

 
The finish is the imaginary line between 2 (two) inflatable lit yellow buoys placed in positions A and B (as shown on on chart found on Transport Malta website (http://www.transport.gov.mt))

Fireworks Display from the Foreshore off the Neptunes Waterpolo Pitch, Balluta, St Julian’s Bay

 
The Ports and Yachting Directorate, Transport Malta notifies mariners that a 10 minute fireworks display will be held from the foreshore of Neptunes waterpolo pitch, Ballutta, St. Julian’s Bay on Friday 23rd June, 2017, between 10.00 p.m. and 10.10 p.m.

 
The display will be centred in the approximate following position ‘A’ as shown on chart on Transport Malta website (http://www.transport.gov.mt).

Swimming race at Marsaskala Bay – 29th June, 2017

 
The Ports and Yachting Directorate, Transport Malta notifies that the St Patrick A.C. will be organising a swimming (Aquathlon) race on Thursday, 29th June, 2017, at Marsaskala Bay (near the Water polo pitch). The swimming race will take place between imaginary lines joining points A, B and C as per chart found on Transport Malta website (http://www.transport.gov.mt). The race will be held between 7.00 a.m. and 10.00 a.m., local time.

 
Mariners are advised to keep a sharp lookout and navigate well clear of the area during the stipulated date and time, giving the swimmers a wide berth. They are to obey any instructions issued by Marsaxlokk Port Control (Marsaxlokk VTS).

The Ports and Yachting Directorate, Transport Malta notifies mariners and owners of vessels that a fairway has been established, as indicated in red on chart found on Transport Malta website (http://www.transport.gov.mt), at Veċċja Breakwater.

 
The fairway is delineated by the points A, B, C, D and E on one side and the points F, G, H and I on the other side. Yellow marker buoys will be placed at points E, F, G and H.

Furthermore, mariners are reminded that it is prohibited to lay any moorings and ground tackle without the prior permission of the Authority and that approaches to marines, terminals manoeuvring areas and fairways are to be kept clear at all times. 

 
Any non-compliance with the above will result in enforcement and legal action.

Filming from Rinella – Malta Film Studios

The Ports and Yachting Directorate, Transport Malta notifies mariners and operators of vessels, that filming activities will take place in Rinella – Malta Film Studios.

The filming will take place from Monday, 5th June, 2017 to Monday, 10th July, 2017 (including weekends) from 7.00 a.m. to 7.00 p.m. local time.

In view of the above a clear horizon is required for filming purposes.

Mariners navigating in the indicated area on the mentioned dates are requested to keep watch on VHF Channel 12 and cooperate with the crew and police craft in the area. They are to comply with instructions issued by Valletta Port Control (Valletta VTS).

The placement of the buoys is seasonal from June till October but may still be in place after this date.

Zones Reserved for Swimmers 
 
The Ports and Yachting Directorate, Transport Malta notifies the general public, mariners and owners of vessels regarding the following restrictions in respect of designated zones reserved for swimmers.
   
These restrictions shall be in place from the date indicated for each area and until 30th September, 2017.
 
Mariners and owners of vessels moored within the zones reserved for swimmers are requested to remove their vessels and mooring buoys immediately. Any vessels and mooring buoys left in these areas will be removed. No liability whatsoever will be borne by Transport Malta for any damage to vessels or any damage/loss of mooring buoys and ground tackle that are left in these areas.
  
The zones reserved for swimmers will be indicated by coloured marker buoys and ropes. The ropes may be kept afloat by marker floats in location up to 2 weeks after the above mentioned dates.
 
Several bays have access to the beach through launching lanes which will also be marked by floats. Vessels shall only enter through these lanes. No vessel is to be moored inside or approaches to the entrance of these lanes as indicated on the charts shown on Transport Malta website (www.transport.gov.mt) unless authorised by Transport Malta. Such lanes shall be used solely for embarking and disembarking of passengers and by commercial and water sports vessel operators.
 
No vessels or objects which may endanger the safety of bathers, including any type of fishing gear/implements, shall be used within a swimmers’ zones.

Local Notice to Mariners No. 34 of 2017
 
Noise Levels on board Commercial Vessels
 
The Ports and Yachting Directorate, Transport Malta reminds all operators, masters and crew of commercial vessels of the provisions of the Code of Practice for the Safety of Commercial Vessels dealing with noise and music on board such commercial vessels. These provisions are there to safeguard the safety of navigation and operations of the vessel by ensuring that all communications on board are not impaired at any time; and also take into consideration the social and environmental obligations by ensuring that no nuisance is caused especially in areas which are noise sensitive.  These provisions are to be complied with at all times.
 
Furthermore, all operators, masters and crew are hereby being notified that, with immediate effect, the organisation of boat parties is subject to a prior No Objection from Valletta Port Control (Valletta VTS) to enter any port, harbour or bay.
 
This No Objection has to be applied for 24 hours prior to the activity and the following conditions have to be observed:
 
 
1. The required permits to hold the activity must be in hand and submitted to the Authority.
2. The name of the Master and that of a second contact person, together with their contact numbers on board, must be provided to the Authority
3. Noise levels to be kept at a level that does not cause any nuisance to others in the vicinity, apart from not impairing any communications. To be complied with at all times.
4. Music must stop by 11.00 p.m.
 
Further restrictions may apply to locations in close proximity to residential or environmentally sensitive areas.
 
Operators, masters and crew are to keep watch on VHF Channel 12 and cooperate with the enforcement officers in the area and with the Valletta Port Control (Valletta VTS) and comply with any and all instructions and directions given.
 
Enforcement action will be taken accordingly in the event of any non compliance.

Dredging Works at Marsaxlokk Bay

The Ports and Yachting Directorate, Transport Malta, notifies mariners that dredging works will start with immediate effect, at Marsaxlokk Bay.

The dipper dredger AVE CAESAR will be carrying out the dredging works centered on the following position:

With reference to BA Chart 36 – Mediterranean Sea Malta Marsaxlokk And Approaches and BA Chart 2538 – Mediterranean Sea Maltese Islands Malta, the Ports and Yachting Directorate, Transport Malta, notifies mariners that special mark yellow buoys, flashing yellow and having a 2 NM range, have been laid:

Swimmer Zones at San Niklaw Bay − Comino
  
The Ports and Yachting Directorate, Transport Malta, notifies all bathers, mariners and owners of vessels that with immediate effect, the following arrangements will be made for San Niklaw Bay in the North Comino channel. This arrangement is effective until the 15th October, 2017.
 
9a) San Niklaw Bay Swimmers’ Zone (shown in Figure 9 that can be found on Transport Malta’s website (www.transport.gov.mt).

 
No vessels or objects which may endanger the safety of bathers, including any type of fishing gear/implements, shall be used within a swimmers’ zone. The swimmers’ zone is being reserved exclusively for bathers and is delineated by the following coordinates:

A minimum safety clearing distance of 5 metres from the swimmers’ zone is to be maintained
 
Nylon ropes supported by floats will delineate the swimmers’ zone and may remain in place, two weeks after the stipulated date.
 
For the benefit and safety of all bathers and mariners, Transport Malta urges all visitors and commercial vessels to adhere to these arrangements. Enforcement Officers will be constantly patrolling the area.
 
Mariners are advised to keep a good lookout and navigate with caution and at slow speed in the North Comino Channel at San Niklaw Bay.  They are also reminded that it is prohibited to secure/moor any vessel to any of the marker buoys, swimmers’ zone delineation markers and related gear belonging to Transport Malta.

Restricted Area at Dawret ix-Xatt − Xgħajra

The Ports and Yachting Directorate, Transport Malta notifies mariners and owners of vessels that due to falling rocks from the cliff face at Dawret ix-Xatt in Xgħajra (area known as il-Milord), the area between points A, B and C and the intermediate coastline has been declared dangerous.

The limit is delineated by a floating rope supported by black and white buoys connected to the shore at points A, B and C.

Local Notice to Mariners No. 18 of 2017

Safe Distance from Diver’s Flags signal

The Ports and Yachting Directorate, Transport Malta, reminds mariners to keep a sharp lookout and navigate at safe speed at all times.

They are to give a wide berth of not less than 100m from signal buoys or vessels that carry either a diver down (Alpha flag) and the diver’s flag (red with diagonal white stripe), as found on Transport Malta website (www.transport.gov.mt), when these are sighted, and to navigate at slow speed.

They are also reminded that they are not to exceed the speed limit of 10 knots when navigating within 200m from rocky shores and within 300m from sandy beaches.

Information and Promulgation of Notices to Mariners
 
The Ports and Yachting Directorate, Transport Malta advises the public in general, local councils, government agencies, mariners and entities along the foreshore that the Harbour Master is to be notified as early as possible when new or suspected dangers to navigation are discovered or any changes to aids to navigation are observed within the territorial and internal waters of Malta, in any port and in the land and sea approaches to any port, and on wharves.
 
The above also applies when corrections to navigational charts or publications would appear to be necessary in relation to depths, navigational aids, facilities and other matters affecting the safety of navigation and shipping in general within the territorial and navigable waters of Malta.
 
 
In the case of pre-planned activities, including works along the foreshore or within the territorial and internal waters and ports and the approaches thereto, the Harbour Master is to be notified by not later than seven (7) working days prior to the date of the intended activity. This is to ensure that, if required, relevant Notices to Mariners are issued and promulgated through the Government Gazette in a timely manner and in conformity with legal requirements.

Weather permitting the works are expected to commence with immediate effect and completed by end of February, 2017

They will be carried out from a flat barge which will be accompanied by a small tug boat. The barge may deploy anchors to hold it in position and may remain in the area during the night. The barge will display the signals in accordance with the International Regulations for Preventing Collisions at Sea. Furthermore mariners and operators of vessels are advised to keep a sharp lookout, proceed at very slow speed and give the above area a wide berth of at least 300 meters.

Instructions given by Marsaxlokk Port Control (Marsaxlokk VTS) on VHF Channel 14 are to be complied with.

LNG Exclusion Zones
  
The Ports and Yachting Directorate, Transport Malta, notifies mariners that, with immediate effect, LNG Exclusion Zones have been established at the Electogas Malta LNG Terminal and the Floating Storage Unit Armada LNG Mediterrana.
 
Navigation of vessels in relation to the LNG Terminal and Floating Storage Unit shall be as follows:
  
1.  When the Floating Storage Unit (FSU) vessel is berthed at the LNG Terminal, a vessel shall not navigate within an arc measuring 135 metres in any direction from the FSU at the LNG Terminals, as indicated on chart 1 that can be found on Transport Malta website (www.transport.gov.mt).
  
2. Whilst the FSU is at the storm mooring position, a vessel shall not navigate within an arc measuring 100 metres in any direction from the FSU at the storm mooring position, as indicated on chart 2 that can be found on Transport Malta website (www.transport.gov.mt).
  
3. Whilst a Liquefied Natural Gas Carrier (LNGC) is berthed alongside the FSU, a vessel shall not navigate within an arc measuring 195 metres in any direction from the LNGC, as indicated on chart 3 that can be found on Transport Malta website (www.transport.gov.mt).
  
In addition, when LNG Ship to Ship (STS) cargo operations are underway, berthing of vessels at Ħas-Saptan Fuelling Dolphin and Delimara Power Station  Quay will not be permitted.
  
In view of the above all vessels are to keep clear of the Exclusion Zones, and navigate with caution and at slow speed.
  
Mariners are further instructed to give a wide berth and to comply with any instructions given by either Enforcement Vessels in the area or Valletta VTS (Marsaxlokk Port Control) on VHF Channels 14 and 16.
