Position of Director (Veterinary Regulation),
Veterinary and Phytosanitary Regulation Division,
in the Ministry for the Environment, 
Sustainable Development and Climate Change

The Senior Appointments Advisory Committee wishes to identify suitable individuals and competent professionals who could be recommended to fill a Headship Position in Grade 4 (Salary Scale 4) in the Ministry for the Environment, Sustainable Development and Climate Change as listed hereunder:

Veterinary and Phytosanitary Regulation 
Division

The appointment shall be made on the basis of a Performance Agreement for a period of three years, and is subject to a one year probation period.

Eligibility

In the case of public officers, the eligibility in respect of this position is as follows:

(a) senior public officers who have a substantive grade in scale 7 or higher; or

(b) senior public officers who have served for six consecutive years in the Public Service in positions classified in scale 7 or higher; or

(c) other public officers who have served for four consecutive years in the Public Service in positions classified in scale 7 or higher.

Officers currently occupying a headship position and who have served at least one year of the term of their current performance agreement may apply for the position advertised, subject to having satisfied the pertinent eligibility requirements. 

In the case of non-public officers, the eligibility in respect of this position is as follows:

(a) by the closing time and date of this call for applications, applicants must be citizens of Malta; 

(b) applicants must have a proven track record of four (4) years experience at senior management level comparable to that of positions classified in scale 7 or higher in the Public Service;

(c) applicants must produce a recent certificate of conduct issued by the Police or other competent authority not earlier than one (1) month from the date of this call for applications and state whether they have ever been in the Malta Government Service, giving details. 

SAAC Interview Procedure

Eligible applicants will be required to sit for a psychometric test which will be held at the Institute for Public Services and which will serve as part of the preliminary shortlisting.

Complete Application Checklist

Applications must include:

(a) a detailed curriculum vitae (Europass format) which will include the continuous professional development record and, in the case of current incumbents, will also include copies of performance assessments of the last three years;


(b) confirmation or otherwise of having successfully completed the Senior Management Toolkit. Preference will be given to those officers who have successfully completed the Toolkit. Should an officer who has not yet attended the Toolkit Programme, be nominated for a headship position, s/he would be required to attend and complete the Programme by a stipulated timeframe;

(c) a motivational statement wherein applicants explain why they consider themselves to be qualified for top management positions, in which level they consider themselves suitable and the area they would prefer; and
(d) an updated Service and Leave Record Sheet (in the case of public officers).

Incomplete and/or late applications or applications by any person who is ineligible in terms of this call will not be considered.

Prior to being called for the interview, prospective applicants would be required to fill a declaration indicating any possible or potential conflict of interest (e.g. business interests, private work, etc.). Applicants who have already submitted such a declaration in the past are to confirm in writing that there are no changes and need not resubmit it.
