Prime Minister Joseph Muscat paid tribute to Joseph Howard on the 155th anniversary of his birth.

Howard was elected member to the Council of Government in 1912 after being nominated by the Comitato Patriottico. In 1921 he joined the Unione Politica Maltese of Mgr. I. Panzavecchia and was elected senator in the first ever Maltese Parliament. Governor Lord Plumer offered the premiership to Howard after Panzavecchia refused the post. Joseph Howard managed to lead the first Maltese Government with the political support of the Labour Party. He was renowned for his keen sense of tolerance and vast experience in administration.​
